BOARD OF HEALTH MEETING
JANUARY 31, 1972
The regular meeting of the Board of Health was held Monday,
January 31, 1972 at 7:00 P.M. in the Conference Room G-5 of
the Town Office Building. Members present were: Dr. William
L. Cosgrove, Chairman, James W. Lambie, Dr. Charles Ellicott
and Robert C. Heustis, Director of Public Health.
The minutes of the January 3, 1972 meeting were approved.
Mr. Heustis reported that Edward Fitzgerald, 31 James
Street, had defaulted on his court appearance regarding the
FITZGERALD keeping of 2 ponies without a permit. The 30 days granted Mr.
HORSES Fitzgerald to make other arrangements for the ponies are up.
The default will'.•mean a warrent will be issued for Mr. Fitz--
gerald's arrest and it will then be up to the judge what action
will be taken.
Mr. Heustis went on to say that Mr. Fitzgerald talked of
applying for a permit to keep one pony.
The concensus of the Board was that Mr. Fitzgerald did
not have acreage to keep even one pony and according to our
Regulations the Board could not grant a variance.
The Mystic Valley Mental Health Clinic has submitted a
MYSTIC revised budget for 1972 which shows an increase of 3% or $506.
'VALLEY dollars for the Town of Lexington.
MENTAL
HEALTH Mr. Lambie reported that Mrs. Welch explained that the
CLINIC insurance payments for some cases and also an under -expended
balance for operating costs in 1971 made it possible for the
clinic to revise their budget without cutting the services to
the Towns.
The Board voted to accept this Budget and submit to the
Board of Selectmen the sum of $18,376. to be placed in Article
27 for Mystic Valley Mental Health Clinic for Town Meeting.
Mr. Heustis reported that he and Donald Irwin, Building
AIR POLLUTIONInspector attended the hearing on the proposed changes in
REGULATION Metropolitan Boston Air Pollution Regulations. He went on to

explain that what the State Health Department is trying to do
is up -grade the present Air Pollution Regulations to comply with
the Federal Air Pollution Regulations.
The enforcement of these regulations will be by the State,
local Police, Fire and Health Departments. There could also be
quite an impact on local Town Budgets when these regulations are
enforced.
The letter to B. Snyder Co., Inc., regarding the spillage of
sewage during the repair of the pumping station at Brook Street
was approved. PUMPING
STATION
Mr. Heustis explained that he noticed the spillage at the
time of an inspection and felt that this should be called to
the attention of the contractor making repainrs at the pumping
station. This situation has been corrected.
The Board asked if these repairs would correct the problem
of sewage running into the meadow around the pumping station in
the Spring.
Mr. Heustis said it should but at the present time the con-
tractor is six months behind schedule. Hopefully the open win-
ter we have had this year will help the situation at the pump-
ing station this Spring.
Mr. Heustis explained that Mr. Charles R. Metchear, Pres-
ident of the Rotary Club, had been in and would like the Board HARD OF
of Health to co-sponsor the Boston Guild of the Hard of Hearing HEARING
Mobile Unit for Lexington. MOBILE
The Board voted in favor of co -sponsoring the Hearing
Mobile Unit.
The Mobile Unit will be in Lexington April 24 through
April 28. The Health Department will work with the Rotary Club
on this program.
The Clerk explained that attendance at public clinics has
been very small and she questioned the value of the clinics if PUBLIC
they were not well attended. This past year, six clinics were CLINICS
held and a total of 353 immunizations given. Only 11 attended
the Measles Clinic.
The Board discussed clinic attendance and it was agreed
that the resource age for the clinics should be between age
one and kindergarten. It was suggested that possibly a ques-
tionaire could be sent to parents of pre-school children so
that an evaluation of the need of public clinics could be made.
Dr. Ellicott also suggested Mr. Heustis contact the State
Health Department to see if any of the vaccines could be given
the same day.
