HomeMy WebLinkAbout1979-09-101 1 BOARD OF HEALTH MEETING SEPTEMBER 10,1979 The regular meeting of the Board of Health was held Monday, September 10, 1979 at 7:00 P.M. in Room G-15 of the Town Office Building. Members present were: Dr. William L. Cosgrove,Chairman; Mr. James W. Lambie, Dr. Michael S. Erdos and George A. Smith, Director of Public Hoalth. The minutes of the July 23, 1979 meeting were approved as read. At 7:30 P.M. Mr. David Gerard of Gerards Farms of Lexington, a new take out foods and catering establishment appeared before the Board to explain the operation of his establishment. Mr. Gerard stated that he has followed all rules and regulations stated by the Board of Health as he prepared to set up this operation. The Board approved Mr. Gerard's operation to open up this food establish- ment. Mr. Gerard thanked the Board and retired. Mr. Smith brought the Board up to date about the booklets he had printed guring the summer months an "septic systems' and also on "swimming pools". Mr. Smith explained he has updated the pool literature to improve the semi- public pool operations, and to keep the pool managers and lifeguards aware of all regulations. Mr. Smith has also adopted safety signs to pass out to pool owners. Mr. Smith reported that Mr. Castleman had submitted a second plan for the septic system on his property at Mountain Road. Mr. Smith has approved the second plan and told Mr. Castleman to go ahead with the building of his septic system. Mr. Smith reported that mosquito complaints were coming in again to the Health Department as the second batch of mosquitoes were appearing this summer. Mr. Smith said that Mr. Hutchinson was interested in this problem because of the Special Town Meeting called in the Town of Bedford this month to dis- cuss the mosquito control in their town. The Board discussed Mr. Frissore's animal permit as it is up for renewal at this time. The Board would like the acreage checked to see if there is enough land to housesixhorses. It wss stated that Mr. Frissore kept his stable and corral in good condition and that the Health Department does not receive any complaints from the residents. Mr. Smith reported to the Board that they are still having a rat problem at the Woodpark Estates. Dr. Erdos said he had received a direct complaint from a resident about this. Mr. Smith feels that the residents there would like to have the brook that runs through their property covered over. He said that would be the responsibility of the land owners. Mr. Smith said he has been involved in many of their problems at Woodpark Estates including sand and dust problems. GeRARD FARMS BOARD OF HEALTH EDUCATIONAL LITERATURE CASTLEMAN MOUNTAIN RD. FOR THE RE- TARDED Mr. Smith has not been able to find any source of whay the rats should be there. He wanted to try baiting the area with De -Con but this is not allowed because of State Regulations. He has done everything possible that he can at this time. Mr. Smith stated that in the Fall the rats tend to move towards the houses and away from the water and that the appearance of rats at this time can be attributed to the late summer/fall migration. Mr. Chester Sewell of:the CentralMiddlesex Association For the -Retarded came before the Board. Dr. Cosgrove said that Mr. Sewell was the first person that the Board had seen at all from the Central Middlesex Association for the Retarded in regards to their program. He said as he understands it the Central Middlesex Association for the Retarded takes care of a few people that the Mystic Valley Mental Health Association does not take care of. Dr. Cosgrove said that the Board had opposed this progrmm but the $5000.00 was appropriated for it at Town Meeting. Dr. Cosgrove told Mr. Sewell that the Board has not seen a contract and that they would like to discuss a contract, find out what they do and how they are to be billed. Mr. Sewell said they have services provided for the Lexington residents. They have sheltered workshops, training for the handicapped and pay them while they learn. Dr. Cosgrove again stated that he has never seen a person from the Association to execute a program for the Town. Mr. Sewell described the program. They are licensed as a pre -vocational workshop by the State. Mr. Sewell proposed someone from the Board come over to see what they are doing at their workshops. They had asked $5000.00 from the Town as they need_this input to get matching funds from the State. The, rater pee client_ ss' $27c4Wper day,.per person - 6 hours a day. They now have 4 Lexington residents. It is a private non-profit organization regulated the same as the MStV.M.H.A. Dr. Erdos asked how many people they treated last year and Mr. Sewell answered they treated forty-seven. This year they have treated 58 - usually on a 6-8 week period. These people are referred to them from Mass. Rehab. Dr. Erdos asked if they were psychiatric or physically disabled by stroke. Mr. Sewell answered they did not discriminate against the physically handi- capped. Dr. Erdos then asked if they treated 47 last year how many were Lexington residents? Mr. Sewell said four were from Lexington. 