JUNE 2, 1980
The regular meeting of the Board of Health was held Monday, June 2, 1980 at
7:00 P.M. in Room G-15 of the Town Office Building. Members present were:
Dr. William L. Cosgrove, Chairman; Mr. James W. Lambie and Mr. George A. Smith,
Director of Public Health.
Mr. Smith told the Board he would like permission to raise some of the permit RAISING
fees that are under the jurisdiction of the Board of Health. PERMIT FEES
The first one he discussed was the permit to install septic systems. He told the
Board at the present time the septic system fee is $10.00 and he would like to
change that to $50.00.
Mr. Lambie asked: Didn't we raise the permit fees once before?
Mr. Smith said that some of the fees were raised but the septic system had not
been raised.
Mr. Smith went on to say that it use to be that he would spend a couple of hours
on one system but now it seems it takes at least two days of his time.
Dr. Cosgrove asked if it would discourage putting in septic systems and Mr. Smith
replied that it wouldn't.
After further discussion of this fee, Mr. Lambie and Dr. Cosgrove said they felt
that raising it to $50.00 was too much of a jump but they would go along with an
increase to $25.00 a permit.
It was voted unanimously the septic system fee would be $25.00 for each permit.
The second fee Mr. Smith would like to raise was the swimming pool application
fee for public and semi-public pools. He would like to raise the fee from $15.00
to $25.00.
Mr. Smith said it costs money today to do the water sample testing and it will
not cover the costs but it will help "fray" some of the expense of doing water
samples.
He said that Framingham gets $50.00 for semi-public pools and $50.00 for whirlpools.
The Board agreed to allow the fees to be raised from $15.00 to $25.00 for public
and semi-public pools.
Mr. Smith said that the new fee would start next year (1981) as all pools have
filed their applications for this year.
Mr. Smith reported to the Board that the Sheraton -Lexington had requested to SHERATON -
operate their poolside food service again this year. LEXINGTON

They had also requested to cook outside at the pool area but Mr. Smith had told FOOD SERVICE
them it would not work out.
Mr. Smith said that selling sandwiches, individually wrapped would be allowed
as they have done in other years.
The turkey, roast beef, tunafish, etc. shall be kept under refrigeration.
DISCOVERY Mr. Smith reported that Discovery Day in Lexington was very successful and
DAY the Chamber of Commerce will be having another day next year and wants to
1980 expand it more.
Mr. Sacco, President of the Chamber of Commerce, sent a letter thanking Mr.
Smith for all of his help and for his services on Discovery Day.
MOSQUITO The Board discussed what was happening with the mosquito control and the
CONTROL Pest Control Committee.
Mr. Smith said nothing was really new. There will not be any spraying or
adulticing.
Mr. Smith said the report that the committee came up with says absolutely
nothing.
Mr. Lambie asked if they were pushing drainage.
Mr. Smith answered "yes".
MOSQUITO He told the Board that the Pest Control Committee wants a survey done. Mr.
CONTROL Smith said that having another survey of the town would be a waste. He said
there is plenty of material around from past surveys that is available
for study.
Dr. Cosgrove said they went through this 30 years ago. People were being
bitten by mosquitoes and they put the pressure on the Board of Selectmen,
so the spraying was introduced for the Town and it was successful.
Mr. Lambie feels the Board of Health should take a stand. He said he had
talked to Dr. Casmire who had studied pesticides and had found them to be
fairly safe.
Mr. Smith said he has made it known to the Board of Selectmen that the Board
of Health is for mosquito control.
Mr. Smith told the Board that the survey with doctors that John Andrews did,
he would not let Paul Mazerall or himself read. Mr. Andrews wrote up the
report himself.
After further discussion, Mr. Smith told the Board that mosquito Control
was on the agenda for the June 9th Board of Selectmen Meeting.
ANIMAL PERMITThe Board met with Mr. Gerhard Rowe at 8:00 p.m. in regard to an animal permit
GERHARD ROWE for 69 Blossomcrest Road.
Mr. Rowe had applied for renewal of an animal permit that had been in his
mother's name. She had passed away during the past year and he would like
to renew it as executor and trustee of the estate.
