BOARD OF HEALTH MEETING MARCH 5, 1979 The regular meeting of the Board of Health was held Monday, March 5, 1979 at 7:00 P.M. in Room G-15 of the Town Office Building. Members present were: Mr. James Lambie, Acting Chairman; Dr. Michael S. Erdos and George A. Smith, Dir- ector of Public Health. The minutes of the February 5, 1979 meeting were approved as typed. Mr. Lambie said he had received a complaint regarding the fumes from the mechanics shop at the Public Works Building. Mr. Smith said that last year when this complaint was made he had a group from the Mass. Department of Labor and Industries make an inspection of all the public buildings. Public Works Department are just now finishing making all the FUMES FROM corrections suggested at that time. They have just finished installing a large P.W.D. BLDG. circulating fan on the roof of the public works building. We have not had any complaints from the department. He went on to say that most of the welding done during the winter was done on the snow plows and that was done outside. He said he would check again up at that building. Mr. Smith reported to the Board that he had sent a memo to the Town Manager stating a number of things the Board of Health would be concerned with if town wide trash pick-up was accepted by Town Meeting. Mr. Smith said he felt it necessary that the Board be on record as to how all types of solid wastes are stored, handled and disposed of. TRASH PICK UP HYPERTENSION MONTH MORROW CROSSING FITZGERALD HORSES The Board agreed that Mr. Smith had covered all areas of concern re- garding town wide trash pick-up. Mr. Smith announced that the month of May had been set aside by the State as the sixth annual National High Blood Pressure Month. Mr. Smith said he had a report on a new condiminium development by Mark Moore. This development is entitled "Morrow Crossing" and will be brought before the Town Meeting for approval or disapproval. Dr. Erdos asked if this area was as wet as "Ridge Estates" and Mr. Smith said "He did not think so". Mr. Smith said there was not much we had to do regarding this develop- ment but he did want the Board to be aware of it. This will be on public sewer. Dr. Erdos expressed concern regarding what impact this development would have on the sewer lines as this is in the area where the sewer sur- charge problem is. Mr. Smith said he did not think this would add to the problem already there. Mr. Lambie and Mr. Smith discussed the I & & study made by Whitman and Howard Engineers for Public Works. Mr. Lambie was of the opinion that the infiltration study would be very significant but he also said he felt the relief sewer would help the situation the most. He said he hoped that by the Spring of 1980 the study would be completed and a solution made. The permit application by Lisa Fitzgerald to keep 4 horses instead of 3 at 342 Bedford Street was again discussed by the Board. Mr. Smith reviewed the facts of this application from the last meeting. Miss Fitzgerald does not have the required acreage for four horses but has obtained permission to use land belonging to a neighbor. The letter of per- mission is on file in the Health Office. Mr. Smith said that last year we had held up this permit because the horses at that time kept getting out and were a nuisance on the Route 128 off ramp and on Route 128. This problem is still going on. The police were going to send us a list of the times these horses were picked up from the highway. Mr. Smith went on to say that he thought we had adopted a policy that would not allow a person to use property other than his own to make up the required acreage. The clerk said she had checked the records and other than the Sharkey permit which was scattered acreage she could find nothing about a policy being adopted. The Board after some discussion decided that the fourth horse should be denied because of the lack of care in keeping the present horses restrained and off Route 128. The Board also instructed that when this permit is issued a warning must be sent to Miss Fitzgerald that the horses must be properly corraled. 1 1 The Board also agreed that a policy should be written stating that all LAND POLICY land to keep horses or animals must be owned by the permit holder. Mr. Smith FOR HORSES was instructed to write this policy before the next meeting. The letter to Mrs. Uhrig on what the impact the closing of the Town Pools would be on the "Old Res" was read by Mr. Smith to the Board. The conclusion of this letter stated that if the existing Center Pools were not repaired and up dated the "Old Res" would not be able to handle the existing summer swim- ming programs. Mr. Smith said he felt that if the Town Meeting did not approve either TOWN POOLS a new pool complex or extensive repairs on what is there, the pools should be closed. Dr. Erdos asled if we should put a limit on the use of the "Old Res". Mr. Smith said all the reports on file state that no more than 300 people can be in the "Old Res" at any one time. It was decided that if the new pools were not voted at Town Meeting or if plans for extensive repairs were not presented then the Board of Health would not allow the Center Pool to open for the coming season. Mr. Smith showed plans of a proposed restaurant at 1844 Massachusetts 1844 MASS Avenue. He explained that there was nothing the Board could act on but he did AVE. want the Board to be aware of these plans. This will be next to the Library on the Douglass's old building. The Board looked over the plans and set them aside. The sewer requests for North Street, Amherst St. and Hayward Ave. and Con- SEWER - cord Avenue were again brought to the Board's attention. Mr. Smith said these 1980 areas were scheduled for next year's sewer program but because of the problems in these areas he was requesting these streets be moved up a year. He went on to say that last year he had tried to get Amherst St. and Hayward Ave. moved up a year but as it stands now it looks as though these areas will be done next year. Mr. Smith reported that Burrough's sewer connection had really hit a snag. As the weather got warmer they seemed to hit more water and the ground de- BURROUGH'S teriorated rapidly. They have hit such a snag they will have to fill in the SEWER hole they have been digging and start over again. CONNECTION Mr. Smith explained that we had received a complaint from Christian GALARNEAU Academy that the sutdents were disappearing around one o'clock and the head- 89 BOW ST. master after a little detective work discovered that the students were going "NICKIE'S" to a house on Bow Street where the owner was serving hot dogs, hamburgers, etc. The owner of this house, a lady, does have a history of tuberculosis and she is and has been on chemotherapy for years. As far as we can find out this operation has been going on for years. Mr. Smith said he had no alternative but to close this operation down but he did want the Board to be aware of his action. Mr. Lambie said he thought he would like to wait until Dr. Cosgrove re- turned to discuss the fourth Well Elderly Clinic. It was agreed to wait.
