suggested that fees of 25 or 35 dollars would not be unreasonable. This
matter will be discussed at the next Board of Health Meeting.
EHARKEY PERMIT The renewal application for a permit to keep six horses by Ellen
Sharkey at 13 Hazel Road was again discussed.
Dr. Ellicott said he had been up there to see the area and it cer-
tainly was not clean. Mr. Smith said he had found the area unsatisfactory.
Dr. Ellicott said he also questioned whether she had enough area to keep
six horses.
After some further discussion it was agreed that this matter be
tabled for the present time.
The request by Mrs. Norman Woodward, 20 Robinson Road, to keep a
WOODWARD second horse from September 1975 to June 1976 when she will be moving
ANIMAL permanently to Maine was discussed by the Board. Mrs. Woodward had
REQUEST submitted statements from all her abuttors showing no objection to this
second horse.
The Board instructed Mr. Smith to check this request out and if it
was okay with him to give Mrs. Woodward permission to bring the extra
horse in September.
The meeting was adjourned at 10:00 p.m.
BOARD OF HEALTH MEETING
SEPTEMBER 9, 1975
The regular meeting of the Board of Health was held Thursday, Sept-
ember 9, 1975 at 7:30 p.m. in Roam 111 of the Town Office Building. Mem-
bers present were: Dr. William L. Cosgrove, Chairman; James W. Lambie,
Dr. Charles E. Ellicott, and George A. Smith, Director of Public Health.
The minutes of the July 7, 1975 meeting were approved as typed.
The renewal of the application for a permit to keep six (6) horses
by Ellen Sharkey, 13 Hazel Road, was again discussed by the Board.
SHARKEY HORSE Mr. Smith reported that Mrs. Sharkey's Attorney, Anthony Fredella,
had called and requested that Mrs. Sharkey's perMit be discussed at the
next meeting as he was unable to attend the meeting tonight.
Dr. Cosgrove, Dr. Ellicott and Mr. Smith said they had all been up
to check this permit out and they all agreed that we could not even
consider granting a permit to keep any horses on Mrs. Sharkey's property
at this time.
Mr. Smith suggested that a letter should be written to Mrs. Sharkey
stating that at the present time she was keeping horses without a per-
mit and that any renewal of a permit at this time would be based on the
cleaning of the property within the next 30 days. He said he would say
that the whole of this property must be cleaned of all debris etc., a
manure pit properly constructed and maintained and the corral fence
repaired. He went on to say that with the existing conditions he could

not recommend renewal of this permit even if it was for just one horse. If
Mrs. Sharkey does clean this place up as we will request I would say that
the maximum she should have is 3 horses with the amount of contigious area
available.
Dr. Cosgrove said he could agree to 3 horses if the place is clean.
Dr. Ellicott said he had checked this place out and he had suggested to
the boy in the yard that the place be cleaned up.
After further discussion by the Board, Mr. Smith was directed to write
to Mrs. Sharkey stating that the property must be_cleane0 up and fixed be-
fore her permit can be considered. It was furthered agreed that if Mrs.
Sharkey's attorney did request a hearing for the next meeting it would be
granted.
Mr. Smith brought to the Board's attention the results of the Middlesex -
Cambridge Lung Association carbon monoxide monitoring. He explained that MIDDLESEX -
the monitoring was done in the center of town at the corner of Massachu- CAMBRIDGE
setts Avenue and Waltham Street, He explained that the monitor used was LUNG ASSOC.
called an Eco-lyzer and the area used was where the traffic was pretty
constant.
The results of these readings were 12 ppm this was based on an
average of readings at 5 in 1 minute intervals.
Mr. Smith explained that tentative plans have been started to hold
a Lead Detection Clinic for children under 6 years of age on October 15,
1975. People from the Lead Detection Agency of the Department of Public
Health will come out prior to the clinic and instruct the Visiting Nurses
the procedure in taking the blood samples for testing. Clinics will be
held 2 hours in the morning and 2 hours in the afternoon in order to
cover as many children as possible. A pre -registration for this clinic
might be held in order to get an idea of how many will attend the clinic.
This clinic will be held during Lead Detection Week so people will be made
aware of it.
Dr. Ellicott suggested we contact the pediatricians in Town and see
if we could get one or two that will stand-by in case of emergency.
The Board approved this clinic and told Mr. Smith to continue with his
plans.
LEAD PAINT
Mr. Smith reported that at the present time we have arranged 3 days FLU CLINIC
for the Flu Clinic. October 2, a Thursday at Greeley Village; October 7,
Tuesday at Vynebrook Village and October 23, Thursday at Cary Hall for
Town Employees and School Personnel. It is hoped that the Senior Citizens
will attend the clinics at the Villages and the Town and School Personnel
will attend the clinics at Cary Hall.
Dr. Ellicott said he would arrange his schedule or ask other doctors
to stand by on the days of these clinics in case of an emergency.
Mr. Smith said he was not satisfied with the way Moon Hill Pool Asso- MOON HILL
ciation operated this year. He said he requested laboratory reports direct POOL
from the laboratory and he had not received any reports other than the ones
Dr. Feeney took. He said he did not hesitate to close other pools in Town
that had notmet the requirements and , therefore, he felt that next year
this pool should be treated no different than the others. If they do not
want to meet the regulations in Article VI then we should close them until
