HomeMy WebLinkAbout1952-09-26170 BOARD OF HEALTH MEETING September 26, 1952 A special meeting of the Board of Health was held on Friday, September 26, 1952 at 8:00 P. M. in the Selectmen's Room, Town Office Building. Chairman McQuillan, Messrs.Cosgrove and Russell were present. Mr. Jackson, Health Sanitarian, was also present. Mr. Howard H. Bezanson, 19 Hill Street, met w ith the Board at 8:00 P. M. He stated that approximately 1,000 feet of Hill Street drains into his back yard. The catch basins on Hill Street are inadequate and during a rain from six to eight inches of water forms in the ditch. He said that Mr. Hildreth plugged the culvert last May and asked who is responsible for the culvert. He said that the Town has estimated $150 for his portion of a sewer connection and a plumber will charge another Bezanson $100. He said that at present he is in financial dis- sewer tress. problem Dr. Cosgrove stated that home modernization loans are available which would cover the situation and said that undoubtedly the bank holding his mortgage could arrange a loan for Mr. Bezanson. The Chairman explained that the first consideration is that if it is a health menace it must be corrected. He also informed Mr. Bezanson that if a sewer is avail- able he must connect to it; Mr. Bezanson said that if the culvert were low- ered four or five inches it would remedy the situation. He also said that even if all the offending houses were connected there would still be the odor from stagnant water. He agreed to contact the bank that holds his mortgage, (Suffolk First Federal Savings and Loan Association) and find out about obtaining additional funds for the sewer connection. Mr. McQuillan said that if Mr. Bezanson would connect to the sewer the Board of Health would con- tact the Selectmen in regard to having the culvert lowered. Mr. Bezanson retired at 8:45 P. M. Clark permit for horses Mr. Bradlee F. Clark, 1377 Massachusetts Avenue, met with the Board at 8:50 P. M. to appeal the decision of the Board in denying his application for a permit to keep two horses. He informed the Board that the total area of his lend is approximately 68,000; square feet and includes the house and barn. He plans to fence off 10,000 1 1 1 171 square feet for a paddock and said that a cesspool is available for barn drainage; solid manure will be removed weekly. The Chairman said that the Board will consider the matter further and advise Mr. Clark of its decision. Mr. Clark retired at 9:15 P. M. The Board discussed the subject and instructed Mr. Jackson to check with all the neighbors down to and in- cluding Mr. Fisher. If there are no objections, the Board agreed to grant Mr. Clark a permit to keep two horses with the stipulation that if at any time objec- tions are made, the permit will be revoked. The Board discussed the natter of extension of time for Mr. William Dailey to dispose of his swine, and it was unanimously agreed that Mr. Stevens should Dailey take legal action and to place the case with him. Mr. Jackson was instructed to call Mr. Stevens and inform him of the situation and send him copies of the Board's action to date. Another application was received from Mr. Brucchi for permission to keep animals. The Board felt that legal action should be taken against Mr. Brucchi as he Brucchi is still keeping animals over and above those permitted. The Board took into consideration the fact that Sullivan's farm has been sold and therefore is no longer one of the main obstacles to legal action being taken. Mr. Jack- son was instructed to contact Mr. Stevens and advise him that the Board wants legal action taken. Application was received from Ernest B. Johnson, 45 Grove Street, requesting a permit to keep five horses, 20 cows and 24 poultry. Upon motion duly made and seconded, it was voted to grant the permit.
