HomeMy WebLinkAbout1951-11-16 132 az BOARD OF HEALTH MEETING November 16, 1951 A regular meeting of the Board of Health was held in the Selectmen's Room, Town Office Building on Friday, November 16, 1951 at 3:00 P.M. Chairman Cosgrove and Mr. McQuillan were present. Mr. Jackson Sanitarian, and the Agent were also present. Application was received from John Brucchi, 63 Paul Revere Road, for permission to keep 8 horses, 2 cows and 75 poultry. Letters on the subject were received from the following individuals: Mr. & Mrs. James 0. Wood 5 Constitution Road Opposed Mr. & Mrs. Y. J. McCarthy 6 Revolutionary Road Opposed Ivan K. Hoyt 6 Paul Revere Road Opposed to any increase over Mr. Brucchi's present permit (2 sheep and 75 poultry) R. A. Adams 69 Paul Revere Road Opposed Howard D. Adams 69 Paul Revere Road Opposed Brucchi Malcolm B. Gray 52 Ceder Street Opposed to enlargment of present permit. Mrs. Geo. F. Vaughn 2361 Mass. Avenue No objections to 8 ponies, 75 poultry. Leeland G. McConchie 57 Liberty Avenue Opposed Mr. Jackson reported that he had made a survey of approximately fifteen houses and the only ones opposed, adjacent to Mr. Brucchi, were Mr. Adams an abutter, and Mr. McConchie who intends to construct houses across the street from the Brucchi property. The Board felt that the majority of the persons who wrote objecting to a permit being issued, lived too far away to be affected. Upon motion duly made and seconded, it was voted to grant Mr. Brucchi a permit to eep only 2 horses, 2 sheep and 75 poultry. Application was received from Peter Canessa Canessa for permission to keep three ponies at 904 Massachusetts Avenue. Upon motion duly made and seconded, it was voted to deny the application. Application was received from Joseph Monsignore for a permit to keep four cows and twelve poultry. Monsignore Mr. Jackson recalled that the Board originally refused to grant this permit because there were objections from the neighbors. However, Mr. Monsignore's argument is that he is operating a Slaughter House and has to keep cows some times to fatten. There is no objection to the poultry. 133 Upon motion duly made and seconded, it wee voted to grant a permit to keep twelve poultry, The Agent was instructed to advise Mr. Monsignore that the Board has no objection to Monsignore him occasionally keeping three or four cows insofar as they are connected With his business of operating a Slaughter House. However no permit is to be issued for him to permanently keep cows at 76 Laconia Street. Application was received from Richard Weisensee, 4 Morris Street for a permit to keep twelve poultry. Mr. Jackson recommended that the license be granted. Upon motion duly made and seconded, it was Weisensee voted to grant a permit to Mr. Weisensee to keep twelve poultry. Mr. Jackson recommended that the license be granted. Upon motion duly made and seconded, it was voted to grant a permit to Mr. Weisensee to keep twelve poultry at 4 Morris Street. Application was received from John A. Sellars Dairy, Inc. for renewal of license to maintain an establishment for the past• Sellars eurization of Milk license to John A. Sellars Dairy, Inc. for a term expiring November 16, 1951 Application was received from William H. Shanahan, on behalf of Lawrence Farm, for re- newal of license to maintain an establishment Lawrence for the pasteurization of- milk. Farm Upon motion duly made and seconded, it was voted to grant a Pasteurization of Milk license to Lawrence Farm for a term expiring November 16, 1952. Mrs, William Goins, 9 Wilson Road, Mrs. Walter Crosby, 15 Wilton Road, Mrs. Fitzpatrick, 14 Wilson Road and Mr. Ryan 21 Wilson Road met with the Board (appointment made by Mr. Jackson) to discuss excess water at the rear of their property. Mr. Ryan said that the situation is the result of a change in grade made by Mr. Innis, a developer. He said that Mr. Innis agreed to correct the condition and has done so to some extent. He explained that there is no brook, but that Mr. Innis has stripped the land for building and in doing so has gone down to the subsoil. He said that he had telephoned Mr. Innis yesterday and requested him to finish the job to the satisfaction of the property owners whose land and cellars are being flooded. The Chairman said that Mr. Innis would be notified by Town Counsel to take care of the situation. The Group retired. 1340-1 `O (On. November 19th a letter was received .from Mr. Charles A. Golay 79 School Street, advising that on Friday, Mr. Innis installed a 15" pipe to remedy the drainage problem. ) Mr. John Spuria, S Middleby Road, met with the Board (appointment made by Mr. Jackson), relative to his application for a permit to keep 12 poultry and 50 pigeons. A letter was received from Mrs. Roy Crosby, complaining about Mr. Spuria keeping pigeons. The Chairman asked if the pigeons would be kept in and Mr. Spuria explained that he has full control of them and when they fly they are out only about one-half hour. He explained that the pigeons are tumblers and are not let loose. He gets up at 8:00 A.M. and lets them out for about half an hour. Airing daylight saving he lets them out at six in the evening for half an hour and also shows them to visitors on Sundays. He explained that this is merely a hobby with Spuria him. He stated that they are not like the common pigeons pigeons and it never occurred to him that they would be a nuisance. He said that there are other pigeons in the neighborhood and he does not believe that the cause for complaints come from his pigeons. He said that he has never had any trouble with clothes on the line and he does not believe that any damage done to clothes on neighbors lines has been caused by his pigeons. lie said that he would be very careful in the future and guarantee that his pigeons will not be out sitting on roofs. The Chairman explained that a permit would be issued for twelve poultry, but that the Board has never issued permits for pigeons and for him to go along with his hobby as he has in the past. If any further complaints are received, the Board will contact him. The Board considered budgets for 1952 and the meeting adjourned at 4:35 P.M. A true record, Attest: g I/
