HomeMy WebLinkAbout1976-02-02�r 3 Massage License: Helen Lynne Kent Blossomcrest Rd., Lexington Nursing Hage Approval: Hancock House Nursing Home Meeting adjourned at 9:00 p.m. BOARD OF HEALTH MEETING FEBRUARY 2, 1976 The regular meeting of the Board of Health was held February 2, 1976 at 7:00 p.m. in Room G-15 of the Town Office Building. Members present were: Dr. William L. Cosgrove, Chairman; James W. Lambie, Dr. Charles Ellicott and George A. Smith, Director of Public Health. The minutes of the January 5, 1976 meeting were approved as typed. The application for permission to keep one horse at Krebs School, 453 ANIMAL PERMIT Concord Avenue, was discussed by the Board. At. 7:30 p.m. Jack Olson, KREBS SCHOOL representing Krebs School came into the meeting. Mr. Smith said that the original site of the stable and paddock had been changed and the new location, as he remembered, was not too flat and if this was used some grading would be required to make this area acceptable. A letter from one of the abuttors, Mr. & Mrs. Gough, raised the question of the suitability of the land for riding the pony. Also who would take care of the pony on weekends. Mr. Olson said that the site shown on the plot plan was not too hilly for the stable and paddock and it was a good distance from the Gym wall. Dr. Ellicott asked if the proposed site was fairly flat and Mr. Olson said it was. The Board pointed out that Mrs. Krebs must sign the application herself. Mr. Olson said the swampy land that Mr. Gough mentioned was on the other side of the property and the children were not allowed there, also the children were not allowed in the front of the building so he could not see where they would bother Mr. & Mrs. Gough. As far as saying that ponies were not as good natured as horses he did not feel a comparison could be made. The manure, as far as he knew, was to be stored in trash cans and then carted away. The food will be stored in metal containers. Mrs. Krebs does have someone on duty :at the school at all times so there will be someone there to take care of the pony. Mr. Smith asked about running water. Mr. Olson said there was outside spigots on the Gym wall and also there is a water line shown on the plans for the stable. Mr. Olson said he did not understand what the promises would be that Mrs. Krebs had not kept unless it was the fact that the construction trucks for the Gym were still coming into the property after the August deadline of the finish 84 of the building. He explained that the contractor had gone bankrupt and the case was in litigation now. As far as the arrangement about the driveway, Mr. Olson said he did not know anything about it. He did say there was a 10 to 13 foot fence around the abuttors property that Mrs. Krebs had to install. The Board said they would check this area out again and make their decision. They thanked Mr. Olson for coming in. MYSTIC Mrs. Mary Welch, Chief of Administrative Services for Mystic Valley Mental VALLEY Health Center Association, Inc., came before the Board to discuss the budget MENTAL for M.V.M.H. Mrs. Welch also had with her some of the people who work at HEALTH the clinic, Mary Sanmartino, in charge of the local services, Johanna Rose- mont, in charge of children services, and Mrs. Rose Coachin of the Finance Committee. Mrs. Welch thanked the Board for the opportunity to talk with them. She explained that the Association had been staffing again, after their grant had been approved they had started to staff and then around June 30, 1975,• everything came to a halt because the State and Federal budgets were not approved. As of January 1st the staffing had started again. Mrs. Welch showed the Board a chart described the local services and various other services offered by MVMH, she then asked Mrs. Sanmartino to describe the emergency service. Mrs. Sanmartino described the local services and the emergency services. She also explained that a number of hospitals in the area are working with MVMH, namely, Choate Hospital, Woburn, Metropolitan State Hospital, Waltham, Emerson Hospital, Concord and Mt. Auburn Hospital in Cambridge. Dr. Cosgrove asked if M.V.M.H. had a nursery school, Mrs. Welch said "No" but they did work with some of the nurserys in Town. There is a clinical nursery school operated by Region III of the Mental Health Department. The Board asked if there was no government funds did Mystic Valley expect the Town to support all this new personnel and all the new programs. Mr. Lambie also asked how the State and Federal commitments were being paid. Mrs. Welch said that this goes on a year by year basis. She went on to say that the Department of Health & Welfare feels that the care given by the clinics is cheaper than keeping State Hospitals open. Again the Board asked if Mrs. Welch felt the government funds could be withdrawn and if so where did that leave the cities and towns. Also it was again asked if M.V.M.H. expected the Towns to carry on if the government funds were withdrawn. Mrs. Welch said she did not think that the government funds would be withdrawn. She also said she had requested Mrs. Coachin of the Finance Committee to attend this meeting because she felt that some of these ques- tions would be asked. Mrs. Coachin said she could not answer these questions but she would take them back to the Finance Committee. Dr. Cosgrove said he felt that it was important that we get answers to these questions because the "boys upstairs" were worried about these things. Dr. Cosgrove asked how much treatment the MVMH gave the elderly. 1 1 1 1 1 They said they might find a social group for them or just talk to them, they had visited some of the elderly groups and also the Visiting Nurse Association. Elderly people just seemed to like to know that people cared. The Board said they were very concerned about what would be expected of the Towns if these funds were stopped. Mrs. Coachin said she would go back to the finance committee with these questions and try to get the answers back to the Board. The Board thanked Mrs. Welch and her group for coming in. M.D.C. Mr. Smith reported to the Board that the M.D.C. sewer line had been SEWER blocked somewhere along the line and the sewage was backing up through Lexington and Arlington. He explained that the Saddle Club Road area had sewage in their basements. The Town, to relieve some of the pressure, had pumped some of the sewage into the vinebrook area. Burlington was very upset about that and feels that Lexington is contaminating their water supply. Mr. Lambie said he would like a complete report on this situation by next meeting. Mr. Smith reported that the new animal control shelter was finished and the Animal Control Officer moved in today. Mr. Smith reported that the Food Seminar will be held in March. Mr. Smith said that people had been in with plans for Brewsters but this still had to go through the Board of Appeals and the building must be connected to public sewer before it can be approved. The Krebs School is also putting in a food service, therefore, the kitchen will have to be checked even though they are using one of the catering firms. ANIMAL SHELTER FOOD COURSE BREWSTERS KREBS SCHOOL Mario's Restaurant will be closed in March for renovation. They are MARIO'S increasing the seating capacity and relocating the kitchen and stairways to the basement. Anew sea food store is being planned for the Countryside area. The Greek Restaurant going in at One Meriam Street will be a very simple operation and should be no trouble. The new Chinese Restaurant being planned and discussed at this time by the Board of Appeals will have to do a lot of things before it will be passed by the Health Department. The Selectmen are considering Dr. Yudowitz's request regarding the sewer at Wild Acre Inn, in the meantime the system is pumped regularly. If the Selectmen decide that they are not going to do anything with this problem then Dr. Yudowitz would have two alternatives either tie into public sewer on his own or vacate the building.
