DECEMBER 16, 1965
The regular meeting of the Board of Health was held
December 16, 1966 at 7:00 P.L . in the Board of :.ealth Office.
embers present were: Dr. William Cosgrove, Chairman, Dr.
Charles Colburn and Robert C. Heustis, Director of Public
Health.
The minutes of the-ovember 8, 1965 meeting were approved
as read.
The letter from Donald Legro, Town Counsel, regarding his 18 VINE ST.
opinion of the future action to be taken by the Board of Health
in regard to the property at 18 Vine Street owned by John
Jean Shanahan was discussed by the Board.
The original order dated September 23, 1968 gave iBr. Shan-
ahan 30 days to correct the condition of wet ceiling and ,later
in the upstairs bedroom at 18 Vine St. The tenants who made
the original complaint have moved from this multiple dwelling.
I'ir. Shanahan has stated in phone conversations with ?-r. Heustis
that he would send a letter stating that the apartment would
not be rented until repairs were made. To date this letter has
not been received by the Health Department.
According to Mr. Legro's letter the Board riay: 1. Placard
the dwelling as unfit for human habitation or 2. take Lr. Shan-
ahan to court because the repairs were not made within the 30
day, period as stated on the original order.

prefer, if we can, to settle this thing out of court, and 1
would assume that a landlord would not like to be erabarassed
by having an apartment condemned.
It was agreed by the Board. that Nr. 3eustis should write
to lir. Shanahan requesting a statement from him that this
apartment would not be rented until proper repairs were made
and the building net the standards as stated in Article II
of the State Sanitary Code.

Article 11 of the State Sanitary Code, entitled "inimum
Standards of Fitness for Human Habitation" as a workable
housing code for the Town of Lexington. i''.otion was seconded

The Planning Board will be notified of this action by

if this Article should be published in the local newspaper
to insure the legality of this action.
The letter to Thomas PrcLaughlin, District Sanitary

Department of Public health in determining the sanitary

not own the building. Finest Cleaners, Inc., 312 riarrett
Road are the owners and they were also sent a. copy of this
order.
A re -inspection will be made on January 9, 1969, to see
if any improvement has been made.
AIR The letter and questionaire from the Air Pollution
POLLUTION Committee was read and the Board instructed the clerk to
complete the questionaire and return it to i.rs. ureene,
Secretary of this committee.

The complaint from Dr. Vincent ±cOrossen reardfer.or next
door neighbors threwing refuse: over the fence onto his land,
was discussed by the hoard. Dr. hcOrossen felt that a note -
able increase in rats in the area could be caused this
refuse.

the time Dr. EcCrossen was not home but he noticed the chickens
in his yard and he felt that this could be one of the reasons
for rats in the area. At the time of the inspection he did not
see amy refuse referred to in Dr. icCrossen' s letter.
The letter from Theodore Marcus, Director of the Lassa-
c}:husetts Dairy= Laboratories, regarding the elapse between
the time _~lily samples are collected and the reports are received

very difficult to follow up on the violations with such a longi,
time elapse, in this case the samples were collected on lovember

December 5th when the Report was received by the "Health Office

. .ic Lillan. A list of names of interested people was reviewed
b _ the Loard. Dr. Cosgrove said he would get in touch with one
or two of these people and then report to the Hoa::'d. of Selectmen.

at the present tine Dr. Jaterman did not think it necessary
to administer immune serum to the school children as long
as family contacts were taken care of. Er. J:^eustis said the
school nurses were giving extra instructions in nersonnal
hygiene as Dr. <<°�aterman felt this was an oral .fecal type
infection.
The Board discussed this problem, Dr. Colburn said he
would be in favor of giving gamma globulin to all the children.
Dr. Cosgrove said he felt a letter should be sent to the
State health Department stating the case and a written reply
requested rather than discuss the problem_ over the phone. In
that way we would have on record the recommendations of the
State health Department in cases of this type for reference
in the future as well as an answer to procedure now.
Ir. Heustis stated that a meeting was scheduled for the
Drug Abuse Committee at which time they would discuss hiring
a social worker, office space and etc., he wondered if the
Board would consider recommending support of this work.
Dr. Cosgrove said at this time the budget was in and
he did not feel we had enough facts or data on this problem.

Committee wanted to go before the Board of Selectmen and
request financial aid and submit an article for the .warrant
that would be another thing. He did ask if the ilystic Valley

routine manner.
Er. l=eustis said the thought t of hiring a social worker
and setting up a separate office. was that.a child needing
help or wanting help would be more apt to call a stranger
than someone in an established office.
Dr. Colburn said he did not think any young person
would call. a stranger on their own if they were on drugs to
the extent they wanted help. He felt the Mystic Valley
Mental Health Association was very well equipped to assist
any young person who wanted help.
