Mr. Lurvey reported that he has had a number of complaints OLD BARN
about an old barn on North Street being a harborage for rats NORTH ST.
upon investigation he found only old signs of rats. The barn
is old and falling down and something should be done about it
as it stands now it is a Safety hazard. The Board voted to refer
this to the Board of Selectmen.
Mr. Lurvey also explained about the old house DeVries is OLD HOUSE
now using as an office at the Lowell Estates. There is quite DEVRIES
a lot of broken glass from the windows and also some open stair. PROPERTY
wells which make it a hazard for children in the neighborhood.
The Board agreed Mr. Lurvey should write a letter to Mr. Devries
calling to his attention these hazards.
Lurvey reported he had checked on the Summer, Lowell Street
brook at the Arlington Land Fill project with Mr. Nickerson, State SUMMER'
Engineer. The Board instructed Mr. Lurvey to send a copy of Mr. ST. BROCj
Nickersonts report to the Town of Arlington.
Mr. Lurvey reported that he had borrowed a polaroid camera PERMISSION
from a camera shop here in town and had used it to take pictures FOR EQUIP-
of several complaints he had received. Mr. Lurvey said he MEM'
thought a camera of this type would be valuable to the department
to be used on questionable complaints and controversial projects.
The Board granted Mr.Lurvey permission to purchase a polaroid
camera.

SPECIAL MEETING
BOARD OF HEALTH
September 22, 1960
A special meeting was held by the Board of Health Thursday
September 22, 1960 at 8:00 P.M. in Estabrook Hall. Members present
were Chairman, Mr. R.L. McQuillan, Dr. William Cosgrove, Mr. Charles
Cole and Health Officer, Mark D. Lurvey.
Before the meeting was called to order Mr. McQuillan explained
to the nembers of the Minute Man Highland Association that as this
was a meeting of the Board of Health all action taken by the Board
must be done and then any questions and further discussion would be
welcomed by the Board.
Meeting was called to order at 8:05 P.M.
The following vote was made by the Board on Potter's Piggery.
Voted: "that due to the residential development of the
area the time has come when the operation of the piggery
at 32 Walnut Street by the Walnut Farm Trust must be
brought to an end; that as this piggery has existed for

many years a reasonable time should be allowed so that
the secession of the operation may be carried out in
an orderly manner; and that it is deemed that the
period from now to the expiration of the present
permit on April 30, 1961 provides such a reasonable
period and the piggery operation should cease on
that expiration date."
As there was no objection to the vote. The Board moved that
the vote be accepted and recorded as the definite action by the
Board of Health of Lexington on Potter's Piggery.
Mr. McQuillan asked if there were any questions on the action
taken by the Board.
A Minute Man Highland resident asked if the manure would be
removed? Mr. McQuillan explained that the removal of the manure
was covered in the order issued Friday, September 16, 1960 which
gave Mr. Potter 30 days in which to conform to the Rules and
Regulations of the "ealth Department for keeping pigs.
Another resident of the area asked if this vote covered the
removal of the buildings. Mr. McQuillan explained that the Board
of Health could not order the removal of the buildings.
A question was asked about the rodent situation in that area.
Mr. Cole explained it would be several years before complete control
of all rats in that area could be accomplished, but that the Health
Department would cooperate in any way we could. All exterminating
advice was given at the last meeting and also a copy of the rat
survey report was given to the representatives at the meeting held
with the Board of 'lealth on Tuesday evening, September 20, 1960.
Again another member of the Minute Man Highland Area asked
about the buildings and again Mr. McQuillan pointed out that the
owner of the piggery would close operation and leave the buildings as
sanitary as possible. Again a member asked if the owner could leave
the buildings and walk out. Mr. McQuillan pointed out that the clos-
ing of the piggery is all that the Board of t1ealth could act upon.
The removal of the buildings would be a point that would come under
the Town's Rules and Regulations. The only point the Board of
Health is concerned about is the part of the operation that is
detremental to Public Health.
A member asked if by April 30, 1961 we meant the start of the
removal of the piggery. Mr. McQuillan explained that the removal
operation could start now the expiration date of his permit is April
30, 1961 and that is when the piggery should have moved its business
out of Lexington.
Mr. vole re -read the vote upon the request of the Minute Man
Highland Association.
Dr. Cosgrove explained that the time element was discussed
Tuesday with the Minute Man Highland representatives and after that
discussion the Board of Aealth met and made their own decision.
