HomeMy WebLinkAbout1959-02-20360 BOARD CF HEALTH`MEETING February 20, 1959 The February meeting of the Board of Health was held in the Selectmen's Room, Town Offices, on Friday, February 20, 1959, at 3 P.M. with Chairman McQuillan, Mr. Cole, and Mr. Lurvey present. Mr. George DeVries, Lowell Estates Subdivision, did not keep his 3.30 P.M. appointment to discuss rejected lots, nor did he send any word. Mark Moore Realty Trust, Burnham Farms, Section 4, involving three lots, was approved, and the Planning Board and Mr. Moore will be so notified. A report from Whitman & Howard regarding Green Valley Sub- division, Section was discussed by the Board. The Board approved this subdivision, and will notify both the Planning Board and Mr. Buss. Mr. Gennaro Capaldi, Colonial Acres Subdivision, Section met with the Board at 4 P.M. to discuss his subdivision. The town engineers have found that the land can be cut down three feet which will bring the road level down, and this should take care of the problem of drainage on many lots. The town engineers have not checked drains and sewer yet on the definitive plans, so definitive plans are not officially in yet to the Planning Board and Health Department. The Board will now wait for a definitive plan showing the new grading, drains, sewer, road level, etc. Mr. McQuillan explained to Mr. Capaldi that the procedure on checking the land in subdivisions has been for the Board, to have a Whitman & Howard engineer check subdivisions for the Board, and the developer pays for this work. A developer may hire his own engineer but then the Board of Health must have Whitman & Howard check this report. Mr. Capaldi said he would have been glad to use Whitman & Howard if he had not already arranged for his own engineer. Now before approval by the Board of Health may be given, Whitman & Howard must check Mr. Capaldi's engineer's report. The board approved the application for an animal permit for Mr. Carlton Warren, 39 Adams Street, to keep one pony and twaaty hens, with the condition that no roosters would be kept. Dr. Vincent McCrossen's annual renewal for an animal permit to keep goats and poultry at 627 Mass. Avenue was approved by the Board. At 4.30 P.M. Mr. Leslie Read, 2 Warren Street, met with the Board to discuss the nuisance of the overflowing cesspool at his home. He has now had the cesspool cleaned out and pumped to relieve the situation, but would like to get sewer if at all possible. Because of his small lot, it isnot possible to add another cesspool, so the Board asked Mr. Lurvey to inquire of the engineers and Public Works Department about possible sewer on the street, and also an estimate for the repairing, enlarging, or in some way, adding to the present facilities. 1 1 1 -2 361 Applications for three rubbish disposal permits were approved by the Board: Sohn Cuccinello, 72 Valleyf ield Road, Renewal, Harwood E. Soul, 39 Baker Street, Belmont, New, and John J. O'Neil, 248 Lincoln Street, New. The two new licenses are approved pending inspection of the trucks. Mr. Lurvey reported that in connection with Mrs. Edward Coyrs's application for a Child Care Center permit he has written to the proposed assistant, Mrs. Mary P. Bullock, asking for her qualifications to teach as Mrs. Coyne is not herself qualified. The board and Mr. Lurvey agree that one of the two should have proper background in education to conduct such a Center. All corrections have been made at the Beaver Brooke Academy as required, Mr. Lurvey reported, except for the sink which will be taken care of in the spring. The Board approved the renewal of the Child Care Center Permit, and Mr. Lurvey will keep a check on the sink correction. A report from the Minute Man Telephone Answering Service, which handles the emergency telephone calls for doctors, was read by the Board. Mr. Lurvey is approved as Slaughtering Inspector for 1959 for Lexington by the State Department of Public Health. Correspondence sent out during the period as voted at the last meeting on January 16, 1959, was discussed by the Board. As the Polio Vaccine supply is uncertain at the present time, Mr. Lurvey suggested any publicity be held up for the time being. The Board wishes Mr. Lurvey to write thanking Chairman Irving Mabee of the Town Meeting Members Association for their offer of help in research on any project the Board might be considering. Mr. Cole suggested research on an incinerator for Lexington might be helpful. The Health Officer's report for the period included food estab- lishment inspections during the month, re -inspection of Lexington Inn, inspection of the new hotel being built on Massachusetts Avenue, lots, septic tank and cesspool inspections, complaints and nuisances investigated, assistance on a survey of the extent of trouble with individual sewage disposal systems on Holton Road with the Superin- tendent of Public Works, an investigation of Dailey's Farm where he is said to be keeping pigs without a permit, meetings attended, and a report on the Diphtheria -Tetanus Clinic held on January 31, 1959. Results of swabs taken on eating utensils in the school cafe- terias by Mr. Lurvey during the period were discussed. Mr. Lurvey said he is greatly concerned with the way that milk is handled in the Harrington School, and has requested that all milk be kept properly refrigerated until served to the children as required for safety. An order has been sent to Mrs. Annie Katkoff, the owner of a house at 475 Waltham Street, to correct the nuisance of a dangerous condition. Mr. Lurvey and Deputy Chief Belcastro found strong odors and much soot. 362 -3- Mr. William S. Smith, 36 Wyman -Road -.has been --asked to abate the nuisance of rubbish and garbage on his premises after a complaint investigated by the Health Officer. Mr. Lurvey reported that nothing has been done at Carroll's. farm, 31 Allen Street, as required at the January 20th Hoard meeting, and agreed to by Mr. Carroll. Mr. William J. Dailey, 114 Marrett Road, appeared before the Board at 4.45 P.M. to discuss hiskeeping swine again on his property without a permit. Mr. Dailey stated that he is only buying and selling pigs, and does not keep them at 114 Marrett Road for any length of time. Mr. Dailey was dismissed and told that the Board members would take the case under ad- visement. His case was then discussed by the Board, and it was decided to inform Mr. Dailey that as he did not have a permit for keeping swine, it would not be permissable for him to run such a business as he explained, which calls for pigs to be brought into his premises, and kept for a certain time before they are removed. It was suggested that Mr. Lurvey check this with the Town Counsel, Mr. Stevens. Mr. Lurvey reported to the Board that the Lions Club of Lexington has asked the Health Department to cooperate with the Glaucoma. Detection Test program to be held in the spring, and the Board agreed that all possible help should be given to this project. The next meeting of the Board will be on Friday, March 20, 1959.
