May 6, 1974 at 7:00 P.M. in Conference Room G-15.

The application for financial assistance for premature twins
born to Mr. & Mrs. Dennis Lowe, 197 Concord Avenue was discussed LOWE
by the Board. PREMATURE
INFANTS
It was explained that according to Chapter 111, section 67C,
the Board of Health was required to pay for premature infants
where there was a need. This was the first case in over 5 years
that the Board would be responsible for, others had either been
eligible for medicaid or had health insurance sufficient to cover
the costs. This family has an income too high to be eligible for
medicaid but the costs of these infants will not be covered by
any health insurance. Mr. Lowe had a health policy with Aetna
which will pay $400.00 towards his wife's pregnancy but as far as
we know they pay nothing toward the care of the babies in the
hospital. Mr. Lowe has also just received his law degree and is
working for Mr. Conroy, Lawyer, at $160.00 per week.
The Board discussed this case and the law governing the pay-
ment and finally agreed that Mr. Lowe was in need of aid for these
prematures in accordance with Chapter 111, section 67c of the Gen-
eral Laws.

The letter from Mrs. David K. Barton, 6 Abbott Road, re -
SCHOOL garding the locking of the boys and girls lavatories at the
LAVVATORIES High Schoolwas discussed by the Board.
The Board felt that the discipline problem of smoking and
vandalism in the schools should be handled in a different manner
other than locking the lavatories to keep the boys and girls
out of them. It was discussed that health problems could
develop in the pupils if the lavatories were not available
when needed.

HORSES
The Board voted to write to Dr. Fobert, Superintendent of
Schools, stating that they felt the lavatories must be kept
open for the well being of the pupils.
The letter from Mr. Sutherland regarding the uncleanliness
of the Smoske's horses was read by the Board.
It was agreed that the permit to keep horses by Mrs.
Smoske, 39 Robinson Road, would be renewed for a period of 3
months and if the premises were not kept clean the permit
would be revoked.
The Board by unanimous vote appointed Mr. George A.
Smith, Milk Inspector for the Town of Lexington in accordance
with Section 33, 34, 35, 36 of Chapter 94 of the Massachusetts
General Laws.
The clerk was instructed to place this notice in the paper
according to law.
The preliminary subdivision plan "Bicentennial Farm Estates"
was approved providing the conditions set forth in Mr. Lucas'
BICENTENNIAL engineering report was adhered to before the definitive plan
FARM ESTATES was acted upon.
Dr. Ellicott asked if the Board would go along with a
short notice regarding the Well Elderly Clinic being sent out
with the water bills which go out in June.
The Board agreed and it was suggested that if the L.V.N.A.
wanted the Health Department to run copies of this notice off
for them they should get the material to the office as soon as
possible.
