HomeMy WebLinkAbout1952-04-28 149 BOARD OF HEALTH MEETING April 28, 1952 A meeting of the Board of Health was held in Mr. Jackson' s Office on Monday evening, April 28, 1952 at 8:00 P.M. Chairman Cosgrove and Mr. McQuillan were present. Mr. Jackson, Health Sanitarian, was also pre- sent and kept a record of the meeting. Mr. Small, attorney for the Pleasant Associates' development off Lowell Street, met with the Board to dis- cuss his problem of Board of Health approval of sewage Pleasant disposal in the area. The Department of Public Health Associates has made an examination of the land, but its report has Development been delayed. Mr. Small Was advised to contact Mr. Stevens, Town Counsel, about the situation and then Mr. Stevens would advise the Board of Health. Messrs. Adams and Stevens, owners of Scribner' s Market, met with the Board for approval of temporary use of Cataldo' s wash house on Bow Street while damages to their store caused by fire are repaired. The Board of Health approved and instructed Mr. Jackson to inspect the temporary establishment. Petition was received, signed by five residents of Valleyfield Street, stating that "there is an ever present accumulation of water due to improper drainage on all properties on Valleyfield Street. " Mr. Wyman and Mr. Gelzinis met with the Board at 8:30 P.M. to discuss the subject. Complaint re Mr. Gelzinis stated that the culverts are over- Drainage flowing and the street is practically impassable. Valleyfield St Mr. Wyman stated that septic tanks in the area are overflowing and his is a completely gone. He said that the ditches are filling up with vegetation and one por- tion of the ditch is two or three feet higher than the rest and it acts as a dam. Mr. Mabeth, 507 Waltham Street, will not give Mr. Burns, Supt. of Public Works, permission to dig any deeper, but if the digging could be done, it would help to alleviate the situation. Mr. Gelzinis claimed that the drainage from Wood- haven runs into this area and there is no proper means for disposing of it. Mr. McQuillan said that the Board of Health will determine that the situation is a health menace. The Chairman said that Mr. Burns will be contacted for advice and immediate action. 15() Petition was received, signed by fourteen residents of Middleby Road, requesting the Board to take action to correct flooded conditions that now exist on a plot of land to the right and left of Middleby Road. The Chairman suggested that a letter be written to Mr. Burns requesting him to make an examination and sub- mit a report to the Board of Health, and further that a copy of the letter to Mr. Burns be mailed to Mr. Watson, the first signer of the petition. Petition was received, signed by three residents of Milk Street, requesting the Board to take action concern- Hill St. ing the sewage problem on Hill Street. Sewage The Chairman suggested that a letter be written to Mr. Burns asking that a study be made and a report sub- mitted to the Board giving his advice and recommendations; a copy of the letter to be mailed to Mr. Palmer, the first signer of the petition. Petition was received, signed by residents of Churchill Lane and Locust Avenue, requesting the Board to desist from Dailey' s granting a permit to William Dailey, or any other person ` Swine for the purpose of keeping swine at 114 Marrett Road. No reason for the request was given. Mr. McQuillan recalled that a complaint had been re- ceived last year and a permit had been issued to Mr. Dailey with the understanding that his farm must be maintained in such a manner as to prevent any further complaints. Application for renewal of his license to keep 85 swine was denied and the Chairman requested that a letter be sent to Mr. Dailey advising that his application has been denied due to complaints, but that if he desires a hearing before the Board, an appointment will be made. Belcastro 174 Wood Street Infant Boarding Letter was received from the State Department of Agriculture approving the Board' s nomination of Dr. John J. Murphy as Inspector of Animals. Appointment Upon motion made and seconded, it was voted to re- appoint Dr. John J. Murphy as Inspector of Animals for the Town of Lexington for a term expiring March 31, 1953. Letter was received from the State Department of Public Health approving the Board' s nomination of Richard H Jackson as Inspector of Slaughtering. Appointment Upon motion made and seconded, it was voted to re- appoint Mr. Jackson as Inspector of Slaughtering for the Town of Lexington for a term expiring March 31, 1953. 1 3 I , 152 Letter was received from Congresswoman Edith Nourse Rogers, on behalf of Mrs. John Hinchey, 85 Hinchey Road, who had a premature baby born October 13, 1952. Hinchey In December, 1951 the Board of Health studied Mrs. Prem. Hinchey' s financial history and did not feel that it was Baby the responsibility of the Town to assume payment of her bills. The Chairman requested that a letter be written to the Emerson Hospital asking for the total amount of the hospital bill, amount paid by Blue Cross and the present unpaid balance. Mr. Jackson' s report for the period from March 31st through April 17th was noted and placed on file. 1 r 1
