Members Present: Lisah Rhodes,Francesca Pfrommer, and Lisa O'Brien Members Absent: Rick DeAngelis,Ruixi Yuan Staff Present: Peter Coleman,Assistant Director of Recreation and Community Programs and Christine Dean, Community Center Director Others Present: Selectman Doug Lucente 1. Welcome New Committee Members Francesca Pfrommer has been a Lexington resident for almost 19 years. She has raised three children raised here and is a career educator, most recently a Lexington High School Math Teacher for 8 years. She was interested in becoming a Committee Member a few years ago and this year it seemed like a good fit for her to commit. Lisa O'Brien has lived in Lexington for 15 years. She has raised three children in Town, who actively participate in sports. She is an At-home Mother, a Co-Chair of SEPTA, although that appointment is ending. Lisa also worked closely with DPW to start the ice rink in Town. 2. Meeting Minutes from May 16,2018 Lisa O'Brien makes a motion to approve the minutes and Francesca Pfrommer seconded. The Recreation Committee voted 3-0 to approve the minutes of May 16,2018. 3. Citizens and other Boards Doug Lucente updated the Committee on the Goal Setting meeting where 52 goals were prioritized by the Board of Selectman. He relayed that the Board knows that there is support for the Lexington Community Center expansion in the community. The goal for acquisition of playing fields was number 39,but it was not very defined and Mr. Lucente believes there will be more discussion and it will likely rise to a higher goal in the future. He points out that a big theme of the meeting was capital planning. He commends Recreation for being very good at putting forth a capital plan each year. He also states that the Town is ready to do another inventory for the Town as there hasn't been one in about 5 years. Mr. Lucente also brought up during the meeting that the need for additional after school and recreational space will grow as the population of school-aged children continues to grow. 2 4. Liaison Reports Lisah Rhodes reported on behalf of the Bike Committee that there will be a celebration for the 25th anniversary of the bikeway on September 291h. Mr. Lucente asked who the liaison assignments are for Recreation, to which Ms. Rhodes responded Community Center Program Advisory Committee,Lincoln Park Sub-Committee, and Community Preservation Committee. He questioned if the Bicycle Committee is a true liaison as Sandra Shaw, former Committee member, would give updates each month. Mr. Lucente stated that he would look into it further. 5. Liaison Assignments • Community Center Programs Advisory Committee Ms. Rhodes reported that a group met that afternoon with two candidates for the CCPAC. Ms. Pfrommer stated that she is interested in becoming the liaison but a little hesitant about the time commitment. Ms. Rhodes explained the role of the CCPAC liaison,the need to participate in sub committees, and the concerns over quorum and attendance. Ms. Rhodes explained that the July Recreation meeting will be at the Pine Meadows Golf Club and there will also be an opportunity to go on a bus tour of the Town to visit Recreation facilities later in the year. The August meeting is planned to be a joint meeting between Recreation and CCPAC. Ms. Pfrommer agrees to fill the CCPAC role,provided she can request assistance as needed. • Lincoln Park Sub-Committee The last time the Lincoln Park Sub-Committee reported back to the Recreation Committee was back in November. Ms. Rhodes described the Granite Forest project in response to Lisa O'Brien's inquiry. She added that it has been difficult to get them to come to the Recreation meetings. Discussion continued around the formation and mission of the subcommittee. Ms. O'Brien offered to fill the liaison role. • Community Preservation Committee Ms. Rhodes expressed that she would like to transition to the CPC liaison. Peter Coleman recommends that we formalize with a vote at the July meeting when Rick DeAngelis and Ruixi Yuan are present. 6. Capital 5 Year Plan and Updates Peter Coleman presented the capital project updates. He reported that the Center Lights are not out to bid yet but estimated they would go out over the summer and the project is scheduled to begin in September. The current plan is for Center I &2 to be offline in the Fall. With regards to the Center Track reconstruction project,the planning process for this project is well underway. Staff met last week with Naomi Martin, Lexington High School Athletic Director, and with the Design Review Team(DRT)today to review the scope of the project and to collect feedback before the project moves forward. There will be a series of neighborhood meetings to gather feedback and input from the various stakeholders and community at large. The intent is to bring all of the track and field elements onto this one site as compared to being spread out across the complex as they are currently. Construction is scheduled to begin is late Spring 2019 once the high school and middle school track season is nearing completion. It is anticipated that this renovation projects will last multiple seasons as this is quite an undertaking. Ms. Pfromnner asked if it is too early to say what the backup plan will be for football and who will have the final say on the design of the Center project. Is there a timeline, and do we ever have to go back to Town Meeting and ask for more money than was approved. Lisa O'Brien stated that has happened,but only if there are unforeseen circumstances. Mr. Lucente pointed out that he was contacted by LHS graduate and soccer player, Ethan Zohn. Mr. Zohn has 39 MARRETT ROAD,LEXINGTON,MASSACHUSETTS 02421 3 concerns about the surface of the field and feels it is important to be aware of the opinion that synthetic turf fields are harmful. Regarding the Old Reservoir bathhouse project, Mr. Coleman reported that based on the results of the design phase,we will be going back to Town Meeting in the spring to ask for money for full construction or renovation of the bath house. It is repeated that Boards are in support of Community Center expansion but stress the importance of financial modeling and the timing. The Town Pool was fully operational as of June 16th. There are still items to be completed and rectified. The grand re-opening is schedule for June 23`d at 2pm. Mr. Coleman explained that staff will be working on the capital plan soon and then it will come before the Recreation Committee in August, followed by a vote in September, and then presented in the fall. Mr. Lucente inquired what the most taxed recreational facility is in Town,to which Mr. Coleman replied,the multi-purpose fields for used soccer,ultimate frisbee, field hockey, lacrosse, and cricket. 7. Recreation,Community Programs and Parks Reports (see attached) In response to the report provided, Mr. Lucente asked if there will be signage/rules of play available at the pickleball courts. Ms. Pfrommer suggested that if a teen interview workshop be offered in the future staff, should reach out to the Guidance Department to see if they can recommend specific students that would benefit. The next meeting of the Recreation Committee is scheduled to take place on Wednesday,July 25 , 2018 at 6:00pm at the Pine Meadows Golf Club.
