so that they could be printed before the water bills go out in December. Mr.
Smith said that this year an explanation should be included of the clinic
services.
Mrs. Tapia thanked the Board and retired.
At 8:45 p.m. Mr. Robert Kent, Selectman; Mr. Jack Gardner and Mr. William HEALTH
Page came before the Board to talk about a Committee for Community Health. COMMITTEE
Mr. Kent explained that Dr. Erdos was familiar with this committee because
he had attended some of the meetings on the forum on aging and this was an out
shot of those meetings.
Mr. Page passed out copies of resolutions adopted by the Lexington Forum
on Agling Committee regarding the organizing of a committee to study and initiate
health programs for the citizens of Lexington.
Mr. Page requested a member of the Board to act as a member of this committee.
Mr. Page and Mr. Gardner explained the goals and etc. of this committee.
Dr. Cosgrove said they would discuss their requests and let them know what
the Board of Health could do. He said he did not feel that he wanted to tie one
of the Board of Health members up by attending another Committee meeting.
Dr. Cosgrove said he did not see why this committee could not send the
meeting minutes to the Board and they would review them and then make suggestions
rather than have a member attend more meetings.
After further discussion the Board agreed that this would be the best way
to participate in this program.
Mr. Smith explained that for almost a year now we had not been doing any MILK TESTING
milk analysis work because Mr. Condon who did this work had retired.
The Board agreed that they would like this work resumed.
Mr. Smith said he had some prices on a few laboratories and had found that
Massachusetts Dairy Laboratories had offered the best price.
The Board suggested that Mr. Smith contact this laboratory and have this
testing resumed.
There was no further business and meeting was adjourned at 9:30 p.m.
BOARD OF HEALTH MEETING
JULY 23, 1979
The regular meeting of the Board of Health was held Monday, July 23, 1979
at 7:00 P. M. in Room G-15 of the Town Office Building. Members present were:
Dr. William L. Cosgrove, Chairman; Mr. James W. Lambie and Dr. Michael S. Erdos.
Minutes of the June 18, 1979 meeting were approved as read.
The definitive subdivision plan entitled "Cambridge Farms, Lexington, Mass."

viced by public sewer and water. The drainage plans were approved by the
Engineering Department.
The revised site plan for Lot "B" Daisy Wilson Subdivision dated July 9,
1979 was approved by the Board. This area will, according to Engineering,
be serviced by public sewer and water and there are no drainage concerns.
Mrs. Jones reported that Mr. Manfred Freidman had complained about the
NORTH North Lexington Brook which runs under Revere Street. An inspection by
LEXINGTON Mr. Smith showed that the water does collect in the culvert at Revere Street
BROOK and is a mosquito breeding area. As there is now no mosquito control
program being practiced a memo was sent to Mr. Warren Empey, Acting Director
of Public Works, to make him aware of the condition of the brook.
Another complaint has been received from Mr. Edward Domings, 37 Valley -
HARDY POND field Road regarding Hardy Pond Brook which flows through his property. An
BROOK inspection showed that the flow of this brook is minimal or negligthae
and the water is stagnated and a typical breeding area_£or mosquitoes. Mr.
Warren Empey was also made aware of this condition.
It was reported that the Health Department had a call from the Fire
Department stating that they were receiving an excessive number of calls
for medical emergency to 22 Pearl St. The Fire Department medical team
thought this home was being operated as a nursing home. An inspection
showed that there was 3 patients being cared for by Mrs. Lawson. Mr. Smith
stated after his inspection that there did not appear to be the physical
facilities required for a nursing home and the State Regulations state
that three or more poeple constitute a nursing home. Mr. Smith reported
that he had turned this facility over to the State Public Health, Long -
Term Care Department for investigation.

SANDERSON Mr. Smith left a report that complaints had been received that the
HOUSE house next to Munroe Tavern known as the Sanderson House was serving meals
to select groups. This establishment has no permits from this department
or the Board of Appeals. Mr. Smith will continue to investigate these
reports.

