McQuillan was appointed as the Board of Health REPRESENTATIVE representative to the Lexington Visiting Nurse Association. The license for the Josiah W. Hayden Recreation Centre was signed by the Board, this license is for the operation of the swimming pool at the Centre and a license is now required to operate all semi-public and public swimming pools. ANIMAL PERMIT The Animal Permit for Alfred L. Mosley, 12 Field Road to keep one horse was approved by the Board. All abbuttors have been contacted and no objection was received. Upon checking the Health Officer's Report for the period the Board instructed Mr. Finneran to write to Reed's Drug Store and Minute Man Restaurant regarding the high bacteria counts on the eating utensils from the swab test analysis on February 2.6, 1965. Meeting was adjourned at 8:00 P.M. MEETING OF THE BOARD OF HEALTH APRIL 12, 1965 The regular meeting of the Board of Health was held Monday April 12, 1965 at 7:00 P.M. in the Health Department Office. Members present were: R.L. McQuillan, Chairman, Dr. William Cosgrove, Mr. James M. West and Director of Public Health James F. Finneran. The minutes of the March 16, 1965 meeting were approved as read. B.L. CUMMINGS Mr. McQuillan reviewed the B.L. Cummings Milk Case with the Board. The Board expressed their deep concern regarding the lack of action by the Selectmen and the Town Counsel re- garding the restraining order on the Milk Inspector, Mr. Fin- neran and the Town. Mr. McQuillan said he had written two letters in the last month, one to the Board of Selectmen requesting legal counsel either from Mr. Legro, Town Counsel, or if he was too busy with Town Matters, permission to hire other counsel to take this matter of the restraining order to court. The second letter he had written to Mr. Legro, Town Counsel, requesting a state - 1 1 b5 ment on the case to take to the Northeastern Boards of Health Association Meeting. Neither of these letters were answered. Mr. McQuillan said he had requested that statement from Mr. Legro because he was asked to speak on the Cummings Case at the Northeastern Boards of Health .Association Meeting, and it was very embarrasing to have to admit to the members that the Town Officials were not supporting the Board of Health's effort to carry out the laws of the Health Department and also to fight this restraining order. Mr. McQuillan said that Mr. Gray, Executive Secretary to the Board of Selectmen, had called to set up an appointment with him and Mr. Finneran to meet with Mr. Legro and Mr. Cole but he had been out of town that week and nothing more had been done. Mr. McQuillan said he felt this case had been drawn out too long now and he had been talking on behalf of _the Board and now he thought it was time that the whole Board should demand a meeting with the full Board of Selectmen and the Town Counsel, Mr. Legro. The Board unanimously agreed and the Clerk was instructed to write to the Board of Selectmen and request such a meeting. The letter from Mrs. Virginia Fitzgerald, 31 James Street 9 JAMES ST. regarding a barn at 9 James Street being unsafe and a hazard in the area was read by the Board. Mr. Finneran reported that he had written to Mrs. Fitz- gerald telling her we had referred this matter to the Building Inspector for appropriate action. The copy of the letter from Mr. Fite, Jr., Vice President 67 GLEASON of Mystic Valley Gas Co., to Mrs. Dorothy Devlin, 67 Gleason ROAD Road, was read by the Board. Mr. Finneran explained that the copy of the letter was received by this department and we did not know anything about the situation of leaking gas in the area. Mr. Perry, Superin- tendent of Distribution for the Gas Company, later called at the Health Office and explained that a letter had been received by them from Mrs. Devlin stating a gas leak had not been checked by the Gas Company, she also stated that the Board of Health and the Fire Department had also been notified, about this con- dition. Therefore, Mr. Perry wanted to report to us that the entire gas main outside the house was being checked by an eng- ineer. The letter from the State Health Department requesting a list of Recreational Camps to be licensed by us for the current year was placed on file. RECREATIONAL CAMPS 66 Mr. Finneran reported that the only recreational camp in Town was the one run by the Hayden Centre during the summer months. Mr. Finneran reported that the Diptheria-Tetanus Clinic would be held April 15 and in cooperation with the State Health Departments Vaccination Program he had also notified the Police Fire and Public Works Department so that these employees in the high risk group could take advantage of this clinic. FOOD ESTABLISH- The letters to Reed's Drug Store and the Minute Man Rest- MENTS aurant regarding the high plate counts on the swab analysis report of March 25, 1965 were approved by the Board. ANIMAL PERMIT Mr. Finneran reported that both owners had contacted him and were both very concerned about the report. The animal permit to Mrs. Louise Peterson, 6 Wildwood Rd., for 6 to 12 chickens was denied by the Board because the lack of sufficient land, closeness of houses and inadequate facilities. METHYL The following Methyl Alcohol Permits were signed by the ALCOHOL Board: PERMITS Waverley Hardware & Supply Co., 1756-58 Mass. Ave. Colonial Garage Inc., 1668 Mass. Ave. Rowe Chevrolet Inc., 39-41 Bedford St. Mawhinney Motor Sales Inc., 581 Marrett Rd. Calvin Childs Service Station, Route 2 Manor Service Inc., 273 Bedford St. H.M. Lawrence Hardware, 1777 Mass. Ave. Dunn Ford Sales Inc., 409 Mass. Ave. MYSTIC The bill for the first quarter of the year from the Mystic VALLEY Valley Mental Health Clinic for the sum of $875.00 was presented MENTAL to the Board for their approval for payment. HEALTH Mr. WEst instructed the Clerk that the bill was not to be paid in that amount unless the other Towns involved in this clinic had approved the increase assessed them. He instructed the clerk to check with Mrs. McMann at the clinic and if the other Towns had not appropriated the new increase a new bill was to he sent to the Board for one-fourth of last years appropriation of $2500. instead of this years figure of $3500. which was to be paid only if all the other Towns accepted the increase assessed them. The Health Officer's Report was checked and the Board instructed Mr. Finneran to send warning letters to the Milk Companys and the Restaurant with the high plate counts in accordance with the Board's policy. The meeting was adjourned at 8:00 P.M.
