SELECTMEN'S MEETING
September 23, 1946
A regular meeting of the Board of Selectmen was
held in the Selectmen' s Room, Town Office Building on
Monday evening, September 23 , 1946 at 7 :30 p.m.
Chairman Potter, Messrs. Locke, Sarano and Paxton were
present. The Clerk was also present.
Request At 7 :30 p.m. Mr. Joseph H. DeFoe, Supt. of Public
For Street Works, appeared before the Board.
Light on A petition was received dated September 11, 1946 re--
Lisbeth questing the installation of a street light on Lisbeth
Street Street. The Board requested the Supt. of Public Works
Granted to inspect the locality and submit a recommendation to
the Board.
Mr. DeFoe informed the Board that he had visited
Lisbeth Street and would recommend that the petition be
granted.
Mr. Paxton moved that the Supt. of Public Works be
authorized to request the installation of one street
light on Lisbeth Street. Mr. Locke seconded the motion,
and it was so voted.
Mr. DeFoe said that in going over what is eligible
for Chapter 90 work, he found that he could use on
$3 , 000 honing and sealing about 0,000 or $10,000.
Chapter 9C Mr. Paxton suggested that a certain amount of money
Mainten- be included in the Highway Maintenance Fund so that the
ante Supt . of Public Works could take out from that fund what-
ever amount is allocated by the State and County.
Mr. Paxton moved that Mr. DeFoe be authorized to
request the sum of $3 ,000 for Chapter 90 Maintenance.
Mr. Locke seconded the motion, and it was sovoted.
Grove Mr. DeFoe said that he did not believe there would
Street be much work done on Grove Street.
Chapter Mr. Locke asked if an entry had been made, and
90 Mr. DeFoe replied in the affirmative .
The Chairman asked if the Town had done any work
on Grove Street, and Mr. DeFoe replied in the negative.
Mr. Paxton explained that when a layout is made,
the Town must make an entry within two years or else
the account becomes void. He said that an expenditure of
a very small amount of money will serve the purpose r
cutting down a couple of trees will do the job.

Mr. DeFoe said that he understood that some of the
money appropriated would have to be used. He said that he
thought he should ask for $7500 for next year in addition to
the amount which we already have.
The Chairman said that he thought the Supt. of Public
Works might as well ask for this amount . He also suggested
to Mr. DeFoe to do some work on Grove Street to keep the
account active.
Mr. DeFoe said that he would like authorization to sell
a 1937 Chevrolet body and hoist. He said that he thought Sell
that he should have a new body and hoist . Body &
Mr. Paxton moved that Mr. DeFoe' s request be granted, Hoist
Mr. Sarano seconded the motion, and it was so voted.
Mr. Paxton asked if the Supt. of Public Works could Outline
tell him roughly what work he has lined up for the rest Public
of the year. Works
Mr. DeFoe said that he has Sarano and Couette Program
developments, Fair Oaks, Terrace water main, and they are for rest
now working on Coolidge Avenue. He said that he also has of 1946
Tarbell and Taft Avenue, Liberty and Blossom Streets.
The Chairman suggested that the water main in Fair
Oaks Terrace be lain in preference to the Follen Hill
development. He said that he understood that no lots have
been sold.
The Chairman said that Mr. Gordon Osgood, 573 Marrett Street
Road, had called him and requested a shade for the street Light
light in front of his residence. Shade
Mr. Paxton said that the Department of Public Works Request
had regular forms for the abutters to sign pertaining to
such requests.
Mr. DeFoe agreed to take care of the matter.
He retired at 7 55 p.m.
The Chairman read a letter from the Clerk of the Board New dates
of Registrars stating that dates for new registration for Reg.
of voters as follows :
Tues. , Oct 1, 1946 Town Office Bldg. 7:00 p.m. to 9:00 p.m.
Tues. , Ocg.8, 1946 Town Office Bldg. 2:00 p.m. to 5 00 p.m.
7 :00 p.m. to 5 :00 P.M.
Wed. , Oct. 16, 1946 Town Office Bldg. 12:00 noon to 10:00 p.m.
Petition was received from the Middlesex and Boston Legal
Street Railway Company for a license to operate buses Opinion
over three new routes in Lexington. on Bus
Mr. Locke moved that the request and a copy of the Permit

