HomeMy WebLinkAbout2018-04-05-COD-min Commission on Disability Meeting Minutes —April 5, 2018 Members Present: Victoria Buckley (Chair), Julie Miller, Francine Stieglitz, Michael Martignetti, Leonard Morse-Fortier, Susan Cusack Town Liaisons: Jim Kelly, Building Commissioner; Joe Pato, Selectman; Bonnie Teiteleman, Council on Aging; Jeffrey Toronto, Human Rights Committee Guests: Matt Daggett, Town Meeting Member Precinct 2 Agenda: 1. The minutes of the last meeting were unanimously accepted. 2. Matt Daggett from Precinct 2 asked to be heard about his Town Meeting Citizen's Article, Article 42. This involves a request to amend the zoning bylaws for SPRD's (Special Permit Residential Developments): to modify current zoning to include "affordable and age-restricted housing, to limit developable site area, unit size, and number of units . . . and set preservation of environment features". This is a complex issue. It does allow for an increase in affordable housing and accessible housing, which the Commission supports, but it is unclear whether developers would ever agree to build under these conditions. The modifications requested might inhibit development. The Commission decided that this should be brought to Town Meeting without a vote from the Commission. In the future we would like to see universal design embraced in new developments. 3. Jim Kelly was asked for an update on the construction projects in the schools. The Minuteman project is technically located in Lincoln. Clarke and Diamond School renovations and additions are still in progress. They are mostly done with some punch list work being done. Additional work is being done on parking at Diamond. They will be working on these sites during the April break. 4. An update on the secretary issue for the Commission was tabled until Shaun is present. (An update on who will act as secretary for the Commission.... 5. Busa Liquor is seeking a variance for their parking lot. The grade is 4% and addressing the grade issue is complex. They have 21 parking spaces of which they will lose two to provide handicapped parking. The plans are going to be digitized and sent to us. We need them to present the plans to us at a meeting. 6. The Center Streetscape Sub-Committee has been meeting without o being represented. The issue will come up in fall town meeting and we need to strategize how to approach this. 7. The update on the survey concerning disparate suspension rates for disabled and African-American students is that the survey will be distributed for a May 1 deadline.
