Members present w,,re: Dr. William Cosgrove, Chairman, Dr. Charles Elli- cott, Mr. James W. Lambie and Robert C. Heustis, Director of Public Health. The public health aspects of the 1972 annual Lionts Club LIONtS Carnival were reniewed by the Board of Health. Previous to the CLUB carnival opening, inspections were made by Mr. Heustis and Mrs. CARNIVAL Ellicott. Mrs. Ellicott reported that the restroom facilities should have waste disposal containers and soap and towels. These items were provided by the Park Department. Inspection while the carnival was in progress by Dr. Ellicott indicated that the sanitary facilities were operated as well as could be expected. The original plan of having custodial care and prohibiting the use of trailers for living purposes appears to have controlled problems we had in past years. At the request of the abutters to 8 Jean Road, the Board of 8 JEAN Gelath met with Mr. & Mrs. Curtis C. Allen, 10 Jean Road and Mr. ROAD & Mrs. William F. Scott, 2210 Massachusetts Avenue to evaluate their concern for the surface water drainage problem, that they contend exists on a seasonal basis on their property and the Douglass property at 8 Jean Road. Mr. Allen showed slides that were taken in the Spring of 1971, before finished grades were established at 8 Jean Road, and in the Spring of 1972. Both sets of slides showed the surface water catchment area on the Douglass and Scott property that receives water from the contiguous water shed. The engineering plans, prepared by Joseph W. Moore Co., Inc. submitted with the application to install a septic tank and leach- ing field at 8 Jean Road, and the letter of plan approval from Whitman & Howard, consulting engineers, for the Board of Health were reviewed. Letters from Mr. Scott and Mr. Allen, to the Board of Health, written prior to construction at 8 Jean Road and letters written after construction in which they pointed out their concerns for alleged drainage problems, were read and reviewed. It was the contention of Mr. Scott and Mr. Allen that there was some liability on the part of the Town and Whitman and Howard, consulting engineers, due to the continued seasonal surface water accumulating in this natural drainage area. The Board concluded that the appropriate action to take at this time would be to refer the matter to town counsel to deter- mine any future additional involvement of the Board of Health in this matter. A letter will be written to Mr. Legro, Town Counsel. Mr. McDade appeared at the Board of Health hearing he was granted in accordance with the provisions of the State Sanitary JESSE Code, Article XI, to determine what action would be taken on the McDADE Board of Health Order issued to Mr. McDade on June 7, 1972, direc- ting that he connect the house at 39 Middleby Road to the town sewer service. It was explained to Mr. McDade that the Board had received a complaint concerning an overflowing cesspool at this property and in accordance with State and local health regulations the existing individual sewage system serving this house can not be repaired but would have to be connected to the 446 INFLUENZA VACCINE CLINIC town sewer service. Mr. McDade said that in view of this and also the fact that he has placed his home on the market for sale he would proceed to connect the sanitary sewer lines in the house to the town sewer service. The Board granted Mr. McDade an extension of time, until August 16, 1972 to have this work done. The Board of Health read the recommendation of the U.S. Department of H.E.W. for use of influenza vaccine for 1973 and voted to have an influenza vaccine clinic for town employees this Fall. The new Massachusetts Department of Public Policy on T.B. TINE TESTING screening was discussed and evaluated to determine if the town SCHOOL will continue the T.B. screening program next year at town CHILDREN expense. No decision was reached and this item will be on the agenda for the next meeting. Before then the School Department will be contacted to determine their recommendations. The letter from Mr. Jack J. Moss, to the Board of Select - TURNING MILL men requesting a meeting of the concerned boards and committees road - to discuss the need to extend the town sewer service to the GOLDMAN remaining portion of the Turning Mill Road area was reviewed. It was noted that the Board of Selectmen had asked Mr. Moss to set up a meeting if he cared to, but in the meantime to proceed with the sewer petition for 1973. The Board reviewed the sewer petitions for 1973. sent by SEWER the Board of Seldectmen, that have thus far been received. PETITIONS It was agreed that each one would be evaluated individually and recommendations and priorities, with respect to consider- ation for the 1973 MASS. DEPT. PUBLIC HEALTH IMMUNIZATION SURVEY AMICON T. B. SCREENING EXPENSE BUDGET 1973 budget, sent to the Board of Selectmen. The Board of Health noted the results of the survey con- ducted in the Lexington Kindergartens and that less than 50% of the children have been immunized against mumps and rubella. This has been brought to the attention of the School Depart- ment and will be evaluated in September when school starts by the Board of Health and school physicians to determine if special clinics should be held to raise the immunization level for mumps and rubella to an 80% level in order to provide adequate immunity levels for these diseases. It was reported that there were 14 positive tine tests out of 76 people tested in June. These were all contacts of an employee found to have an active case of tuberculosis. These 14 positives are being followed up with additional clinical procedures at the Middlesex CountyHospital. All the personnel with negative tine tests will be retested on July 11, 1972. The 1973 Expense Budget was discussed. It was explained that the 1973 Budget will be for 18 months - January 1, 1973 to June 30, 1974, so that all municipalities will have the same fiscal year as the state and counties. An 18 month bud- get will be prepared during the Summer and submitted in time to comply with deadlines established by the Town Manager. 1 1 1
