BOARD OF HEALTH MEETING
January 19, 1951
regular meting of the Board of Health was held
in the Selectmen s Room, Town Office Building, on Fri-
day, January 19,^1951, at 3:00 p.m. Chairman Cosgrove,
Messrs. McQuillan and Russell were present. Mr. Jackson,
Sanitarian, and the Agent were also present.
Letter was received from Dr. Robert E. Archibald,
State Department of Public Health, relative to Boards of
Health inserting an article in the warrant relating to
a study of the provisions of Chapter 663 of the Acts of
1949 (Union Health Law.) Article
The proposed article submitted with Dr. Archibald s
Letter was for the Moderator to appoint a committee of -
five to investigate and study the sub4.ect and report to
the next town meeting.
Upon motion of Mr. Russell, seconded by Mr. McQuil-
lan, it was voted to request the Selectmen to insert an
article in the warrant with reference to the appointment
of a committee as proposed try Dr. Archibald.
Letter was received Tram Miss Thompson, Temporary
Collector of Taxes, requesting abatement of three accounts
which have been carried on the books since 1941. Inasmuch
as these bills were committed before any members of the
pre.sent.Board of Health were appointed it was decided to
obtain advice from Town Counsel.
Application was received from Connors Bros., Middle-
sex Street, Burlington, for the renewal of his permit to
transport garbage.
Upon motion of Mr. McQuillan, seconded by Mr. Russell,
it was voted that the application be approved and the li-
cense renewed.
Application was received from Kathleen B. Simmons,
for a license to maintain an Infant Boarding Home at 84
North Street. A favorable report was given by Mi. Jack-
son.
Upon motion of Mr. McQuillan, seconded by Mr. Russell,
it was voted to approve the application.
Application was received from Mrs. Wilbur:.Roberts for
a license to maintain an Infant Boarding Home at 10 Muzzey
Street. A favorable report was given by Mr. Jackson.
Upon motion of Mr. Russell, seconded by Mr. McQuillan,
it was voted to approve the application.

Application was received from John Kaufman, 82
Cabot Street, Newton, for a license to slaughter at 76
Laconia Street. The Board had apparently discussed
this with Mr. Jackson and upon motion of Mr. Russell,
seconded by Mr. McQuillan, it was voted that the ap-
plication be denied.
Further consideration was given':to V. A. McCrassen's
application to keep poultry and goats at 627 Massachusetts
Abenue. The Agent informed the Board of Dr. Pyle s com-
ments on the reason given by Mr. McCrassen for keeping
goats.
It was the opinion of the Board no change should
be made in the policy relative to the issuance of permits
to keep poultry and animals in thickly settled residen-
tial areas. His application was therefore denied. The
Agent was instructed to advise Mr. McCrassen that the
Board will be pleased to gonsider granting a prmit if
he can find a location in an outlying section of the town.
The Agent inquired as to the decision of the Board
relative to Mr. Donald Wilson's application for a permit
to keep 250 poultry on Pleasant Street.
It was agreed to grant the permitproviding the
poultry will not be kept in the present location, which
is adjacent to Pleasant Street, but in some other place
which is satisfactory to the Sanitarian.
Mr. Jackson reported that he had a conference with
Mr. William Gibson, 25 Bedford Street, with reference to
his application for a -permit to keep fifty poultry. He
also checked with Mr. Lamont, a former Health Inspector,
who told him that about ten years ago a permit had been
granted.
Inasmuch as poultry have been kept in this location
for a period of years Mr. McQaillan moved that a permit
be granted. Mr. Russell seconded the motion and it was
so voted.
Application was received from Lloyd H. Miller, 973
Concord Turnpike, to keep 1500 poultry, an increase of
1000 over what his present permit allows.
The members of the Board agreed to view the premites
before making any decision.
Mr. Jackson's report for the period Decembr 15, 1950,
to January 18, 1951 was received.
Village The rating for the Village Variety Store was again
Variety "Fair" and it was the opinion of the Board that apparently
Store no attempt bas been made to improve. Mr. Jackson was in-
structed to write the proprietor and advise him that un-
less the rating improves on the next inspection, he may
be subject to a Board of Bealth Order closing his place
of business.

Mr. Jackson was further instructed to write to
the Atlantic & Pacific headquarters and also semonian
relative to the conditions of these two stores.
Mr. Jackson referred to a complaint received last
month from John G. Wallwork, 34 Harding Road, relative
to cesspools in that area being connected to the storm Complaint
drain. He explained the situation by use of a sketch re storm
.made in the Engineering Department and stated that he drain
has arranged to have a dye test made at 30 Harding Road
to determine whether or not this house is connected to
the storm drain.
Mr. Russell suggestrihat a letter be written to
the refuse collectors advising that complaints have
been received because of the papers that blew off
the trucks and request their co-operation in covering
the trucks to eliminate this nuisance.
