BOARD OF HEALTH MEETING
June 23, 1950
A regular meeting of the Board of Health was held in
the Selectmen's Room, Town Office Building, on Fri-
day,June 23, 1950. Chairman Cosgrove, Messrs. McQuil-
lan, Russell and Jackson were present. The Clerk and
Agent was also present.
The Clerk informed the Board that Mr. Harold Stevens,
Town Counsel, had telephoned to inquire as to whether
or not the members of the Board had been served sum- Brucchi
monses in connection with the legal action taken by Legal
John Brucchi as a result of the Board's denying his Action
application for a permit to keep livestock at 63 Paul
Revere Road.
The Chairman called Mr. Stevens and was advised that
it will not be necessary for the members of the Board
to appear in Court on July 3rd.
Application was received from Alice E. Mariette, for
renewal of her permit to maintain a Boarding Home for Mariette
Infants at 30 Cummings Avenue. Mr. Jackson reported Infant
favorably on the application. Boarding
Mr. Russell moved that the application be approved. Home
Mr. Mcqu.illan seconded the motion, and it was so
voted.
Application was received from Joseph Monsignore for
the renewal of his permit to slaughter and also for Monsignore
the renewal of his permit to maintain a Slaughter Permits
House at 76 Laconia Street.
Mr. Jackson reported that practically no slaughter-
ing has been done here for over a month. However,
conditions of the premises are satisfactory.
Mr. McQuillan moved that both licenses be renewed.
Mr. Russell seconded the motion, and it was so voted.
Application was received from Francis E. Welch, 98
Reed Street, for a permit to practice manicure or Welch
massage in Lexington. Mr. Welch had a permit in Manicure &
Somervill where he formerly lived and would like to Massage
continue the permit in Lexington.
Upon motion duly made and seconded it was voted to
grant the permit and to advise Mr. Welch that per-
mission to conduct a business in a residential area
is not within the jurisdiction of the Board of Health
and would have to be taken up with the Board of Appeals.

Application was received from Lawrence C. Bradshaw
for a permit to keep 30 poultry at 60 Outlook Drive.
Mr. Jackson reported that the neighbors have no ob-
jections and the Board approved the application.
The application received from William J. Dailey for
permission to keep 1500 poultry at 11h Marrett Road
was held over from the last meeting of the Board.
The. Chairman reported that Mr. Dailey had been in
business in this location for a number of years but
ceased to operate for awhile. He now wishes to re-
sume his poultry business.
Mr. McQuillan felt that to grant this permit would
be inconsistent with the Board's policy and it was
agreed not to take any action until Mr. Russell had
an opportunity to inspect the location.
Application was received from Peter Gaudun, 25 Shade
Street, for renewal of his permit to keep 15 pheasants
and 35 poultry.
Mr. Jackson explained that the neighbors living in
this area have no objection, but, the man who owns the
adjoining lot is opposed to a permit being granted.
This individual has not as yet started to build on
his land.
The Board was in favor of renewing the permit.
Application was received from Albert R.
Maple Street, for permission to keep 10
poultry and 3 swine.
Mr. Jackson reported that this property
to the entrance to Smith's poultry far:
lives near enough to object.
The Board a:reed to grant the permit for 70 poultry
and 10 sheep and advise Mr. Kaufman that the permit
for the sheep will not be renewed after the expira-
tion date of April 30, 1951.
Application was received from Thomas B. Lewis, 311
Wood Street for the renewal of his permit to keep
one horse, one cow, 4 swine and 3,000 poultry.
Mr. Jackson reported that this is in a farming area
and there are no neighbors within half a mile.
The Board agreed to grant the permit.

Application was received from John A. MacDonald for
the renewal of his permit to keep 3,000 poultry at
342 Bedford Street.
The Chairman reported that two men came intohis
office and led.. him to believe that they were in-
terested in this property for a first-class poultry
plant.

They wanted to know if the sale of the property
carried a permit for a poultry plant and he told
them that possibly it could, but that he did not
think it did. The Chairman said that he looked
into the matter further and found out these men
are not poultry men but are grain men who had a
mortgage on the poultry and MacDonald sold the
poultry. They wanted someone to purchase the pro-
perty and operate it as a poultry farm.
It was agreed to renew Mr. MacDonald's permit and
to advise him that complaints have been received and
unless the premises are maintained in a manner satis-
factory to the Health Sanitarian the permit may be
revoked.
Mr. George Morey's application for a permit to keep
three sheep at 90 North Hancock Street was held over Morey permit
from the last meeting. to keep
Mr. Jackson reported that the neighbors do not ob- sheep
ject and it was agreed to grant the permit.
Application was received from Joseph Pastena, 80
Williams Street Arlington for a permit to keep
500 poultry at 4 Hillcrest Street, Lexington. The Pastena
Board was unanimous in its opinion that the appli- Appl.denied
cation should be denied.
Application was received from William B. Peterson
for a permit to keep 1,000 poultry at 25 Blossom
Street.
Mr. Jackson reported that poultry has been kept by Peterson
Mr. Peterson for a number of years, but apparently Poultry
he was not aware of the fact that he should have ob- Permit
tained a permit from the Board.
The Board was in favor of granting the permit and
the Clerk was instructed to advise Mr. Peterson that
any persons keeping poultry without a permit were
violating the Rules and Regulations of the Board of
Health.
Application was received from Max Rautenberg, 153
Reed Street to keep 25 poultry.
Mr. Jackson reported that Mr. Rautenberg already Rautenberg
has poultry and the nearest neighbor objects to Poultry

It was agreed to grant the permit and to advise
Mr. Rautenberg that he was violating the Board of
Health Rules and Regulations by keeping poultry
without a permit and furthermore unless the premises
were kept in a condition satisfactory to the Health
Sanitarian, the permit would be revoked.

Application was received from W. F. Sanborn, 32
Sanborn Burlington Street for the renewal of his permit to
Poultry keep 100 rabbits and 100 poultry.
Permit Mr. Jackson reported that there are no objections
from the neighbors and the Board agreed to renew the
permit.

Application was received from Dr. Leonard V. Short,
1433 Massachusetts Avenue, for a permit to keep two
sheep.
Neighbors in this area do object and it was agreed
to advise Dr. Short that due to the fact that the
location is so close to the center of the Town, and
also is in a very congested residential area, the ap-
plication was denied.
Mr. Jackson's report for the period from May 19th
to June 21st was received, read and placed on file.
