The announcement from Mystic Valley Mental Health Assoc.
regarding the appointment of Mrs. Muriel Weckstein as Associate
Area Director was read and placed on file.
The Clerk stated that the 2nd quarter bill had been received
from the M.V.M.H. Clinic but the statistics previously requested
was not included therefore the bill had not been paid.
The Board said they still felt a Clinic report was necessary.
Mr. Lambie said he had sent Mrs. Welch a form which she could
use for a report that he thought would be helpful to the Board.
MEMOS The memos regarding central purchasing and travel accounts
were read by the Board and placed on file.
The letter to Dr. Alfred Frechette regarding the complaint
VIETNAM of the facilities provided for the Vietnam Veterans Against the
VETERANS War was read and approved by the Board. Copies of this letter
have been sent to Mr. O'Connell, Town Manager and Mr. Robert
cataldo, Chairman, Board of Selectmen.
Mr. Heustis explained that Dr. Frechette called him at home
on Sunday, May 30. 1971, and stated that a Mrs. Madoff had called
him complaining that the Public Works Building did not have ad-
equate sanitary facilities and that the Town was not allowing
food brought in.
A site inspection was made by Mr. Heustis and Dr. Cosgrove
and they could find nothing wrong with the facilities. Food
was being provided by the residents of Lexington.
It was also noted at the time of this inspection that the
veterans had brought into Lexington a portable comfort station
without a permit from the Board of Health. This is in violation
of the State Sanitary Code, Article XI, Regulation 2.
WEST LYNN The Health Officer's Report was checked and the high milk
CREAMERY counts on West Lynn Creamery, samples collected. at Dunkin Donuts,
were noted. Mr. Heustis was instructed to check this milk again.

BOARD OF HEALTH MEETING
JULY 6, 1971
The regular meeting of the Board of Health was held Tuesday,
July 6. 1971 in the Health Department Office at 7:00 P.M. Mem-
bers present were: Dr. William Cosgrove, Chairman; Mr. James
Lambie, Dr. Charles Ellicott and Robert C. Heustis, Director of
Public Health.

The minutes of the June 8, 1971 meeting were approved as read.
The order to George and Shirley Bennett, 15 Nichols Road 15 NICHOLS
was approved. ROAD
Mr. Heustis reported that the Bennetts have a. trailer parked
in the yard which is full of rubbish, garbage and debris. Com-
plaints have been received regarding this each year. An order
was issued earlier this month to clean the trailer out. A re -in-
spection was made and some improvement was noted, today a com-
plaint was received regarding a terrible odor coming from the
trailer and an inspection showed that a health nuisance still ex-
isted. He said he would like permission from the Board to take
this matter to court.
The Board said they would agree to taking this matter to
court and get the nuisance abatted once and for all.
Mr. Heustis reported that due to unsatisfactory conditions BAMBOO HUT
he had to close the Bamboo Hut again.
The Board approved the letter to the Bamboo Hut stating that
if unsatisfactory conditions were found again the permit to op-
erate a Food Establishment would be revoked. A copy of this letter
was also sent to the Board of Selectmen.
Mr. Heustis explained that if it was necessary to close the
Bamboo Hut and their permits were revoked they would have 7 days
to appeal the action of the Board and a hearing would have to be
held.
The order to Armando D. Mancini, absentee owner of 673 Wal-
tham Street was approved by the Board.
Mr. Heustis explained that the sewage system at 673 Waltham
Street was not operating properly and this order was sent. Mr.
Mancini did come out to the house and bailed the effluent out of
the system and put it on a garden he has in the yard. This did
not abate or correct the nuisance or sewage system, so Mr. Heustis
went on to say he contacted the Mancini!s and told them they must
have a licensed sewage disposal man take care of this system. An
appointment has been made for him to meet with Mrs. Mancini and a
licensed sewage disposal man tomorrow.
The application for a permit to keep 2 ponies by Edward
Fitzgerald, 31 James Street, was discussed by the Board.
Mr. Heustis explained that a complaint had been received
that the ponies were loose and a neighbor had expressed concern
that they would eat her flowers. Mr. Fitzgerald was ordered
to remove the ponies from his premises. An inspection was made
and there was no ponies there but there was evidence that they
had been there at some time.