The Board told Mr. Rowe to have his attorney write a letter stating that
he was executor of the estate and they would renew the permit for this year.
Mr. Rowe agreed to do so. He thanked the Board and retired.
SANDRA Mr. Smith told the Board that Sandra Gabriel, his new Health Intern, is working
GABRIEL out quite well. She is doing an excellent job and he can not speak highly
enough about her.
He said she is doing restaurant inspections and concentrating on whether
or not the important signs are posted. The "no smoking" sign, which means
no smoking in the food preparation area, hairnets sign and washing hands
after using toilet facilities before going back to handle food.
Mr. Smith told the Board he is going to put on another food handlers course
and have Sandy run it.
He also told the Board that Sandy had changed her hours. She use to come
in 5 days for 4 hours a day but now she comes in three days - two full days
and part of a third.
Dr. Cosgrove asked if Sandy would like to work full time.
Mr. Smith said "yes" she would. He said she enjoys her work and is very good
at inspections. He hopes to find her a job somewhere in this field.
He said he is having her do different kind of inspections. She has been doing
some housing inspections. He is having her spend next Wednesday in Framingham
with a health officer there to see some real housing problems.
Mr. Smith told the Board that we had a very successful month with clinics. CLINICS
The Rabies Clinic went very smoothly. The nurse from the Visiting Nurses came
and helped fill syringes.
The nurses also attended the Glaucoma Clinic. They set up a small section and
read blood pressures of any resident that wished to have it taken.
Mr. Smith told the Board that we are also taking appointments for the Breast
Screening Clinic to be held at Symmes Hospital on June 10, 1980.
Mr. Smith reported to the Board he is going to put on a campaign to "Shake the
Habit". This will be in regards to the use of salt. Mr. Smith said he has
booklets in the office that people are welcome to come in and pick up.
Mr. Smith also plans to do a promotion campaign on x-rays, the need to have
them and the over-exposure to them.
Mr. Smith told the Board that we are going to eventually have to have a full
time assistant or a permanent part time assistant. He said there is plenty
of work here to do but we need help to see that it is carried out.
Mr. Smith told the Board that the M.D.C. is going around checking with plants M.D.C.
in the area to see what they are putting into the sanitary sewer systems.
The Board discussed the hazardous waste dumping into the sanitary sewer system.
Kennicott Copper uses chemicals, Raytheon's new research building will be using
chemicals. There are many companies that use them if only in the photography
field, for developing.
Dr. Cosgrove asked where the new town pick-up of trash by B.F.I. was being
taken.
Mr. Smith said most of it will be going to Plainfield. He said the company
has the contract for three years. He said the next time the contract comes
up the cost could be staggering for the Town.

PICK UP
Mr. Smith said the company should do a good job. They have some 31 cubic
yard trucks and will take everything.
MILLBROOK Mr. Lambie asked if Mr. Smith heard anything about the letter sent to M.D.C.
SEWER PROJECT on the Millbrook Sewer Project.
Mr. Smith said he had not heard a word as yet.
Mr. Lambie said he is going to try to follow it up. He said one of the
three towns should and that the four projects could go under one grant.
HIGHLAND Residents of the Grapevine Avenue area are complaining about the trash
FOOD MART at the block of sotres that the Highland Food Mart is in.
Mr. Smith said when he checked out the area there were plenty of beer
bottles in behind the sotres but that is a police problem.
The Board asked if the store owner was cooperative.
Mr. Smith said they are because they get sick of seeing hom. It seems
to be a constant problem with the Highland Food Mart. He said Dunkin
Donuts has trash all around their area and at their dumpster, also.
East Lexington is 4oing a better job in controlling the trash behind
Bora Bora, etc.
Dr. Cosgrove said the police seem to check out that area frequently.
Mr. Smith said it is getting harder to deal with people. He goes to
the store owners with a complaint but they are more prone to blame
others or give complaints about someone also instead of straightening out
their own problems that you came there to discuss.
The 8:30 p.m. appointment did not show up. Mr. & Mrs. Bernard Osgood of
573 Marrett Road, in regard to an animal permit.
