Laboratory Equipment will be purchased from the 1971 Budget, therefore a $1000. was eliminated from this account. A total $1570. was cut from last years budget. w 423 The Rabies Clinic Expense Budget was discussed. This increase in licersin would indicate a larger attendance at the Rabies Clinic, therefore, an increase was made to purchase extra vaccine and. al:ao to have BABIES more announcement cards printed. BOARD OF HEALTH MEETING r, DDECEMBER, �, 1.y1 The regular meeting of the Board of Health was held Monday, December 6, 1971. in Meeting Poor: G-5 cf the Town Office Building. Members presert were: Dr. William Cosgrove, Chairman, ''r. James Lambie, Fr. Charles Ellicott and Rcbsrt Heustis, Director of Publici'ealth. The minutes of the November 1, 1971 Meeting were approved as read. The letter to the Board of Selectmen regarding the inspection of the Bamboo Hut cn November 29, 1971, was discussed and approved by the Board. Mr. Heustis said he did not knew if the Selectmen would review the hours of operation for the Bamboo Hut before issuing the Common Victul_ars Licence but this nicht eliminate some of the complaints regarding the noise, 1 did mention again in the letter to theSelectmen that the Board of Health would revoke the Food Establishment Permit of the Bamboo Hut if future inspections showed continued violations. 419 BEDFORD STREET The order to Robert Drake, 419 Bedford Street, to remove one goat and two colts from the premises was approved by the Board. Mr. Heustis explained that Mr. Drake had just moved to Lexington from New Hampshire and brought the animals with him. The lots in this area are small and he would not have enough land to keep the animals. A re -inspection showed that the animals were not on the premises. The subdivision plan, owned by Robert Colbourne, located SUBDIVISION or Mountain Road and dated November 17, 1971, was approved by MOUNTAIN the Board with the following conditions: ROAD 1. No building permit shall be issued unless town water service is provided. 2. No building permit shall be issued until the require- ments of the State Sanitary Code, Article XI, "Minimum Requirements for the Disposal of Sanitary Sewage in � nse1ored n( a"" ._avc :,`so ..- ;p11cd with. r. Ieustis explained to the Board that John Walters, Jr. of 19 Oakland Street had requested permission to instal an 19 OAKLAND over -flow cesspool to correct a nuisance with his septic system. STREET Mr. Walters property is within 200 feet of the public sewer but the soil pipe drain from his house is about 20 feet below the surface level of Oakland Street. The sewer line, according to the Town Engineer, is only 6 feet below the surface at this point on Oakland Street. In order to connect to public sewer Mr. Walters would have to pump the sewage up hill, also the land towards Oakland Street is all rock ledge and estimated to be about 100 feet. 199 WOBLRN STREET Due to the difficulties involved to connect this house to public sewer the Board voted to grant Mr. Walters a variance and allow him to install an over-fl.ow cesspool or leaching area The letter from Mr. H. L. Lotto, 199 Woburn Street, re- garding the sewage problem he has on his property was read by the Board. Mr. Heustis explained that the section of Woburn Street where Mr. Lotto was located was a problem area but could not be serviced by town sewer until a trunk line was brought through this area. He said we willcontinue to recommend the area for public sewer. This section of Woburn Street, Webb Street and Young Street are having a lot of trouble with the in- dividual sewage systems. k4Q 1 1 1 42 Mr. Heustis explained that Francis X. Donovan, 675 Marrett Road, had requested an extension of time to connect his house to public sewer. He explained that Mr. Donovan was having_ a problem trying to get contractors to do the work. In the mean- time he has had his system pumped out and will watch so as not 675 to create a health nuisance. MARRETT ROAD The Board voted to grant Mr. Donovan a 30 day extension of time to connect his house to public sewer. The re-application for a permit to keep 2 ponies by Edward. H. Fitzgerald, 31 James Street was discussed by the Board. HORSES 3l. TATES Pair. Heustis explained that in June Mr. Fitzgerald .as STREET ordered to remove the ponies from his premises. He had the horses for the past 13 years without a permit. At that time he made application for a permit to keep the 2 ponies, but he did not have enough land and the permit was refused. He did not comply with the order to remove the ponies from his premises and a complaint was filed in Concord. District, Court. The re-application has a letter signed by Rachel Gillingham, 27 Range -way Road, granting the Fitzgeralds permission to use her property to make up the required acres of land. Nr. Heustis went on to say that 7'r. Fitzgerald has still_ not supplied the required infermatin for the Board to act on this application, therefore, no action can be taken at this time. The application for a permit to keep 15 chickens by Lance ANIMAL Burke, 331 Marrett Road was approved prviding there are no PERMIT roosters kept on the premises. 4* , Heustis reminded theBoard that the final date for TOWN _ articles for the Town Warrant was January 7, 1972. The Board WARRANT has no•articl es for the Warrant unless we hear from Attorney - General Quinn regarding Fluoridation. Dr. Ellicott reported that he had met with the Board ;f YOUTH Selectmen regarding the Youth Ccunciling Service. He explained COUNCILT`G that Mr. McManus, youth councilor, is paid from the 3 lectmen's Youth Services Account. The funding for "Replace" whore Mr. McManus has his hest contact with the youth of Town, was ex- plained by Dr. Ellicott. Dr. Ellicott said nothing definite has come from this meeting but he will keep the Board informed. Mr. Lambie said the Committee to investigate the Mystic Valley Mental Health had not met yet. MVMH BUDGET Mr. Heustis reported that he had attended the Meeting of the League of Women Voters regarding the operation of the SANITARY Sanitary LandFill. The results from this meeting were: LAPD FILL 1. Agreed that the Land ?ill was not operated properly. 2. They would like to see the re -cycling center enlarged. 3. Would like to see the Town employ additional monitors at the Land Fill. The Board members discussed changing their regular meeting date to coincide with the meeting nights of other Town Boards. It was agreed that Monday night was now convenient for all members.
