Dr. Cosgrove said that if the regulations stating the distances from lot
lines and public ways were adhered to the Kleinmann's did not have enough land
to have these animals.
After careful consideration the Board by unanimous decision agreed to deny
this application. The clerk was instructed to notify the Kleinmanns of the
Board's decision and give them 2 weeks to remove the goats and ducks from their
premises.

BOARD OF HEALTH MEETING
JANUARY 7, 1974
The regular meeting of the Board of Health was held January
7, 1974 at 7:30 p.m. in Conference Room G-15 of the Town Office
Building. Members present were: Dr. William L. Cosgrove, Chair-
man, Mr. James W. Lambie and Dr. Charles Ellicott.
The minutes of the December 3, 1973 meeting were approved as
read.
Dr. Cosgrove reiported that he and Mr. John Condon, Registered
Sanitarian, had stopped at the Drummer Boy Restaurant and Battle
Green Inn to check the progress of the cleaning and repair pro- BATTLE
gram. He said the restaurant was so improved that you could not GREEN INN
believe it was the same place. The floor and walls were all
clean, the refrigeration had been corrected. The walk-in chest
had been cleaned and the dumb -waiter used to bring things up from
the basement had been thoroughly cleaned and all food being trans-
ported was covered. Mr. Hanafin the new manager had certainly
done a wonderful job on the restaurant.

The Inn section was still being painted and cleaned but
things were coming along fairly well. About 90% of the out-
side work has been done, the rest will be done in the Spring.
Approximately 60 rooms in the motel have been re -furbished.
Dr. Cosgrove said he told Mr. DeVries that the whole Board
would be making an inspection before the end of the month.
The letters regarding the application to keep goats and
ducks by Mr. & Mrs. Kleinmann, 14.3 Bedford Street, were dis-
cussed by the Board.
The clerk reported that on December 10, 1973, she wrote
to the Kleinmanns denying their permit to keep the animals
and granting them until December 28, 1973 to make other
arrangements for the animals. On December 27, 1973, Mrs.
Kleinmann called the Health Office and requested one weeks
extension because the person taking the animals had not com-
pleted the building for housing the animals. Dr. Cosgrove
granted this extension. On December 28, 1973, a letter was
received at the Health Office from Mr. Kleinmann which stated
that Mr. Hoover, onAof the objectors, had withdrawn his ob-
jection. Mr. Kleinmann also indicated that they would re-
apply for a permit to keep these animals.
The clerk reported Mrs. Schatz, 139 Bedford Street, had
been in to the office inquiring about the status of the
animals. The situation was explained to her and she was also
told that Mr. Kleinmann indicated that Mr. Hoover had with-
drawn his objection. She was asked to write a letter to the
Board re -stating her objection and at that time she also said
she would check with Mr. Hoover.
Mr. Hoover called the Health Department and was told about
Mr. Kleinmannts letter. Mr. Hoover said he had not withdrawn
his objection and he would write a letter to the Board stating
so.
Letters are now on file from both Mr. Hoover and Mrs.
Shatz reaffirming their objection.
The notice from the Joint Committee for Regional Fluori-
dation of a meeting to be held January 23, 1971, at 10:30 a.m.
was read by the Board. Dr. Cosgrove and Mr. Lambie said they
would both try to attend.
The letter from H. P. Hood, Inc. regarding their action
H. P. HOOD taken after receiving the report from this Board of the high
MILK COUNTS milk counts on samples taken last month. The refrigeration
in the stores where this milk was picked up from was checked
and found to be fairly high. Other samples taken by the Hood
Company at a later date proved to be satisfactory.
The clerk reported that the back-up sewage problem at
14.1 Lowell Street was in the process of being corrected.
Mr. Lambie said he felt Mr. Lucas should re -check Minute
Man Village and it should be made clear that the developer has
not met the Health Department regulations.

The Board approved the definitive plan of Minute Man Ridge
providing no building or structure is placed on lot 11 with-
out prior consent of the Board of Health.
Mr. Lambie and Dr. Cosgrove both said they were not
satisfied with Mr. McSweeney's report to the Board regarding
the infiltration rates to the Bedford Street pumping station.
They both agreed they were not certain that the pumping station
would handle the additional flow of sewage created by the ad-
dition to that area of the Mark Moore Development and the
Sheraton Motel and Office complex.
Mr. Lambie said he had talked with Mr. McSweeney about this
problem and Mr. McSweeney indicated that he would have Jerry
Martin work on the rates of flow and infiltration.
The Board agreed to set Monday night the 14th aside to in-
terview candidates for the position of Director for the Health
Department.
