BOARD OF HEALTH MEETING
JULY 9, 1973

The regular meeting of the Board of Health was held Monday,
July 9, 1973, at 7:00 P.M. in the Conference Room G-15. Members
present were: Dr. William Cosgrove, Chairman, Mr. James W. Lambie,
Dr. Charles E. Ellicott and Robert C. Heustis, Director of Public
Health.
The minutes of the June 11, 1973 Meeting were approved.
Dr. Ellicott said the Lexington Visiting Nurse Association
WELL ELDERLY was very anxious to get started on the Well Elderly Clinic. He
CLINIC said he had sent a short informal note to Mr. George Morey,
Chairman of the Committee for Public Trusts and hopefully action
will be taken by the committee very soon.

The Flu Clinic for Town Employees was discussed and also
the possibility of offering this vaccine t� the people over
60 years of age at the Well Elderly Clinic. Dr. Ellicott said
he had read the article published by the Federal Health and
Welfare Administration regarding the new vaccine. He suggested
that Mr. Heustis check with the salesmen and find out what the FLU
prices would be of the bivalent vaccine and also if the new CLINIC
monovalent type B vaccine is available and how much that would
be. If both vaccines are used it would have to be given in
two doses with at least a two week interval between shots.
The clerk said there was a credit from Merek, Sharpe and
Dohme on file and we should check with them in order to use the
credit. The Board agreed and instructed Mr. Heustis to talk
with the salesmen.
Dr. Ellicott reported that he and his family inspected the
facilities at the Lion's Club Carnival over the Fourth of July. LION'S
The food booths were clean and seemed to be operating well. The CLUB
toilet facilities were very bad and something should be done CARNIVAL
before 1976, in fact, before next year work should be done on
these public facilities.
He suggested a note be sent to Mr. O'Connell, Town Manager,
Recreation Committee, and any other Department or Committee,
stating the conditions of these Rest Rooms and all the suggestions
for improvements including Tile walls, matrons on duty at all
time when the facilities are in use and any other improvement
that can be made.
Dr. Cosgrove reported to the Board that he and Officer McDONALD
Hickey had taken pictures of the McDonald corral and the area MASON HORSE
around McDonald and Mason homes. These pictures were taken CASE
after the very heavy rain of June 29th and 30th. He said he
felt sure this McDonald horse case will end up in Court.
The time -table for the 1974-1975 Budget was filed with BUDGET
the Board.
Mr. Heustis reported that the Board of Appeals had no-
tified the Board of Health that the low and moderate cost LOW & MODERATE
housing proposed by the Catholic Church at Town Meeting and COST HOUSING
was defeted had now filed under Chapter 774. This hearing
will be held the end of July by the Board of Appeals.
Dr. Cosgrove said that in our report to the Board of
Appeals we must be very careful about the drainage because
there was some very low areas where these houses are being
proposed.
Mr. Heustis said he would get a report off to the Board
of Appeals.
Mr. Heustis said he had been down to inspect the Bora- BORA-BORA
Bora Restaurant which will replace the Bamboo Hut, but they
ware not ready for a final inspection. They are planning to
open Thursday, but they will not get their permits until every-
thing is perfect.

Mr. Ralph Cataldo came before the Board again to answer
CATALDO a few questions regarding the Agriculture Land Reclamation
LANDFILL Project he had requested a new project permit for.
Mr. Cataldo explained that when he was taking off the
top -soil and getting ready for the fill near the Bow Street
area he discovered that water was running under Bow Street
from the other side of the Street and into the field and
settling in one spot. He said he had planted squash at
the 158-159 elevation and the squash was just rotting be-
cause of the wetness of the area. They always thought that
the wetness came from the brook but have now discovered that
the water comes from under Bow Street.
Dr. Cosgrove asked if raising the grades would take care
of this saturation.
Mr. Cataldo said he thought it would, if the grades were
brought up to 160 it would keep the saturation point low
enough so that it would not bother his crops. He went on to
say that Mr. Williams of the Conservation Commission had gone
over the whole thing with him and agreed that a one foot drop
every 100 feet would be the thing to do.
Dr. Cosgrove asked what assurance Mr. Cataldo had that
these new grades would solve the whole thing. He also asked
who had been advising Mr. Cataldo.
Mr. Cataldo said that as things are now he cannot set up
a sensible irrigation program because one area is saturated and
the plants rot from too much water and just above that the area
is dry and needs water every day. Mr. Sullivan, Engineer from
Arlington, has been advising him on the grades.
Mr. Lambie asked how long he expected the whole operation
to last.
Mr. Cataldo said that by limiting it to just the Town of
Arlington it would take about five years but he could let other
contractors in and then he would have the problems that he had
when the trucks came in and out that day when all the complaints
were made. Arlington will police the area and will send the
sweeper down to clean Bow Street. The entrance to the area is
locked off and only the Town of Arlington and myself have keys.
Dr. Cosgrove said he would like to consult with Mr. Cohen,
Town Counsel, to see wheat the legal position of the Board is
in this operation.
Mr. Lambie said he was still concerned over the length
of time involved.
Mr. Cataldo mentioned a letter and report from the State
Conservation Commission and Mr. Lambie said he would like to
see a copy of this letter.
Mr. Cataldo said he would get a copy of this report to
the Board. He also said he worked very closely with the State
Conservation Commission and he would call them in the morning
and have them come out to check these new grades.
