HomeMy WebLinkAbout1967-02-06149 BOARD OF HEALTH MEETING FEBRUARY 6, 1967 The regular meeting of the Board of Health was held February 6, 1967, at 7:00 P.M. in the Health Department Office. Members present were Dr. William Cosgrove, Acting Chairman and James F. Finneran, Director of Public Health. Mr. West was unable to attend the meeting but went over the agenda with the clerk earlier and stated his opinions re- garding each item of business that would require discussion or vote. He also gave the clerk permission to sign for him the renewal licensesand permits requiring his signature at this meeting. Minutes of the December 5, 1966 meeting were approved as read. The letter to Musgrave's Tower Farm, Inc., 494 Boston MUSGRAVE Road, Billerica, regarding the high bacterial counts in TOWER FARM the milk sampling for the past year was approved. This letter also stated that if the standards of the milk products were not improved the license for the sale of retail milk products in Lexington would not be renewed for the coming year. The letter to Miss Ethel Wright, School Lunch Program Coordinator, regarding the bacteriological tests on the multi -use utensils from the Senior High School and Hancock School was approved. Mr. Finneran reported that Miss Wright called him and he went over to the High School at the time of the dish- washing operation. Tests were made as the utensils oame out of the dish washer. It was found that the machine was not doing the job properly. Miss Wright called a representative of the company that handles the dish -washing machine and had him come out to the school and check the operation until satisfaction was obtained. Miss Wright has also stated she was changing to a detergent that contained chlorine in all the schools. Dr. Cosgrove approved the action taken and stated that a check of the dish -washing operation at the schools should be continued until it was certain that it was operating properly. The letter from Antonio Del Rios, Field Representative MIGRANT for the Department of Labor, Migrant Division of the Common- WORKERS wealth of Puerto Rico, was read by the Board, Mr. Del Rios stated that a complaint had been received regarding the • living and sleeping quarters at Porter Wilson Greenhouse, 6 East Street, Lexington. This complaint stated that the housing provided needed to be enlarged, that the shower and toilet facilities were constantly out of order, the beds were too close and the living and sleeping area should be divider from the cooking area. Mr. Finneran stated he had made an inspection of the living quarters and found that they consisted of a single room 18 feet by 29 feet with a ceiling height of 9 feet. 120 -2- This area was sufficient for 5 workers in accordance with Regulation 4.3 of Article IIIof the State Sanitary Code. The toilet and shower were checked and found to be in good working order, the owner stated that as far as he knew it always was, the five beds met the minimum requirements of four and one-half feet in be- tween beds. The electric cooking stove was five feet from the nearest bed and would not be hazardous. The boiler room located in the rear of the building was separated from the living quarters by a concrete wall and a completely plastered ceiling. The living quarters are heated by steam pipes from the boiler and provides enough heat for the coldest weather. The only violation found was that the sleeping quarters and living area were not separated as required by Regulation 1.6, Mr. Porter was notified and a suitable petition will be installed. 1 The. letter and proposed sewer construction list SEWER from John Carroll, Superintendent of Public Works was CONSTRUCTION read by the Board. Mr. Finneran reported that he had made a list for Mr. Carroll, according to the urgency of the areas. The application:.for a permit to keep one horse ANIMAL filed by Charles H. Sweeney, Jr., 72 Cary Avenue was PERMIT disapproved by the Board. Mr. Finneran reported that Mr. Sweeney was 35 hundred feet -short of the required acre of land as stated in the new regulation, also objections from abuttors had been received by the Health Department. In view of the sufficient area, Mr. Finneran stated, he could not recommend granting this permit. Dr. Cosgrove agreed and Mr. West had earlier stated that due to the_insuff icient area he would not approve this permit. Dr. Cosgrove instructed Mr. Finneran to so notify Mr. Sweeney that the permit was disapproved because of insufficient area. Mr. Finneran read a letter from Ephraim Weiss, AIR Town Meeting Member, regarding a request that the POLLUTION Board of Health take appropriate action to adopt and enforce laws relating to air pollution control. Mr. Finneran explained,as he understood from talking to Mr. Weiss, that the League of Women Voters had prepared an article for the Town Meeting requesting Lexington join the Metropolitan Air Pollution Control District. This would mean that the Town would be assess- ed a certain percentage of the cost of the Control Program, and as there are no large factories or large buildings with smoke stacks or any other sort of open fires in Lexington except for home incinerators -or leaf burning in the spring and fall it would mean spending money for very little service. He said he felt the leaf burning this fall was bad because of the atmospheric conditions, but as the Fire Department was the authority 1 1 _3., there was•nothing--we could-do. Possibly a•regulaton made by-us which-would help regulate-this-type-of-Open-- burning egulate -this type,of-open --burning would be the answer. After some discussion it was agreed that this matter should be discussed more fully at'°.the March meeting. The application for appointment of Dr. Carl R. Benton, Animal Inspector and James F. Finneran, Assistant Animal Inspector was signed by the Board for State approval. The applocation for appointment of James F. Finneran for Slaughtering Inspector was signed by the Board for State approval. The Health Officerts report was checked and Dr. Cosgrove instructed Mr. Finneran to check on Blue Ribbon Dairy and Bedford Farms because of the high plate counts in the milk sampling. Also to check the eating establish- ments that were showing a high plate count on the multi- use utensils.
