BOARD OF HEALTH MEETING
July 19, 1982
The regular meeting of the Board of Health was held Monday, July 19, 1982
at 7:15 p.m. in Room G-1 (Recreation Office) of the Town Office Building.
Members present were: James W. Lambie, Chairman; Michael S. Erdos, M.D.
and Linda Roemer, Ph.D.
At 7:30 p.m. Lauren Goldfarb of Adams -Russell Cable T.V. came into the LAREN GOLDFARB,
meeting. CABLE T.V.
She came to explain the cable T.V. as relates to the community. They
encourage local programming and felt that perhaps the Board of Health
could plan programs relating to Health and to senior citizens.
The Board discussed how it would be good for announcing the Fall Clinics
and also the Rabies Clinics. Mr. Smith said it could also be used to
announce the "recalls" of tins of food that are contaminated.
Lauren Goldfarb said they would be having workshops to train people for
public programing and have interns to develop programs with you. They will
also train people in the use of the equipment. The public can either produce
their own shows or they have people available to help with this project.
They will also have a channel for "public announcements".
After further discussion, Ms. Goldfarb thanked the Board and retired.
At eight o'clock, Mr. Robert Hutchinson, Town Manager, joined the Board at
their meeting. Mr. Hutchinson said that he liked to meet and sit with TOWN MANAGER
each board at least once a year.
He discussed with the Board the general problems and what the Board is doing
and what they want to do, what the priorities of the Board and Department
are. Mr. Hutchinson would like the Board to articulate the goals for the
next year. He will meet with the Selectmen in September and present their
goals to them.
Mr. Hutchinson said he knows the "Dog Department" is a drain on the office.
He is looking to see just what can be done with it but he cannot promise
anything.
Mr. Smith told the Manager that we are planning a Diabetes Training Program
course in the Fall.
After further discussion, Mr. Hutchinson thanked the Board and retired.
Mr. Smith reported to the Board that Debora Chiklis, Sanitarian, was busy
checking on the restaurants and inplant cafeterias. SANITARIAN
We also had another tuna recall and Debbie has checked out all of the stores
in Town.
Mr. Smith told the Board he has the Animal Control Officer into inspecting
barns now. Kazazian on Concord Avenue needs cleaning up and Keshian on Lowell
Street needs cleaning up, also, Mr. Smith said Keshian will probably have
to be taken to court.
Rollins has cleaned up their place. The Town Engineer went out to look
at the fill-in problem at Rollins and said he doesn't think it is too bad.
"Meals on Wheels" - Mr. Smith said he had Ruth Sawyer of Meals on Wheels
into the office, as he had 3 complaints of the quality and conditions of
the food.
Mr. Smith said we had heard from the State that we will be allotted some
flu vaccine this year. Mr. Smith said that the Department will purchase
some because of not getting a full allotment.
The owner of the property at 22 Bowker Street has an overflowing septic
system and will not do anything about it. Mr. Smith said when he comes
back from vacation he is going to file a complaint in the Concord Court.
Mr. Smith reported that the Fourth of July weekend carnival went over very
well. They had brought some horses in for rides but he made them get rid
of them.
They wanted to sell sausages this year at the carnival but he refused to
let them do this. He siad if it get real busy on the food counter, they
would not cook the sausages well enough. He said they would have to submit
a request in writing to sell them at the carnival next year.
Mr. Smith told the Board that he had gone to Denny's Restaurant and Mario's
Restaurant because of reports that an employee in each restaurant had Salmonella.
He told the managers that the employee would have to stop working until two
negatives/cultures were had.
Mr. Smith said that the V.N.A. did not handle these communicable diseases
properly. They telephoned instead of going to the homes.
The Board agreed to hold an informal, daytime meeting in the Board of Health
in August to discuss current topics of the Department. This was decided for
the week of August 9, 1982.
