BOARD OF HEALTH MEETING
November 17, 1949
A regular meeting of the Board of Health was held in the
Selectmen's -Room, Town Office Building on Thursday afternoon,
November 17, 1949 at 3:00P. M. Chairman Cosgrove, Messrs.
Russell, McQuillan and Jackson were present. The Clerk was
also present.
Each member of the Board was presented with a de-
tailed report of the activities of the Health Sanitarian
for the period October 21, 1949 through November 16, Sanitarians;

It was the opinion of the Board that some effort
should be made to bring the rating of the establishments
selling food and also the food stores up to a higher
standard. Upon receipt of Mr. Jackson's next report,
letters are to bd written to all those whose ratings
are less than "good".
A lengthy discussion was held relative to fact Garbage
that Connors' Brothers garbage trucks, while collecting Trucks
gargage and also when parked in Lexington Center, are
not covered. Upon motion of Mr. Russell, seeonded by
Mr. McQuillan, it was voted to authorize the Chairman
to contact Mr. Connors and ask his co-operation.
Letter was received from the State Department of
Public Health advising the Board that Mr. Jackson's Slaughter
nomination as Inspector of Slaughtering for the year Inspector
ending March 31, 1950 has been approved.
Upon motion of Mr. McQuillan, seconded by Mr.
Russell, it was voted to appoint Richard F. Jackson
as Inspector of Slaughtering for the unexpired term
ending March 31, 1950.
Letter was received from the State Department of
Public Health requesting an inspection of the premises Home for
of the Lexington Home for Aged People, Inc. 2027 Mass- Aged
ahcusetts Avenue. Mr. Jackson made an inspection and
gave a favorable report.
Upon motion of Mr. Russell, seconded by Mr. Mc-
Quillan,it was voted to recommend inspection by the
Massachusetts Department of Public Health for license.
Application was received from John Brucchi for
permission to keep the following animals at 63 Paul
Revere Road;. -Five horses, five cows, twenty-five
goats & sheep, 200 poultry and two swine.
Mr. Jackson reported that all the people he has
talked to in the neighborhood are very much opposed to
the granting of the permit. He stated that there are
three new houses under constuction in this area.

Mr. Brucchi met with the Board at 3:40 P. M.
The Chairman asked how much land is involved and Mr. Brucchi
said that he owns one and one-half acres and has an option to
lease another parcel of land almost an acre in size.
The Chairman inquired about the houses being constructed
and Mr. Brucchi stated that the house nearest to his barn is
approximately 200 feet away.
The Chairman asked who owned the property before Mr.
Brucchi purchased it and he said that he purchased it from
a Mr. Robinson. Mr. Robinson bought it from Mr. Reynolds
several years ago.
Mr. McQuillan asked if the animals would be part of his
livelihood and Mr. Brucchi replied that his father-in-law is
fetired and taking care of the animals will be a hobby for
him. He also said that he intends to slaughter some of
thea, and will have a deep freeze.
Mr. Brucchi presented a blue print of the property and
explained to the Board just where he intends to keep the
various animals. He said that he does not intend to keep any
work horses. All his horses are saddle horses and will be kept
for his own use only.
The Chairman informed Mr. Brucchi that the Board would
take his application under advisement and let him know what
action is taken.
Mr. and Mrs. Howard Adams and Mr. John J. Andrews, prig-'
perty owners on Paul Revere Road met with the Board to be
recorded in opposition to the approval of Mr. Brucchi's applica-
tion. Mr. Adams presented six letters from residents in this
area who are all opposed to the permit being granted. He ex-
plained that a topographical map shows that any drainage from
Brucehi's pasture would flow onto his property. He said that,
in addition, there would be flies, vermin, rodents, odors and
noise day and hight. Mr. Adams works nights and said that it
would be impossible for him to sleep during the day as the
animals will be within twenty-five feet of his bedroom window.
He further stated that the animals would be a menace to his
children.
Mr. Adams explained that he is allergic to insect bites
(presented bill from Dr. Pious for treatment of same) and he
said the he is concerned about the fact that the animals will
cause insects, particularly in the summer time.
Mr. McQuillan mentioned the Sullivan farm and Mr. Adams
said that he knew the Sullivan farm was there when he purchased
his property but it is far enough away so as not to be object-
ionable.
Mr. Andrews said that he does not object to Sullivan's
farm, but he does object to any new farm beings tarted.
The Chairman explained that the Board would consider the
case and announce a decision very shortly.
The group retired a 4:15 P. M.
The Board gave careful consideration to the subject and
after a thorough discussion, upon motion of Mr. McQuillan
seconded by Mr. Russell, it was unanimoulsy voted to deny .the
permit.

Mr. F. K. Bishop, 9 Fuller Road, met with the Board to
register a protest against George E. Woodbury, 17 Fuller
Road, who is keeping chinchillas. He said that Mr. Wood-
bury is keeping twenty-five and intends to breed them.
Mr. Bishop said that Mr. Woodbury is now operating a busi-
ness in a residential area.
The Chairman explained that Mr. Woodbury had applied
for a permit which was denied. He told the Chairman it Chinchillas
was his intention to keep them until such time as he could
find a suitable place for breeding. No action has been
taken since then. He asked if Mr. Bishop's complaint is
that the chinchillas are being kept in a residential area.
W. Bishop replied that he thought a restricted area should
be recognized as such.
The Chairman said that the Board would have to consult
the Town Counsel for advice as to how this problem can be
legally be solved.
Mr. Bishop retired at 4:25 P. M.
The remainder of the meeting was given over to preparing
the budgets for 1950.
The meeting adjourned at 5:05 P. M.
