SELECTMEN'S MEETING
August 14, 1946 11
A special meeting of the Board of Selectmen was held
in the Selectmen's Room, Town Office Building, on Wednesday
evening, August 14,1946. Chairman Potter, Messrs. Locke
and Paxton were present. The Clerk was also present. Mr.
Rowse arrived at the meeting at 8 20 p.m. Mr. DeFoe, Supt.
of Public Works, attended the meeting.
Mr. DeFoe stated that he thought the Public Works
Salaries employees expected to receive at least as mach money as
they are now getting with less hours . They have asked for
an eighteen cents per hour increase. He said that he
thought they would be satisfied with a 44 hour week and
48 hour pay.
The Chairman asked Mr. DeFoe about the office
employees.
Mr. DeFoe replied that two girls in his office are now
receiving $25.30, and one is receiving $25.00 per week. He
said that he had talked with them and they feel that they
should receive four or five dollars more per week. However,
he thought that they would settle for a four dollar increase.
He said that the clerks also felt that they should be
classified as Senior Clerks.
Mr. Paxton said that there used to be a girl employed
in the Water Department as Water Registrar, and she was the
second highest paid clerk in the building.
The Chairman said that he had talked at length with
George W. Emery, Chief Engineer of the Board of Fire
Engineers, relative to salaries.
Mr. Emery stated that the firemen prefer twenty-four
hours on and twenty-four hours off, rather than an increase
in wages.
The Chairman stated that he also spoke to the Chief of
Police, who informed him that the men in his department are
interested in a salary increase only.
Mr. Paxton said that he believed that the Board should
make its decision on a 48 hour week, so that when the time
comes, they can go back on a 44 hour week if necessary. He
said that the rates of pay should be based on normal work
weeks of 44 hours and the men will still receive time and a
half after 4:30 p.m. and before 8:00 p.m.
Mr. DeFoe stated that the men are desirous of work-
' ing only 44 hours .
Mr. Paxton said that he believed that with the amount
589
of work to be done and the number of men, it would not be
possible to work a 44 hour week .
The Chairman suggested a 48 hour week with the same
take-home pay, and then meet the 44 hour week when the
time comes.
Mr. DeFoe suggested working a 48 hour week and having
Saturday afternoon off.
It was agreed that the men in the Public Works Depart-
ment are to work a 48 hour week with the same take home
pay that they are now receiving.
The matter of sick benefit was discussed at length.
Mr. DeFoe reviewed the petition submitted on Monday
evening, August 5, 1946.
Mr. Locke suggested drawing out the first two days
and making a fifteen day period more liberal.
Mr. Paxton said that he thought consideration should
be given to the length of time an employee has worked for
the Town.
It was agreed to omit the first two days pay and to
pay from the third day on4 require a doctor's certificate
on the third day, and to have the sick leave build up to
45 days for three years.
Mr. Locke retired at 8:04 p.m.
It was decided to postpone any decisions relative to
salary increases for the Town employees, inasmuch as only
three members of the Board were present.
The Chairman suggested that the Board consider the
matter further on Thursday evening, August 15,1946 after
the joint hearing with the Board of Appeals.
