BOARD OF HEALTH MEETING
MARCH 7, 1977
The regular meeting of the Board of Health was held Monday, March 7,
1977 at 7:00 p.m. in room G5 of the Town Office Building. Members present
were: Dr. William L. Cosgrove, Chairman; Mr. James Lambie, Dr. Michael S.
Erdos and George A. Smith, Director of Public Health.
The minutes of the February 7, 1977 meeting were approved with the
following changes: the paragraph on Fluoridation should read"...fluoridation
CORRECTIONS plant at shaft 4 in Southboro." The paragraph regarding the ejector pumps

at Howard Johnson's should state: "Upon investigation of a complaint of
sewer odor permeating the restaurant facilities of the Howard Johnson Res-
taurant in August and September revealed that the sewer pump ejector system
utilized by Howard Johnson's was malfunctioning. Time was granted to make
these repairs because of the lease agreement and non-availibility of pumps
large enough to handle the requirements etc. Re -inspection now shows this
condition to be satisfactory".
With these changes the Board approved the minutes as typed.
Mr. Smith reported to the Board that Dr. Howard Smith who has always
done the Rabies Clinic would like to have an increase in payment for himself, RABIES CLINIC
his other veterinarian and his handler for his services at the clinic. At
the present time Dr. Smith is receiving $180.00, the Assistant Vet $90.00 and
the handler $85.00. The requested salary is Dr. smith $200.00, Assistant $125.
and Handler $125.00.
It was pointed out that Dr. Smith works only 3 hours of the 6 hour clinic,
his Assistant Vet works 3 hours and the handler works all 6 hours.
A comparison of other towns show that Lexington pays an equal if not
better than other towns.
It was suggested that possibly Dr. Smith did not want to do this clinic
and maybe we should contact other veterinarians to see if they are interested.
After much discussion it was agreed that a letter would be sent to Dr.
Smith stating that for this year, because the Budget has already been set we
could change the pay to $180.00 for Dr. Smith which would give him about $60.00
per hour, $125.00 for the Assistant Veterinarian and $100.00 for the handler.
This letter is to also state that if Dr. Smith wants more money next year his
request should be made in writing and must be received by the Board by October
1977.
The Board agreed that they would continue to support fluoridation, and FLUORIDATION
that we would so notify the Massachusetts Citizens Committee for Dental Health.
Mr. Smith reported that the State Health Department has indicated that FARM LABOR
they would like us to issue the licenses for Farm Labor Camps. This past CAMPS
month an inspection with the State inspector was made of Gold Ribbon Farm
because it was thought that they might hire 3 migrant workers. At the present
time it is not certain that they will carry out this plan because of the "red
tape! involved.
Mr. Smith said that by next meeting we should have something definite about
this program.
Dr. Cosgrove said in checking the Town Warrant he noticed that Article 30 ARTICLE 30
placed in the Warrant by 10 citizens requested a sum of $5000.00 for use by
the central Middlesex Association for Retarded Citizens, Inc.
Dr. Cosgrove said he had checked with Mrs. Mary Welch of the Mystic Valley
Mental Health Association and she said this group of people do not have the ex-
pertise that Mystic Valley has nor do they have the professional staff to handle
the retarded citizen as Mystic Valley does.
Dr. Cosgrove did say he felt that where the Town does support the Mystic
Valley Clinic this article was unwarranted.
it was the consensus of the Board that they should come out very strongly
against this article. It was suggested that a letter signed by the Board be
sent to the Chairman of each precinct and also to the Board of Selectmen and
Appropriation Committee.
At 8:30 p.m. Mr. Arno Filipetti and Mrs. Bonish came before the Board
to report on the progress of the change over of "Seseme Sub" to "Arno's
ARNO'S Deli".

