Minutes of Meeting
May 16, 2018
A meeting of the Recreation Committee was held on Wednesday, May 16,2018 at 6:30pm in the
Lexington Community Center Room 237.
Members Present: Lisah Rhodes, Sandra Shaw, and Ruixi Yuan
Members Absent: Rick DeAngelis,Jason Denoncourt
Staff Present: Melissa Battite,Director of Recreation and Community Programs, Thomas
Romano, Youth&Family Program Coordinator
Others Present: Deepika Sawhney, Tom Shiple,Keith Ohmart, Susan Kenyon, Michael Sprague,
Lisa O'Brien, and Kathleen Lenihan
1. Meeting Minutes from April 25,2018
Lisah Rhodes moved Ruixi Yuan seconded approval of the Recreation Committee Minutes of
April 25, 2018. The Recreation Committee voted 3-0 to approve the minutes of April 25,
2018.
2. Citizens and Other Boards—None
3. Liaison Reports
Sandra Shaw, liaison to the Bicycle Advisory Committee,reported that the Bike Walk Bus week
is happening May 12-20,there are many free activities for anyone to participate in. Lisah Rhodes,
liaison to the CCPAC,reported they met last week and worked on the goals to support and
promote activities and bump up CC expansion capital project and make it a priority.

5. LPS Late School Start
Kathleen Lenihan and Deepika Sawhney from the School Committee provided an update on the
Late School Start Task Force work. Kathleen: High school students are starting school too early,
the School Committee task force has proposed to start high school to 8:40am(current hours start
at 7:45am) currently some Middlesex schools are already changing the start time so it will affect
sports schedules among other schools. Melissa Battite reminded the group of the potential
negative budget impact of approximately$60k-$100k due to loss of revenue on the fields and in
the gyms. Melissa Battite also shared the importance of Community outreach to include all user
groups not only the school community so everyone can know about the possible late start.
Deepika Sawhney let us know that the next steps would be a public hearing on May 22°d,then
there will be three more school committee meetings, and then they will vote at the June 19t'

meeting. It would be implemented in the 2019-2020 school year. Kathleen Lenihan mentioned
that Lextended day would be able to run for 4 hours, but the fee would have to be increased.

Tom Shiple shared some thoughts on ways to minimize impact on youth sports, soccer starts at
3pm and ends at 5pm, he thinks the practices should only be 90 minutes long according to a
college professor he spoke to. Tom Shiple then recommended that in the 3rd and 4th week they
should cut the practices to 75 minutes. Games will be impacted no matter what. Tom Shiple was
asked by Kathleen Lenihan to follow up with the School Committee and Athletic Director about
his concerns. Sandra Shaw reminded the School Committee to keep in mind the other changes
that have to occur, sports have to be squared away and how much time the sports are going to
take at LHS. Gyms will be impacted, other service providers will be impacted. Melissa Battite
mentioned that the overall access to community facilities starting at 5:30pm now and beginning
later will be a big change.
6. ACROSS Lexington Update and Overview
Keith Ohmart and Susan Kenyon spoke from the Greenway Committee.
Keith informed the committee there are 28 miles of routes over 7 years, 8 different loops to get to
a different number of location, 13 conservation spaces connected to 5 rec areas. He also
mentioned that one of the goals was to encourage people to look at the open spaces the Town has.
He is very pleased about how the routes are currently being attended. Keith Ohmart wants to
create more formal passive recreation usage of the trails, he has talked with Melissa Battite and
Peter Coleman about this and plans are being discussed at the moment. Susan Kenyon mentioned
that an idea discussed with the Dana Home Foundation was creating a walk for anyone who
wanted a more relaxed and or meditative route. This would include stops for Tai Chi, meditation,
and stretching. The route would go from the Community Center to Cotton Farm. They hope to be
leading a series of walks so people are familiar with the paths. Keith mentioned that they are a
little bit over halfway done with routes around Town and have identified another 8 or 10 loops
that would add around 20 miles. They have been working with Conservation on a five year plan
to complete this. The Greenway Committee wants to put signs up near Adams Park Route J,
currently Adams is out to bid to have some work done. They would like to do a site visit with
DPW, surveying and permission would need to be given before signs are posted. Sutherland Park
trail Route K is already existing path, Greenway is looking to add more of a path on Sutherland
Park. They met with Conservation and did a conditional approval upon approval of easements
and private areas. Conservation and Recreation will be meeting about this matter. Lisah Rhodes, 1
move that the Rec Committee conditionally approves the Across Lexington request for signage
for Route K subject to coordinated meetings with Conservation. Ruixi Yuan seconds the motion
for K. The Rec Committee voted to approve this motion. Lisah Rhodes,I move that the Rec
Committee conditionally approves the Across Lexington request for signage for Route J,
conditional with coordination of construction and Conservation. Ruixi Yuan seconds the motion.
Rec Committee voted to approve.
7. Recreation Committee Goals for FY 19-20

8. Capital 5 Year Plan
Melissa Battite reports that
• The Town Pool is set to open June 2nd, and the grand opening of the pool on June 16th at
2pm.
• Adams Park project is out to bid,we are currently receiving recommendations from
ADA.

• The Athletic Lights at the Center Recreation Complex will include a neighborhood meeting in
June for all the abutters. This project will go out to bid late spring/early summer with the
estimated construction to take place September through November.
• The Center Track and Field Reconstruction project will host public meetings in the Fall
throughout the process to gain input from stakeholders and the community. This is estimated to
go out to bid in the fall with construction during the Spring and Summer 2019.
• An architect will be brought on board to begin feasibility study for the Old Reservoir Bath house.
• The quotes for the golf equipment is in process.
• Melissa Battite reported an overview of a recent meeting held with Capital Expenditures
Committee as a follow up to the Town Meeting vote regarding the Community Center Expansion.
Lisah Rhodes mentioned that she and Nancy Shepard from the Community Center Programs
Advisory Committee are going to meet with the CEC and figure out what the CEC views as the
next steps.
• The Recreation Committee has been invited to join the June 14th Summit of the Board of
Selectmen, School Committee, and CEC to discuss the 5 year master plan for capital planning for
the schools and the upcoming municipal projects.

2018 at 7:00pm in Room 237 of the Lexington Community Center.
The May 16", 2018 meeting of the Recreation Committee adjourned at 9:02pm.
