HomeMy WebLinkAbout1972-03-06The following permits were signed by the Board: Alfred Iodice, 63 Winter Street, Animal Permit Food Establishment Permits: Bellino's Donut Shop Canteen Corp. for Itek Cafeteria Lexington -Sheraton Motor Inn Dorothy Jones, Clerk BOARD OF HEALTH MEETING MARCH 6, 1972 The regular meeting of the Board of Health was held Monday, March 6, 1972, at 7:00 P.M. in the Conference Room G-5 of the Town Office Building. Members present were: James W. Lambie, Acting Chairman; Dr. Charles Ellicott and Robert C. Heustis, Director of Public Health. Minutes of the January 31, 1972 meeting were approved by the Board as read. Mr. Heustis reported that oral permission had already been received from the Board of Selectmen, Town Manager and Chief HARD OF Corr for the Hard of Hearing Mobile Unit to be parked in the HEARING circle in front of Cary Hall if the trailor will not block the MOBILE. normal flow of traffic. Two alternate sites have been discussed; on Massachusetts Avenue in front of Cary Hall or at the Red Cross Building on Hancock Street. CLINICS The technician will be at a meeting eary in April to orient any person interested in the operation of the clinic. Dr. Ellicott suggested a paper size announcement be sent to each doctor for posting in their waiting rooms. After some discussion it was decided that a stiring com- mittee would not be necessary. Mr. Heustis said he would keep the Board informed. Mr. Heustis said he had checked with Dr. Waterman, State Health Department and two or more live virus vaccines may be administered during a single office or clinic visit. The birth rate for Lexington for the past year was about 250 and we distributed more than 4000 doses of vaccine to either the private doctors or through clinics. This would indicate that most of the new babies are being taken care of by private physicians. Mr. Heustis said we had thought of a clinic in the office and offering any vaccine the child needs. Dr. Ellicott suggested a check -type questionaire be put in the paper, the mother could check off what the child has had and what the child needs and bring this to clinic with her. GJ cr 00,4 1 1 1 433 He felt that the Health Office was too small for a clinic. Mr. Heustis said if we ran 2 clinics this Spring offering the immunity the child needs end then re-evaluate the program in the fall. Mr. Heustis also mentioned that the local doctors were not re- porting communicable diseases. According to law the doctors or parents must report communicable diseases. The clerk pointed out that at one time the State Health Depart- ment was going to cut off the supply of gamma globulin because we were not reporting Hepatitis. Dr. Ellicott said this was just carelessness on the part of the doctors or their secretarys. He suggested e letter be sent to each doctor reminding them of the law regarding communicable diseases. Mr. Heustis said that at the School Nurses and Physicians meet- ing last week Dr. Potter said he would like to have the Tine Test offered to the 5th grade as well as the 1st and 9th graders. The State Health Department will not supply the Tine Tests for 5th graders if this is done it would be up to the School or the Health Department to purchase the Tine Testa for the 5th grade only. The census of that grade is roughly 700 and the cost of the Tine Tests would be approximately $200. After some discussion it was agreed that the Board would co- operate with the school nurses and physicians and purchase enough Tine Tests to check the 5th graders this year. The copy of the letter sent by Mr. Furash, Chairman of the Ap- pr6prietidn Committee would like, before another year, more in MYSTIC depth reports on the services and finances of the Clinic. It VALLEY was also questioned if the property tax dollar was a practical MENTAL or proper way in which to fund this clinic. HEALTH CLINIC The order to Mrs. Anita Heider. 21 Robbins Road, regarding an accumulation of rubbish was approved by the Board. Mr. Heus- tis said en inspection of these premises was made with Mr. Irwin, 21 ROB - Building Inspector. At the present time there are 12 people BINS RD. living in the house. The inspectors thought this could be called a "Hippie Pad" type of operation. The house will be checked every once in a while both by the Building Inspector and the Health Department. Mr. Heustis reported that the High School had two Snack - Bars which they have been operating on a trial basis for about a year. He said he has suggested that the School Lunch Director come in and talk to the Board about this operation. If they plan to continue this operation a number of things will have to be corrected, Mrs. Griffin. the Director, has been ill for some - tine but when she has returned to her duties he will speak to her about this operation. SNACK BARS HIGH SCHOOL Mr. Heustis reported that Mayor White sent a letter to the FLUORIDATION Selectmen regarding House Bill H3242 concerning fluoridation and the Board of Health has sent a letter to the Joint Legis- 434 lative Committee on Social Welfare supporting this bill. The Attorney General has not given his ruling on the Fluoridation of the M.D.C. water supply as he has promised. Mr. Lambie said he felt that if nothing was done in the near future the Bourd should start working on an Article for next Town Meeting which will get the job done in Lexington. He said he felt we had waited long enough. Mr. Heustis was instructed to call Miss Steinhurst to check on the progress of the bill H3242. SANITARY The copy of the violation issued by the State Health LAND FILL Department on Sanitary Land Fill was read and placed on file. Mr. Heustis said he spoke to Mr. McSweeney about this violation citation, and he understands there is some money in the budget for some improvement at the land fill this year. The Board questioned if there was adequate funds includ- ed in the Town Budget. Mr. Heustis said he didn't know what amount was designated for the land fill but it would be up to Public Works to correct the violations as listed on the citation. He said Mr. MrSweeney had requested a meeting with Mr. Tarbell, State Sanitary Engineer. The letter from the Planning Board regarding the Site TOWN WARRENT Investigation Article 82, in the Town Warrent was read and ARTICLES placed on file. A copy of the conditions placed on W. R. Grace Company by the Board of Appeals was read and placed on file. Mr. Heustis listed the following Article for Town Meet- ing which he thought the Board might be interested in. Article 26, Mosquito Control. This has been a factor in keeping the "heart worm" in dogs under control in Lexington. Other towns without mosquito control have had an increase in the cases of encephilities which have been reported in other sections of the country. Article 27, Mystic Valley Mental Health Clinic. This should have little opposition this year because of the revised figure. Article 46, "Old Res", Article 82, Soil and Drainage Con- trol and Article 100, Trash Collection Study Committee. Al- though the Health Department need not take any action these articles will effect the Department to some degree.
