HomeMy WebLinkAbout1948-05-271 BOARD OF HEALTH MEETING May 27, 1948 A regular meeting of the Board of Health was held in the Selectmen's Room, Town Office Building on Thursday afternoon, May 27, 1948 at 3:00 p.m. Chairman, McQuillan, Messrs. Russell and Lamont were present. The Clerk wasalso present. The records of the meeting held on April 16, 1948 were declared approved. The Chairman said that he had received a request from the Lexington Minute -Man for permission to publish proceedings of the Board meetings. The Board had no objection and decided that in the event there was any action takenorsubjects discussed which should not be published, the Clerk would be so advised. Report was received of the Lexington School Diphtheria Clinic held in 1947 and also a report of the communicable diseases for the period from April 16 to date. Letter was received from Dr. Alvin D. Kaplan, 71 Massachusetts Avenue, Arlington stating that he would appreciate having his name placed on file for future appointment of Inspector of Animals for the Town of Lexington. Report was received of the nineteenth meeting of the North Metropolitan Health Officers' and Agents' Conference held on March 31, 1948. The Conference voted to disapprove House Bill 1077 which would make it mandatory in cities for one member of a Board of Health to be a plumber. The following licenses, all renewals, were approved; A. Ave. Mass. Ave. Mass. Ave. Laconia St. u n Grove Street (ren. 0 Application was received from John Albasio, 38 Claremon Street, Somerville for permission to keep 500 poultry on Grove Street.. The Health Inspector reported that the applicant wants to purchase the land if he is allowed to keep poultry. There are two individuals who have built very nice homes up there and they strongly object to any chicken farm being permitted. Mr. Lamont stated that keeping 500 poultry would be conducting a business in a residential area. The Clerk was instructed to advise Mr. Albasio that because of objections raised by the abutters his application is denied, and that furthermore, the Board of Health has no authority to grant a permit to maintain a business in a residential area. Letter was received from the Town Accountant, together with abatement sheets prepared for the Board's signature if it is desired to abate the 1941-42-43 out- standing Health Department bills. Mr. McQuillan and Mr. Russell went down to the Tax Collector's Office and discussed this subject with him. The Chairman dictated a letter to the Board of Select- men stating that before any definite action is taken to abate these bills, the Board of Health would like to be assured that the individuals concerned are unable to pay, and that every effort has been made on the part of the Town to collect them. Mr. Russell brought up the subject of granting permits for the installation of cesspools on School Street. Mr. Lamont explained that this has been referred to the Town Counsel for an opinion. 1 15 Mr. McQuillan said that, knowing the conditions, he would not grant a permit. The Board voted to refuse, for the present time, permission for the construction of cesspools on School Street. Mr. Lamont reported that he had inspected the lunchroom at the Adams School. He said that the kitchen was clean but he found smoking there. He said that there are no provisions whatever or any attempt being made to sterilize the dishes and approximately 175 children are being served. About fifteen feet from the kitchen is a toilet *ith an open. top and no means of ventilation. It is claimed that the toilet is not used. He also reported that the food is prepared in the sink. The Clerk was instructed to write the School Department, calling attention to the above and advise that the Board of Health Rules and Regulations would have to be adhered to when school opens in the fall. Mr. Russell reco ended that the Lexington Visit- ing Nurse Associationsked to inspect Infant Boarding Homes and also Convalescent Homes. A member of the Board will discuss this subject at the next meeting of the Lexington Visiting Nurse Association. It was decided to amend the Health Rules and Regula- tions whereby it will be necessary to obtain a permit from the Board of Health to maintain convalescent homes. Mr. Russell agreed to Ir epare the amendment. The meeting adjourned at 5:00 p.m. A true record, Attest: ^'J ## It was also voted to re -appoint Miss Hazel J.