Cards were sent to all abuttors but to date only 2 have been
returned. No action will be taken at this time.
The order to Isabelle Cassidy, absentee owner of 27 Hill
27 HILL ST. Street was approved by the Board.
Mr. Heustis explained that the tenant of 27 Hill Street
had fallen into an abandoned cesspool and called the office
to report the accident. He went on to say that within 2
days after the order was issued, Mr. Newgent, Realtor, called
to say that Mrs. Cassidy had ordered this matter taken care
of. As a result of this incident I propose the following
addition be made to the Board of Health Rules and Regulations:
CHAPTER V, SECTION 10 New Regulation
NEW When a building is connected to the Town Sewer Service, the
REGULATION abandoned cesspool or septic tank shall be pumped out by a per-
son holding a permit to service sewage disposal systems in
accordance with the State Sanitary Code, Article XI.
The top of the abandoned cesspool or septic tank shall be
collapsed and the void spot or excavation of the cesspool or
septic tank shall be filled and compacted to the existing sur-
face grade with clean fill by a person holding a drain layers
license issued by the Lexington Department of Public Works or
a disposal works installers permit issued by the Lexington
Board of Health.
The inspection to determine compliance with the Board of
Health Regulation, Chapter V, Section 10, shall be made by a
person authorized by the Lexington Department of Public Works
to approve and inspect connections to the Town Sewer Service
or the Director cf Public Health or the authorized agent of
the Board of Health.
The work of properly abandoned cesspools and septic tanks
shall be done concurrently with connecting the building to
the Town Sewer Service.
Motion was made and duly passed that unless Mr. O'Connell,
Town Manager or Mr. Legro, Town Counselhave any further
omissions or additions to this proposed regulations, it will
be adopted and published in the local paper.
HALF -WAY Mr. Heustis reported to the Board that he had attended a
HOUSE meeting at Middlesex County Hospital. The purpose of this
meeting was to inform the concerned towns of a new program
for rehabilitating drug users. This program will service this
area and willbe called Half -Way House. The program although
at Middlesex County Hospital will be independent of the Hos-
pital. It is expected that the majority of the patients will
be between the ages of 16 and 25.
Mr. Heustis reported that a citizen had called inquiring
about the sanitary facilities for the workers at the Lions
Club 4th of July Carnival. The complaint was that these workers

were not using ..he public facilities as they should. Mr. Heustis
said he inspected the public facilities and found some of the
toilets in the Ladies Room not working properly and broken win-
dows in th:, Men's Room. On Thursday after this inspection he
condemned the facilities and got in touch with Mr. Wenham, Public
Works, Assistant Superintendent. Repairs were made the next day
and men were assigned to keep the facilities cleaned for the L.
days of the Carnival.
Dr. Ellicott said he and his wife made a check of the facilities
on Saturday and found everything satisfactory.
Mr. Heustis said Mr. Cataldo talked to him about the facilities
and it was mentioned at that time that, in the Fall, the Lions Club
and the Town Officials usually meet to discuss any problems re-
garding the Carnival. Mr. Cataldo told Mr. Heustis he would be
notified of the meeting for this year, the Health Department has
never been included before. Hopefully, this will solve some of
the Health problems that could be encountered in the future.
A Flu Clinic for Town Personnel and School Personnel was FLU
discussed. This past year a number of Department Heads have CLINIC
spoken to Health Department personnel about the past Flu Clinics,
they were of the opinion that these clinics did cut down on
their absentees during the winter months.
The Board agreed that a Flu Clinic would be held and the
vaccine should be ordered as soon as possible.
Mr. O'Connell, Town Manager, came into the Board Meeting ANIMAL
tc discuss the re -appointment of the Animal Inspector. INSPECTOR
Dr. Cosgrove said the Board never had too much contact with
the Animal Inspector other than to appoint him each year prior
to the Town Manager form of government. We know that he checks
the dogs that bite humans, conducts the Rabies Clinic, and checks
the barns and licensed animals once a year.
Mr. O'Connell explained to the Board that he has been a
little confused as to the duties performed for the Town by the
Animal Inspector for the salary paid him each month. He went on
to explain that Dr. Smith receives a monthly salary as Animal
Inspector yet when an injured animal is brought to him by an
authorized person, such as the police or Dog Officer, for treat-
ment the Town is billed professional fees for this treatment. and
care.
Mr. Heustis said the monthly salary was more of a retaining
salary and did cover the inspection of dogs that bit humans and
the inspection of barns. He said on occasion he has consulted
with Dr. Smith regarding diseases in animals which might have an
adverse effect on humans. He said he held Dr. Smith in very high
esteem.
After further discussion Mr. O'Connell said he thought he
would hold up on this appointment until such time he could have
a meeting with Dr. Smith and Mr. Heustis.
