HomeMy WebLinkAbout1952-05-16 153 Y BOARD OF HEALTH MEETING May 16, 1952 A regular meeting of the Board of Health was held in the Selectmen' s Room, Town Office Building on Friday, May 16, 1952 at 3:00 P.M. Chairman Cosgrove, Messrs. Russell and McQuillan were present. Mr. Jackson, Health Sanitar- ian, was also present. Mr. William J. Dailey, 1111 Marrett Road, met with the Board to state his side of the case in regard to the peti- tion received by the Board complaining about his swine. Mr. Dailey said that he has kept hogs at this location since 191L1 and insofar as he knows, the complaint made last summer was the first during all that time . Previous to that the waste and manure was piled and removed two or three Dailey re: times a year. He stated that this pile was re- moved about the middle of April when the second complaint was received and all material has been removed and the piggery has been gravelled so that it will drain properly. The Chairman said that Mr. Dailey' s remarks seemed reasonable and informed him that the Board would schedule a public hearing so that both the complainants and Mr. Dailey could be heard. Mr. Russell suggested that Mr. Dailey do everything possible to obviate any odors or cause for complaint. The Chairman said that a hearing will probably be held next month and suggested that Mr. Dailey in the mean- time contact his neighbors in an endeavor to straighten out the situation. The Chairman read a letter from the State Department of Public Health and also one from Dr. Dawson, Sup't of the Middlesex County Sanatorium, with reference to Chap. 270 of the Acts of 1952. This new Act repeals Chap. 562 T.B. Funds of the Acts of 1951 and therefore it is now necessary for local Boards of Health to provide funds for the treatment of tuberculosis patients. Letter was received from Clifford M. Martin, 6 Hill- side Terrace in which he referred to the Board' s announce- ment of March 28, 1952 whereby all property owners in the so-called Manor Section must be connected with the Public C.M. Martin sewer not later than September 15, 1952. Mr. Martin does re: Manor not accept that his property is in the Manor Section. Sewer Conn. cc 154 Mr. McQuillan said that even if Mr. Martin is not living in the Mazor Section he could, according to the Board of Health Rules and Regulations, be made to con- nect to the sewer. Upon motion duly made and seconded, it was voted to grant the following licenses: James V. Ice cream Herbert M. Lawrence 1777 Mass. Ave. Alcohol Statement was received from the Emerson Hospital in Concord showing a balance due of $158 for premature baby born to Mrs. John A. Hinchey. According to the statement, Hinchey the total bill was $656.05 of which Blue Cross paid Premature $425.20 and the Hincheys paid $72.85, leaving a balance Baby of $158. Another letter was received from Mrs. Hinchey with reference to her previous request for financial aid. In view of the information received from the hos- pital and also from Mr. Collins, Welfare Agent, the Board decided not to make any change in its original opinion that it felt it is not the responsibility of the Town to assume payment of Mrs. Hincheyâ–º s bill. Letters to be written to both Mrs. Hinchey and Mrs. Rogers advising of the Boardts action. Further consideration was given to the complaint received from Linwood E. Palmer regarding overflowing Hill St. cesspools located on Hill Street. Sewage It was decided to notify the property owners, whose cesspools are causing the trouble, that additional leach- ing line and fill will solve the situation temporarily and request that the overflowing conditions be abated immediately. 155 ' e e L tt r was a received from three residents on Harding Road complaining about a marshy condition existing at the rear of 337 and 339 Bedford Street. Mr. Jackson reported Harding Rd. that there is no septic tank drainage and the situation ap- Complaint pears to be a civil matter over which the Board of Health has no jurisdiction.