Mr. Filipetti said that they would be passing papers this week. All
the permits have been changed and they had done some cleaning. As soon
as the papers are passed he would paint the dining area and put indoor -
outdoor carpeting down.
Mr. Filipetti said he knew that another toilet room had to be installed
but he would like to request a little time in order to build up a little
capital.
Mr. Smith asked how much time he was talking about.
Mr. Filipetti said six months but if he found he had the capital sooner
he would get right to work on it. He said he would have to replace some
of the pots and pans right away.
The Board asked what he would be selling and he said the same as be-
fore, cold cuts, bread, milk and sandwiches.
Mr. Smith said he would be willing to give them extra time but he
could not go beyond 6 months, the second toilet room must be in by then.
Also, if there is any trouble with the place again regardless he will close
it down and that would be it.
Mr. Filipetti said it was to their advantage to keep the place clean.
Mr. Smith said that if Mr. Filipetti kept the place clean and guaranteed
the extension of time.
Mr. Filipetti said if he gave his word that the work would be done then
it would be done.
The Board agreed to go along with the extension of time as long as Mr.
Smith recommended it.
The Board thanked Mrs. Bonish and Mr. Filipetti for coming in.
At 8:15 p.m. Mrs. Joan Melcher and Dr. Sylvia Merfeld came before the
"MEALS ON Board to discuss the new program being offered by the Council on Aging
WHEELS" called "Meals on Wheels".
Mr, Smith said he would like to know how the program was being con-
ducted, who prepares the food, how the food was distributed etc.
Mrs. Melcher said the program was the same as the program Arlington has
been using.
At the present time the food is prepared in Symmes Hospital Diet Kit-
chen. The meals are then packaged in styrofoam containers and all items
wrapped individually. The food packages are also wrapped in foil and put
on the seat of the driver's car. A driver will take no more than 5 meals

at a time, they also understand that they must take no animals in their cars.
The Council is also looking at styrofoam containers so that they may put a
cold pack in for the cold meals and a hot pack for the hot meals.
Mrs. Melcher explained that those participating in the program pay $2.25
per day and receive a well balanced hot meal and a well balanced cold meal for
their supper which the driver puts in the refrigerator.
The Board asked how many were participating in the program now.
Mrs. Melcher said that so far they had eight people participating in the
program. This program was for the elderly, handicapped or people over 60.
Before anyone was taken in to the program they were evaluated as to the nood
and etc. Each person in the program will be re-evaluated at least every 3
months. This program is not for well people it's for those people that are
ill or handicapped.
Mr. Smith said he would like to see the operation of this program starting
at the hospital.
Dr. Merfeld said she would get in touch with Mr. Smith within the next 2
weeks and set a date for him to observe the operation.
The Board thanked Dr. Merfeld and Mrs. Melcher for coming into the meeting.
Miss Joyce Gregorian, 113 Concord Avenue, came before the Board to discuss
the excessive amount and poor handling of manure on her property at 113 Concord
Avenue. Also, the fact that no permits were applied for during the year of HORSES
1976 and the permit for 1977 which is due now. 113 CONCORD

Miss Gregorian said that she would like to apologize for the over sight
of the permits. She said she honestly thought she had renewed her permit
last year and she cannot remember receiving an application for this year's
permit.
Miss Gregorian went on to explain that because of the severity of the
winter she had not been able to get the manure cleaned up as she usually did.
She went on to tell the Board that this winter had shown her she must black
top her driveway right up to the barn and also develop a better way to dispose
of and store the manure. At the present time the idea is to install a cement
floor so that the manure can be pushed right into the dump truck and then
driven off the property. Mr. Ricci does take all the manure she can supply them
with but the winter this year has hindered the usual operation. She said she
could not use her backhoe and etc. because of the snow.

Mrs. Smoske appeared before the Board at 8:45 p.m. in place of her
SMOSKE'S husband to discuss the poor handling of manure on the property at 39

Dr. Cosgrove said that Smoske seemed to be a habitual offender of
the regulations regarding the handling of manure. He went on to say
that the Smoske's as permit holders must see that the place was clean
at all times. He said he felt they should be firm with the people that
rent the barn space about keeping the place clean.
Mrs. Smoske said that when they were using the dumpster and emptying
it once a week it worked fine but the weather was so bad this year the
truck could not get up the driveway so it had not been emptied as it
should have been. In fact, she pointed out the oil truck could not get
up the driveway to deliver the oil the conditions were so bad.
Mr. Smith did say he thought the dumpster was going to be the answer
to the problems they had in the past with the manure. He went on to say
this problem was more a nuisance problem than a health hazard.
The Board said that if the Smoske's would keep the place clean and
the manure cleaned up that is all they asked.
Mrs. Smoske said they couldn't get things done this winter because
the truck could not get up the driveway but now that the weather was
breaking she felt they could get the place cleaned up and under control.
The Board agreed that if the place was cleaned and kept clean they
would be able to get their permit but the place must be kept clean.

Dr. Cosgrove made a motion to go into Executive Session in order that
the Board could discuss a matter which could be harmful to a person's rep-
utation. Motion duly passed.
