HomeMy WebLinkAbout1962-01-25523 BOARD OF HEALTH MEETING JANUARY 25, 1962 The regular meeting of the Board of Health was held Thursday January 25, 1962, at 7:30 P.M. in the Health Department office. Members present were Acting Chairman, Dr. William Cosgrove, Mr. James. West and Executive Health Officer, Mark D. Lurvey. The minutes of the December 18, 1961, meeting were approved as read. The letter to Mr. Donald Nickerson, Chairman of the Board CHILD CARE: of Appeals, regarding the inspections of the Child Care Centers CENTERS was approved, by the Board. Each year after the annual inspec- tions of all Child Care Centers operating in Lexington Mr. Lurvey reports to the Board of Appeals all his findings in order that they may have the information when the owners of private child Care Centers come before the Board of Appeals for renewal.. of their permits. The information on the re -draft of Article VI of the State STATE SAN- Sanitary Code dated December 4, 1961 was reviewed by the Board. ITARY CODE Mr. Lurvey explained that the Sanitary Code is a minimum of re- quirements by the State Health Department and is being revised at this time by the State Health Department. Articles 1, 2 and 3 have now been officially adopted. Mr. Lurvey reported that he had new Commendation Certificates printed and would like the Boardts permission to change all the COMMENDA-I Certificates now in the restaurants which have them. Permission TION CER granted. Mr. Lurvey also asked permission of the Board to issue TIFICATES a Commendation Certificate to Minuteman Restaurant. Mr. Lurvey stated that the present owner keeps a nice clean plane, has made improvements and cooperates with the Health Department at all times. Motion was made and dully seconded by the Board that the Minuteman Restaurant, upon Mr. Lurveyts recommendation, should be issued a Commendation Certificate. The Commendation Certificate for Minuteman Restaurant was signed by the Board. The reports on "Bowser Saddle Club Estates, Section 1" was BOWSER read by tha Board. SADDLE CLUE ESTATES, Mr. Lurvey reported that Mr. Lucas of Whitman & Howard Inc. SECTIONI had checked this subdivision and although only part of this subdivision can be connected to public sewer the other part can have satisfactory private sanitary systems installed. The sewer line is too high to take care of the low part of this subdivision and Mr. John Carroll, Public Works Superintendent feels it would be too costly to install ejection pumps for the public sewer. A motion was made and dully seconded by the Board that the definitive subdivision plan entitled "Bowser Saddle Club Estates, Section 1," be approved. 524 MINUTEMAN Mr. Lurvey reported on the subdivision plan entitled "Minute - RESEARCH man Research Park" submitted by Cabot, Cabot and Forbes. Mr. PARK John Carroll, Public Works Superintendent, has informed Mr. Lurvey that the public sewer and water service will be extended to this subdivision. A motion was made and dully carried by the Board that the subdivision plan entitled "Minute Man Reasearch Park" be approve upon condition that no building or structure shall be built or placed upon any lot without prior consent of the Lexington Board of Health. LONGFELLOW The letter from the Planning Board stating that .the sub - ESTATES division entitled "Longfellow Estates, Section 2" was approved SECTION 2 subject to the condition that no building or structure shall be built or placed upon any lot without prior consent of the Lex- ington Board of Health was read and placed on file by the Board. OUT GOING The letter from Miss Hazel J. Murray, Executive Clerk, Select - CALLS men, regarding the record to be maintained of all out -going calls was read by the Board and placed on file. LOT 145, The report from Mr. Lucas, t lhitman & Howard, Inc. was read LACONIA STby the Board. This report is in regard to the installation of a septic tank and leaching bed at Lot 145, Laconia Street. Mr. Lurvey explained that when the permit for the house was issued there was to be no plumbing in the basement. In the process II of building the owner decided to have basement plumbing which was installed and therefore made the location of the septic tank lower than originnally planned and ground water was encountered. Mr. rvey further stated that the owner of this property had been notified of this report and that the plumbing will have to be changed. T system is not completed yet. LOT 89 The consent form, for the lawyer to file in land court, on BURROUGHS lot 89, Burroughs Road was signed by the Board. This property is ROAD owned by John Moore. Mr. Lurvey explained when a subdivision is filed and restrictions are placed on any lots in order to obtain a clear title at a latter date this form is necessary. In this instance the grade of the lot had to be cut and when that was do the lot was approved for building. INFORMATION The letter from the Commonwealth of Massachusetts regarding ON LAUNDR*the general information of waste disposal of Laundramats was MATES read by the Board. This letter stated that the wastes from laundramates are difficult to treat and because synthetic deter- gents are resistant to biochemical breakdown their travel throug the ground can often be traced 2000 feet from the source. The State Department has also found that laundromats on sanitary systems were the cause of pollution to streams, private wells and even in one case a tidal area used for harvesting shellfish had t be closed because of water pollution. Because of these findings the State Department advises all coin operated laundermats be on public sewer. Mr. Lurvey recalled a group of men coming to him a few years ago asking permission to install a laundermat at Countr side where public sewer is not available and he refused permissio and this letter confirmed his theory about laundermats. 1 1 1 1 52.5 The letter from Dr. Ellicott regarding the Doctor's Emergency Service was discussed by the Board. The Board discussed all cor- DOCTORS respondence concerning the problem and felt all members of the EM.ERGENC' Board should be present before any definite action was taken. SERVICE A motion was made and dully seconded that this matter be tabled for further discussion until such time when Mr. McQuillan and all Board members were present. The letter from Raymond L. White, Secretary pro -tem of the DENTAL appropriation committee, approving the transfer of $154.71 from CLINIC the Reserve Fund to the Dental Clinic expense fund was read by the Board. The letter to the Doctors stating the latest information IMMUNIZATID regarding immunization for overseas travel was approved by the INFORMATIOL Board. Mr. Lurvey explained that as many of the Doctors called asking for immunization information he thought this letter would be very beneficial. Mr. Lurvey reported that he had been down to the Arlington ARLINGTON` Sanitary Land Fill Operation, Summer Street, Arlington, and they SANITARY had a pump set up that would pump the water from the brook dip- LAND FILL ectly into the M.D.C. sewer line. When this pump is put into op- eration it should correct the problem of odors from this brook that runs from the land fill operation through Summer and Lowell Streets in Lexington. Mr. West asked about the illness in the schools. Mr. Lurvey PUBLIC said Diamond Jr. High was running over 10% absentees and also SCHOOLS Muzzey Jr. High had 10% but there seemed to be no other school reporting high absentee. These figures had been reported to the State Health Department but it is not considered an epidemic. The animal permit for Pinehill Turkey Farm was presented to PINE HILI the Board. Mr. Hinds asked for an increase of 10,000 turkeys. TURKEY Because of the size of the increase requested this permit was FARM discussed by the Board. Doctor Cosgrove said he would call Mr. Hinds and have him meet with Mr. Lurvey and him at the Health Office before any action was taken. Mr. West agreed with this procedure. Mr. Lurvey resorted he had a call from Mr. Yarwin, 34 Webster Road about his septic system overflowing again. Mr. Lurvey said he went out and although it is not a bad condition there is some overflow. He suggested Mr. Yarwin have the septic tank pumped out. There was no action for the Board to take at this time on this matter. 34 WEB' STER Ri Mr. Lurvey reported that he had met with the Lions Club GLAUCOMA• members in charge of the Glaucoma Clinic. The Claucoma Clinic CLINIC will be held this spring for the fourth successive year. The paper work and appointments will be handled b -y the Health Depart- ment as in the past clinics.