1 1 1 -3- Dr. Erdos asked how many employees they had but Mr. Sewell was not sure. He said he would have to take a "head count" tomorrow. Mr. Lambie asked if there is any literature available and Mr. Sewell answeredc"not at this time". Dr. Erdos asked what amount do other towns pay for this service? Mr. Sewell said some pay up to $15,000. Mrs. Jones, Clerk, asked where would any member of the Board go to see the place they are operating. Mr. Sewell said they were at 2 Sixth Road, Woburn. He would be glad to have any member of the Board come over and see the place. Mr. Sewell thanked the Board and retired. Mr. Campbell came before the Board. He was invited in because of complaints from a tenant that lives at his property at 5 Forest Court. RENTAL PROPERTY Mr. Smith said he had checked the property out before his accident and 5 FOREST ST. there were things to be taken care of that were in violation of the State Sanitary Code and the State Wiring Code. Mr. Smith was unable to get back to 5 Forest Street but he understood by another inspector that did some in- spections while he was out that the wiring was not taken care of as yet al- though the other violations were completed. Mr. Campbell said the ceilings had been scraped and painted, he put in a new tub and sink in the bathroom. Mr. Smith told Mr. Campbell that the wall receptable should be done as early as possible. Mr. Campbell said he has been trying to get the electrician to come and will fix it as soon as he possibly can. Mrs. Gertrude Winchell had been invited to come before the Board because GERTRUDE of a septic system problem that keeps creating a nuisance to her neighbors. WINCHELL She had not started any repair work as she had been ordered to do. Mr. Smith 17 BOWMAN ST. said he had help up on filing a court complaint to give her time to fix the system. Mrs. Winchell said she planned to do that this Fall. She claims at this time her yard is filling with water. Mr. Smith said he would have to do some ground water testing to see how the ground water is in her yard. He said there still is a system she could put in. The metal tank cannot be saved and Mr. Smith said that he cannot let this condition go on much longer. He suggested a pit should be put in as he does not want to take her to court. Mr. Smith suggested she talk to the Town Manager. Perhaps he could have the problem reviewed one more time to see what can be done about bringing sewer to her house. - 4 - Mrs. Winchell asked what kind of taxes do people in other areas pay with more privileges than her. Are the taxes the same? She said that it seems unfair. Dr. Erdos told her that they pay a betterment tax and Mrs. Winchell said she'd be glad to pay a betterment tax if she could be connected to public sewer. Dr. Cosgrove asked Mrs. Winchell if her other neighbors have the same problems as she does. She said Mr. Kelly does but it is not as bad as hers. Mr. Smith said he would like her to contact him at the Health Department next week and she agreed to do this. Mrs. Winchell thanked the Board and retired. Mr. & Mrs. Ralph Cataldo came before the Board for their landfill operation permit. They would like a three year operation extension for this project. The Town of Arlington is the only one dumping there. Dr. Cosgrove asked if they were still confined to certain hours. Mr. Cataldo said "yes". He goes by the hours the Board set up. Mr. Lambie asked if there were complaints received at all about this operation and Mr. Smith said "No". Dr. Erdos asked if this was all on the Lexington line. Mr. Cataldo said yes, there are 15 acres including 2 lots the houses are on. The Board extended the permit for 3 years with the understanding that Mr. Cataldo comes in each year. Mr. Cataldo asked if the Town of Arlington could dump their snow there in the Winter. Dr. Erdos asked if it created any problems and Mr. Cataldo said "no". The Board approved this operation for another three years. Mr. & Mrs. Cataldo thanked the Board and retired. Dr. Cosgrove told the Board that he had met with Mrs. Snyder for a short MRS. SNYDER meeting to ask her if the rumors were true that she was serving groups at SANDERSON dinner time and charging, in other words, was she running a restaurant? It HOUSE had been rumored that Mrs. Snyder who owns the Sanderson House on Mass. Ave. had been running a food establishment operation. Dr. Cosgrove reported that she said she is not providing any meals to the public. She said on occasion she entertains her friends just as anyone else would do for an evening. Mr. Smith told the Board that he was notified by the State we will be allotted 1250 doses of flu vaccine.
