BOARD OF HEALTH MEETING
DECEMBER 5, 1966
The regular meeting of the Board of Health was held Monday,
December 5, 1966 at 7:00 P.M. in the Board of Health Office.
Members present were: Mr. R.L. McQuillan, Chairman, Dr. William
Cosgrove, and Mr. James M. West, also James F. Finneran, Director
of Public Health.

Minutes of the November 7, 1966 meeting were approved as read
62 VALLEY Mrs. Frank McLatchy, 62 Valley Road, and Mr. Massuco owner
ROAD of the residence requested• to attend the meeting tosee if the
Board of Health could aid them in anyway to eliminate a large
puddle of water on Valley Road.
Mrs. McLatchy explained to the Board that Valley Road runs
from Bedford Street to Route 128. One section of the street has
been paved and accepted by the Town, but the area she is referring
to is the further end of the street and is unaccepted. Mrs.
McLatchy explained that there is a large hole or a part of the
street that is very low and this area is full of water most of
the time. She either has to drive her children to school or
they must wear boots. Mrs. McLatchy thought that this could
possible be considered a health hazard because of the standing
water which not only is a hazard to her children, (having wet
feet most of the time) but also breeds mosquitos but could also
breed disease.
Mr. McQuillan: "You said this was an unaccepted street, and
if that is the case there is not a thing the Board can do." He
went on to explain to Mrs. McLatchy that he himself lived on an
unaccepted street and has been told many times that there was
nothing the - Town could do.
Mr. West: "We have no authority to demand anything be done
on an unaccepted street."
Mr. McQuillan: "Have you thought of having the street
accepted?"
Mr. Massuco: "My sister and I applied before but we could not
get the other people on the Street to go along with us."
Mrs. McLatchy: "We hired a bulldozer to come in this
summer to fill in the area but the people next door stopped us.
They are afraid of people speeding on the street."
Mr. McQuillan: "Do they have children?"
Mrs. McLatchy: "No, no children, but they seem to think
people will speed on the street if it is fixed."

Mr. McQuillan:` "I don't see why they object, we fix our
street periodically.
Mr. West: "We, as we have stated before, cannot do a
thing but as I see it you have two alternatives. a. fix it
yourselves, or b. get 70% of the people on the street to sign
the petition to have the street accepted. I think I would
find out if these neighbors had any right to stop you from
bringing in the machinery to fix the street at your own
expense.
Mr. Massuco: "Even if we do fill it in, won't it be
mucky when it rainy and won't it wash away?"
Mr. Finneran: "You will have to use good bank gravel
and it will eventually wash away unless you can build it
up on the sides to hold it, but even then it would not be
a permanent thing, it would help for the time being, that
is all.
Mr. McQuillan: "I will contact the Town Officials and
Public Works and let you know what they say about an unaccepted
street and also about the people who stopped you from fixing
the hole at your own expense.
Mrs. McLatchy and Mr. Massuco thanked the Board and
retired.

The subdivision entitled "Heritage Aces" was approved
subject to the conditions that approval will be effective HERITAGE
only when public sewers are constructed as stated in the ACRES
Whitman & Howard report.
A list of people interested in the Board of Health
received from the Town Meeting Association was placed on file.
Mr. Finneran reported that the Selectmen had changed
the salary ratings of permanent help but to date have not
done anything about part-time help,;
The renewal application for Pine -Knoll Nursing Home
was signed by the Board.
The following installers permits were signed by the
Board: Alfred Iodice, Richard Gately, Woburn, and Wynwood
Associated, Inc.
The Board checked the Health Officer's report and a SCHOOL
motion was made that a letter be sent to Miss Wright, School' LUNCH
Lunch Coordinator, copy of this letter be sent to Dr. Fobert, COUNT
School Superintendent, regarding the high counts on the
forks and spoons at the High School and Hancock School lunch
programs. Motion passed.
Motion made that a letter be sent to Musgrave's Tower
Farm, Inc. regarding the high bacteria and coliform counts
in the Milk analysis report.

Mr. West said he would like to set a policy regarding
the Utensil and Milk analysis results. He said he
felt if a milk company or food establishment received
three bad counts in a year the owner or operator of the
establishment or business should come before the
Board of Health for a review of their operation.
The Board agreed that this would be a good policy
to adopt.
Meeting was adjourned at 8:00 P.M.
