After a short discussion Dr. Cosgrove said he would talk to Mrs. Tapia
of the Visiting Nurse Association to determine if a clinic in East Lexington.

At 8:00 p.m, a motion was made and duly seconded that the Board of Health
would adjourn to Executive Session to discuss problems which could impair the
reputation of a company or an individual.
BOARD OF HEALTH MEETING
MAY 5. 1975
The regular meeting of the Board of Health was held Monday. May 5, 1975.
at 7:00 p.m. in Conference Room G-15. Members present were Dr. William L.
Cosgrove Chairman; James W. Lambie. Dr. Charles E. Ellicott and George A.
Smith. Director of Public Health.
Mr. Smith reported that the court complaint against Mr. Suave, owner of
the property at 33 Sylvia Street was heard on April 25, 1975. The Judge had 33 SYLVIA ST.
Mr. Suave post one -hundred dollars bail and he was given 30 days to install
the second stairway from the second floor apartment at 33 Sylvia Street, If

The so-called Piper Road sub -division involving six lots owned by Herman
E. Erikson. Mr_ Smith explained that to date there is no Town sewer service in
the Piper Road area and the Terrain is such that he doubted if any septic system PIPER

Mr. Smith said that inspections of the Food Booths on the 19th of April
went well. There were five inspectors from the State Food and Drug Division APRIL 19th
and one from Framingham. The picture in the Minute Tian of the man selling
pretzels was the worst one that could have been put in. That particular per-
son was operating without a permit and had been asked to leave a number of times,
also they confiscated a. box of roast beef sandwiches being sold by a person
without a permit.
Mr. Smith said he felt that in the future the Board of Health should he
the licensing agent for all food booths and Food Permits.
It was moved and seconded that it go on record that the Board of Health
feels that they should be the authority to issue food permits for any Town
Celebration, such as the 19th parades and etc,
It was reported that the School Nurses had .inquired to see if the Board =TOM
of Health would do the Mantoux tests on school personnel, =TING
The Board asked what had been done in the past and it was explained that
the School Department always had the mobile unit out and school personnel were

ruled. tulle:: the tine tests were available this method was used., but now the
State is recommending Mantoux testing for School personnel.
The State will supply all the. materials. Dr. Ellicott said that the
nurses whether they be school nurses or visiting nurses would probably have
to he instructed in the use of Mantoux test.
2_r. Smith said he was sure the State would supply the equipment for a
clinic and. would also instruct the nurses.
The Board suggested that Mr. Smith check with the State regarding the
Mantoux testing.
Mr. Smith reported that the bids were out for the dog kennel and the
State had been in to do the percolation tests for the proposed kennel site.
Hopefully the new kennel will be started soon.
Mr. Smith said he had been out on a complaint of an over -flowing cess -
673 WALTHAm pool at 673 Waltham Street. He said the owner, who lives in Quincy, has
STREET been ordered to replace the entire septic system. As this .is a re -occurring
situation he said if the Board approved he would wait a few days sand then if
nothing has been done he will file a complaint in court. If the system is
not. corrected after this the only other alternative is to condemn the house.
The Board approved Mr. Smith's action and instructed him to proceed as
he deemed necessary.
Mr. Smith said he was also working on a problem of over -flowing septic
system at 39 Somerset Road. At the present time public sewer is not available
but some of the houses in this area are connected to streets running parallel
to Somerset Road.
The Board instructed Mr. Smith to handle this as he saw fit.
MILK Mr, Smith reported to the Board that he would be picking up samples from
SAMPLES the milk dispensers in the restaurants next month. He also reported that he
would like to do something with the salads, such as tuna, chicken etc. He
explained that in food, any count over 100 thousand was bad and he felt
salads could be very explosive with all the handling they receive. He said
he would try to get someone to do this testing and that could present a
problem,
The labeling of milk putout by Deary Brothers was brought to the at-
tention of the Board., There was no company name on the cap and the other
information was not sufficient. This was reported to the Food and Drug
Division.
Mr. Smith reported he was to meet with Mrs. Tapia, L.V,N.A, on the
13th to discuss the program for the coming year. He said Mrs. Tapia
has requested th+t a meeting be held periodically so that progress reports
may be made and also programs may be discussed.
Mr. Smith said he had put the complaints relative to rubbish, rodents,
cesspools and septic tanks on the agenda in the hope that someone from the
newspaper would be at the meeting. He said he felt an article pointing out
to the people that it was their responsibility to correct these problems
would be helpful. It was suggested that an article be written for the
paper or Mr. Smith could get in touch with a reported from the newspaper.
