BOARD OF HEALTH MEETING
October 22, 1954
The regular meeting of the Board of Health was held Friday,
October 22 , 1954 at 3 TTM. in the Conference Room, Bary Memorial
Hall. Chairman McQuillan, Dr. Cosgrove , and Mr. Cole were present.
Mr. Mark Lurvey, Health Sanitarian , and the clerk were also
present.
Mr. Lucas of Whitman & Howard sat in with the Board to discuss
engineering problems. Mr. Lucas presented a tentative letter that
could be sent out to the builders explaining what the Board of
Health expected the builder to do and steps to follow in the in-
spections of cesspools and septic tanks. This letter to be sent
to every builder when he makes an application for building.
Mr. Lucas suggested that the builder also submit a plot plan
of the house , showing where the cesspool is to be , etc. When
the engineer goes out he would see what had been approved, and
then check again to see if it is being done. Up to this time,
this has not been done.
The original plan was that the Board of Health would pay for
this policing. Mr. Lucas would like to have it made clear just
how much Whitman & Howard were supposed to do. If Whitman &
Howard designed the plans for the builder, how would the charges
be made .
Mr. McQuillan stated that if the builder hired his own
engineer to draw up these plans , we would still have to have our
engineers look them over. Therefore , we would have to smooth
out the fact that Whitman & Howard would be working for two
people . Mr. Howard of Whitman & Howard had suggested a fee of
$25.00 a lot for the engineering inspections , to be paid by the
builder , which would be the percolation tests and inspections
and which would in most cases mean three trips that the engineer
would have to make.
Mr. McQuillan with the approval of Dr. Cosgrove suggested
that M r. Lucas , Mr. Cole , and Mr. Lurvey get together and discuss
these matters between them and come to some arrangement that will
work out .
The matter of the engineer now making inspections on Monday
of each week was brought up for discussion. In some cases it is

necessary for Mr. Lurvey to go out and make inspections if the '
builder could not wait for the engineer to come on Monday, and �`
this conflicted with the engineer. Mr. McQuillan stated that
the Board of Health is responsible for the final word in these
inspections, and Mr. Lurvey is acting for the Board.
It was suggested that a card system be set up and these cards
be picked up by the Engineer and checked off as the inspections
were made , etc. On this matter also, mr. McQuillan recommended
that this be worked out by Mr. Lucas , Mr. Cole , and Mr. Lurvey.
McConchie Mr. Leeland McConchie appeared before the Board at 3.40 P .M
to discuss the improper drainage and overflowing of some of the
sewage disposal systems on Longfellow and Hawthorne Rrads. A
report on this development was submitted by Whitman & Howard with
recommendations, and a letter accepting these recommendations was
signed by Mr. McConchie at that time. According to Mr. Lucas ,
if these recommendations were followed, there should be no sewage
problems.
Mr. McQuillan questioned Mr. Mcr'onchie as to whether or not
these leaching fields were put in as recommended, as the Board
doubted that they were. Mr. McConchie evaded the question, and
stated that it was a long time since he had seen the plans .
Several of the systems are not functioning properly and one owner,
Mrs. Haigh of 10 Longfellow Road, has complained. Mr. McConchie
stated that there was a lot of water there , but not so much now.
He stated that all the water on Burlington Street goes into the
hollow place on these streets , and he felt that something should
be done about that. He also said that no provision was made for
a pipe on this land , and he had Rupe Stevens put one in as l ow as
he could.
Mr. ,, Lccuillan recommended that Mr. Lucas make the necessary i
inspections at this location to determine if the recommendations
made by Whitman & Howard were followed, and what would be the
best way to overcome the difficulties in this area, and the Board
Would then discuss this subject again with Mr. McConchie .
A complaint from Mr. Brucchi of sewage flowing onto his land
on Paul Revere Road from one of Mr. M cConchie' s developments was
also taken up with Mr. McConchie. Mr. Lurvey stated that there
was an open trench with one foot of water in it. Mr. McConchie
claims that this swamp always did smell. Mr. McQuillan recom-
mended that Mr. Lucas also look over this situation and see what
could be done to remedy it.
Mr. McConchie and Mr. Lucas retired at 4.35 P .M.
Mr. Lindstrom, Building inspector , - letter read and noted.
Letter from Whitman & Howard regarding Mr. Vasilopoulous read
and noted. The matter referred to had been taken care of.
Letter from Mr. Stevens regarding Building By4Jaws read and
noted.
Mr. Lurvey's report on food poisoning was read and noted.

The rules and regulations on Child Care Centers have been
approved, and it was voted that these rules and regulations be
IIadopted by the Board of Health, and to be published in the local
paper.
Report for the month of September of the L.V.N.A . read and
noted.
Bills of the Board of Health paid during the month of October
were approved.

The report of the Health Sanitarian for the period September
17 to October 22 , 1954, was read and noted.
Referring back to Mr. McConchie , Mr. McQuillan stated that
as he felt that Mr. McConchie did not do what he was supposed
to do regarding Longfellow and Hawthorne Roads , he would like
to have a written report from Mr. Lucas after investigating and
the Board would pay for that report.
