The letter to Mr. Edward Howard, Whitman & Howard Engineer
requesting a bill be sent every month for Engineering services
was approved by the Board.
The Board approved the Whitman & Howard Bill for payment.
The application for the Maryvale Rest and Convalescent Home
was signed by the Board.
The letter to the Board of Appeals stating the action of
the Board regarding the Child Care Center Apllication of Mrs.
Muriel York was, approved.
The Board reviewed the Health Officers Report for the
month.
Meeting was adjourned at 9:30 P.M.
BOARD OF HEALTH MEETING
NOVEMBER 22, 1961
The regular meeting of the Board of health was held Wed-
nesday evening, November 22, 1961, at 7:30 P.M. in the Board of
Health Office. Members present were R.L. McQuillan, Chairman
Dr. William Cosgrove, Mr. James West and Mark D. Lurvey, Health
Officer.
The minutes of the October 26, 1961, meeting were approved
as read.

CARRIAGE Mr. Lurvey reported he had made an inspection of the Carriage
HOUSE House Restaurant and had sent a letter to the owner, Miss Mary
RESTAURANT Guarino,: stating the conditions in't.he kitchen and the basement
which were in violation of the Rules and Regulations of the Health
Department.

Mr. Lurvey also stated he had set a dead -line of Decemberl
1961, to have these violations corrected and if this has not been
done by that date, when a re -inspection will be made, he will have
the owner come before the Board at its next meeting. Mr. Lurvey
said if a hearing is necessary he would also send a letter to
the Board of Selectmen regarding the violations and hearing for
them to place on file in their office so that when the Carriage
House Restaurant License comes up for renewal they will have the
facts on record in their office.
The Board approved Mr. Lurvey's action in this matter and
suggested because of the trouble in the past, threats to Mr.
Lurvey and his family by "John" of the Carriage House Restaurant
that if a hearing is necessary Lt. Corr of the Police Department
should be contacted and asked to attend this meeting.
The letters to Miss Margaret Morrison, Lexington Visiting
Nurse Association, Dr. Eleanor N. McQuillan, State Tuberculosis

Control, and Miss Elizabeth Russell, Head Social Worker of the
Middlesex County Sanatorium, were approved b;,r the Board. The
clerk exrlained these letters were to obtain information on old
tuberculosis cases in order to bring the office records up to
date, and also to complete a revision of the files in the Health
Department to coincide with the State Tuberculosis Piles.
The letter to Mr. R.A. Lord requesting his aid in obtaining FLU
150 Sec vials of Flu vaccine for the town clinic was approved b:. VACCINE
the Board.
The letter to Mr. Stevens, Town Council, stating the change SEPTIC
in the septic tank regulation Chapter V, Section L, paragraph 3, TANK
was approved by the Board. CHANGE
Mr. Stevens acknowledgement of this change of regulation
stated that the Health Department must. also file a copy of this
change with the Town Clerk not later than 10 days after this
change takes effect, as well as running the advertisement in the
paper.
The Board instructed the clerk to see that this change was
filed with the Town Clerk by December 10, 1961. The change was
also published in the Lexington Minute Man, November X32, 1961 as
a paid advertisement to the people.
The letter from Whitman & Howard, Inc. regarding the system
at 34 Turning Mill Road was approved. Mr. Lurvey reported Mr. 34 TURNING
Curry, owner of the property at 3L. Turning Mill Road, had re- MILL ROAD
quested help in eliminating sewage seepage in the leaching bed,
because of the difficulties encountered Mr. Lurvey requested Mr.
Lucas of Whitman & Howard to consult with Mr. Curry. Mr. Lucas
reported that although the present field is apparently leaching
but not rapidly enough to take care of the water consumption.
An:_additional leaching bed is to be added to the existing bed.
This should relieve the situation for several years.
The letter from Mrs. Morey, Chairman of the Board of Select- BUDGET
men, requesting the proposed budgets for 1962 be submitted by
December 1, 1961, was read and placed on file.
The letter to Albert Koch, Suburbanite Cesspool Co. stating SUBURBAN -
that a copy of the Rules and Regulations, Chapter V, Section 3, CESSPOOL

struction on a sewage disposal unit whether it be old or new
was approved by the Board. Mr. Lurvey explained Mr. Koch had
violated this regulation before and he hoped this warning would
be adequate and further steps would not have to be taken.
A copy of the letter sent b: the Benjamin Franklin Homes 52 TURNING
to Mr. Irwin, building inspector was read by the Board. This MILL ROAD
letter is in regard to the fill at 52 Turning Mill Road reported
on at our last meeting. Mr. Lurvey said this property was now
in the process of being filled in.
The.letter from the Massachusetts Veterinary Association RABIES
regarding the reported case of rabies in Harvard Massachusetts
was read by the Board.

BUDGET FOR The Budgets for the Health Department were discussed by
1962 the Board. The clerk reported Dr. Benton had requested "100.
increase in Personal Services. This increase from $950. to
1,050. was approved by the Board. The requested increase of
$50. over what was spent in 1961 for the Rabies_;Clinic was app-
roved by the Board. This will set the requested expense amount
from $897.61 to $950. These increases are due to the increase
in population in the 'Town which has caused an increase in the
number of dogs.
The Posture Clinic Budget was discussed again in regard to
a letter received from Mrs. Flynn, Posture Chairman, explaining
that a $250. cut in the personal service budget would be accept-
able but she thought a $500. cut was too much. The Board dis-
cussed this and compared the estimated figures submitted by Mrs.
Flynn and agreed that a $250. cut would be better for this year.
The Personal Service for the Posture Clinic would be estimated
at $1,650. f or'1962. Mrs. Flynn accepted the cut on the Posture
Expense account from $300. to $250.
The Health Department Budget was discussed and it was agreed
that on Personal Services an increase for Mr. Lurvey to $7,500.
be asked for and an increase to 07.55 per week be asked for the
clerk, because of the 13 week and 39 week schedule a total of
$7,332.22 for Mr. Lurvey and $3,366,45 for Mrs. Jones will be
requested.

It was voted by the Board to cut the Engineering Account by
$500. (from $2,500. to $2,000.)
The Board requested more information on salaries, duties
positions, how many employed and the population of the surrounding
Towns Health Department.

Motion was made and duly passed that the following Budgets
be accepted by the Board of Health and presented to the Appropria-
tion Committee and Board of Selectmen for the year 1962. The
Clerk was also instructed to write a letter to both the Appropria-
tion Committee and the board of Selectmen asking for an early
appointmnet for the Board of health to meet with them to discuss
the 1962 Budget.