present licenses form be referred to the Town
Counsel for his opinion before granting the license.
Mr. Paxton seconded the motion, and it was so voted.
Mr. Rowse arrived at 8:10 p.m.
The Board gave further consideration to Mr.
Vincent R. Ignico's offer of $150 for Lots 11y. 12, and
Advertise 13 , Block 17, Reed Street.
Lots 11, 12, Mr. Paxton moved that a proposal to sell the lots be
and 13 advertised in the Lexington Minute-Man, and that further
Block 17, consideration be given at the next meeting of the Board.
Reed St. Mr. Locke seconded the motion, and it was so voted.
The Board gave further consideration to Leslie T.
Wood' s offer of $250 for Lots 128 - 135, Webb Street, and
Lots 160 -189, Young Street.
Advertise Mr. Sarano moved that a proposal to sell the lots
Lots 128- be al:ivertisedL in. the Lexington Minute-Man, and that
135, Webb further consideration be given the offer at the next
St. , Lots meeting of the Board. Mr. Locke seconded the motion,
160-189 and it was so voted.
Young St.
Application was received from the Veterans of
Foreign Wars for permission to use Estabrook Hall and
V.F.W. a conference room on the evening of October 9, 1946
Use of from 8:00 p.m. to 10:30 p.m.
Hall The Clerk was instructed to inform the organization
that this use will be granted free of charge, but in the
future a charge of $15 will be made for the use of
Estabrook Hall with or without a conference room.
Letter was received from Fletcher W. Taft, that
Pictorial inasmuch as he was moving out of town, it would be
Town Rep. impossible for him to serve on a committee to prepare
Committee a Pictorial Town Report.
Mr. Rowse moved that Mr. Nelson Bennett, 315 Follen
Road, be invited to serve on the Pictorial Town Report
Committee. Mr. Sarano seconded the motion, and it was eo
voted.
The Chairman read a letter from Alfred F. Tropeano,
Five-ft. stating that the Selectmen had recently written to Mrs.
Strip of Elizabeth Leighton of Belmont regarding a five-foot strip
Land of land along Swan Lane, adquired by the Town and held
Along under Tax Title.
Swan Mr. Tropeano said that he understood that the Town
desired to retain this strip in order to widen Swan Lane
Lane to a forty-foot street, and that Mrs. Leighton had been

requested to deed an additional ten feet of this land to
the Town in order to make the widening possible. Mr.
Tropeano recommended that the Town Engineer prepare a
plan showing the course of the ten-foot strip desired, and
upon the completion of the plan the present owner will
execute a deed or a _release of all damages to the Town.
The Chairman informed the owner that no such letter
had ever been written to Mrs . Leighton, and no one in the
Selectmen' s Office had discussed the matter with her. He
said that he believed that she had conversed with the
Assessor' s Office.
The Clerk was instructed to inform Mr. Tropeano that
no contacts had been made between Mrs. Leighton and the
Selectmen' s Office.
At 8:30 p.m. Mr. Roland Greeley, Chairman of the
Committee off School Sits, appeared before the Board. Art. in
Mr. Greeley said that he understood that the Warr. Re:
Selectmen had written to Mr. J. Willard Hayden, relative Aldrich
to the Article inserted in the Warrant by the Committee Property
on School Sites pertaining to the so called Aldrich as Sch. Site
property.
The Chairman explained that the Town Counsel had
written an opinion that inasmuch as the Town had accepted
this property from Mr. Hayden upon the conditions outlined
in the deed, it could not be used for any other purpose
without the doner's permission.
Mr. Hayden refuses to permit the property to be used Selectmen
for other than recreational purposes. The Chairman to reeomm.
further stated that because of these facts, the Selectmen Indef.
recommend indefinite postponement of the Article . Postpon-

The Chairman informed the Board that the Chief of Police
Police would like the use of Estabrook Hall the week Officers
of October 7, 1946 for a Police Officers School. The School
police officers of Lexington and several surrounding Estabrook
towns will attend the school.
The Board had no objection.
The Chairman informed the Board that there is a
large group of petitions requesting the acceptance of
streets. It is suggested that the necessary engineering
work be started as soon as possible.
Mr. Rowse moved that the petitions be referred to the
Supt. of Public Works for his consideration and to find Street
out whether or not he would recommend letting them out Acceptance
on contract. Mr. Sarano seconded the motion, and it was
so voted.

It was suggested that Mr. Paxton confer with
Mr. DeFoe and have an estimate of the street
construction and also an estimate of the drainage
construction of each street.