Dr. Erdos asked about Cheryl;s Bakery, if they were serving sandwiches
and pizza? It was explained that because the Board of Appeals did not
grant the hours requested the establishment did not change hands.
Dr. Erdos asked about the restaurant inspections while Mr. Smith was
out ill.
Mrs. Jones reported that the Health Officer from Framingham was ac-
commodating Mr. Smith by doing the urgent inspections for him. Mr. Cooper
had inspected Peking Gardens, Lee Ann's and a housing inspection at 5 Forest
Court. These were inspections that were pending at the time of Mr. Smith's
accident.
At 8:00 p.m. Mr. Paul Castleman came before the Board to request per-
mission to install a deptic system to service a house he is building on
Mountain Road.
It was explained to the Board that this lot was approved originally as
a subdivision by the Planning Board on the condition that any dwelling on
this lot be serviced by municipal sewer which the deviloper would have to ex-
tend.
In 1971 and 72 the Planning Board approved this subdivision without any
correspondence to the Board of Health. At that time they approved the lot
provided the sewer was made available, they then reaffirmed this in 1978. Mr.
Castleman bought this lot knowing these conditions and at that time the estimated
cost of extending the sewer was stated as being about 5500 dollars but when con-
tractors were contacted it was found that to bring the sewer down to the lo-
cation of Mr. Castleman's dwelling it would be very costly. it was going to be
required that a. main line sewer would have to be installed. Early in the Spring
Mr. Castleman had requested high water table tests and also perc tests for the
soil. it was found that this area was suitable for a septic system.
Because of the cost of installing the sewer line for this house the Plan-
ning Board has suggested that Mr. Castleman come before the Board of Health
and request a variance for permission to install a septic system.
Mr. Castleman, Mr. Frank Lahey, Engineering Department, Mr. Peter DiMatteo,
Building Commissioner and Mr. Frank Sandy, Planning Board attended this meet-
ing.
Mr. Castleman explained the situation to the Board and said that at first
he thought he would go along with the sewer line until he received the new
estimates to install this line. The latest figure is approximately $17,000.
dollars and that seemed a little too much. He explained that he has the
foundation of the house in and is in the process of bringing the house he has
bought down from New Hampshire to put on the foundation.
Mr. Lahey of the Engineering Department explained to the Board the area
around there. He also stated that of the houses on Turning Mill Road where the
sewer line would come from, most of the homes were on septic tank, only one
was connected to public sewer.
Mr. Sandy said that at the time the Planning Board acted they thought the
cost of the sewer line would be minimal.
Mr. DiMatteo said he had issued a permit to build this house with the
understanding that the house would be on sewer. An occupancy permit will not
be issure until a satisfactory sewerage connection for this home is installed.
Mr. Castleman said it wasn't until after he had received the real estimates
of the costs for the main line sewer that he went back to the Planning Board
and requested permission to install a septic system. He went on to say he just
could not afford to put in the public sewer at the present costs.
it was asked if Mr. Castleman could put in just a house connection, would
the costs be so high.
Mr. Lahey said he would still need the man holes and although he would
not probably go as deep it would still cost a lot of money.
After a review of the history of this subdivision and a short discussion
by the Board it was decided that if Mr. Castleman would bring to Mr. Smith
a satisfactory Septic System Plan, Mr. Smith could review it and if it was
satisfactory he could grant permission for Mr. Castleman to install a septic
system
The Board asked why the Planning Board did not recind their original
condition in regard to the sewer connection.
Mr. Sandy said as he understood this now it was up to the Board of
Health to say that the lot was acceptable to a septic system and then the
Planning Board would alter the conditions of the subdivision approval.
Dr. Cosgrove said the Board would entertain this request but it was
up to Mr. Castleman to submit a septic system plan for Mr. Smith's ap-
proval.
Dr. Erdos said the Board should keep in mind the effect a septic
system would have in 10 or 15 years. He suggested Mr. Castleman get in
touch with Mr. Smith.
After further discussion Mr. Castleman thanked the Board and retired.
It was agreed by the Board that if Mr. Smith approved the septic
system plan this variance request by Mr. Castleman would be granted.
