0.4SELECTMEN'S MEETING
July 11 , 1946
A special meeting of the Board of Selectmen was held
in the Selectmen' s Room, Town Office Building, on Thursday
evening, July 11 , 1946, at 7 30 p.m. Chairman Potter,
Messrs. Locke and Paxton were present. The Clerk was also
present. The members were notified of this meeting by a
notice mailed on Tuesday, July 9, 1946.
At 7 30 p.m. Mr. Joseph H. DeFoe , Supt. of Public
Works, and Mr. John T. Cosgrove, Town Engineer, appeared
before the Board.
Mr. DeFoe informed the Board that the three lowest
bids for the construction of the Manor Sewers are as
follows:
C & R- $140,223; Edward Matz - $146,176. 50, and V. Barletta
Co. - $160, 558.90.
Award Upon motion of Mr. Paxton, seconded by Mr. Locke, it

Lexington triplicate and then to submit it to the Board of Selectmen
Sewer for signatures.
C & R Upon motion of Mr. Paxton, seconded by Mr. Locke, it was
Construction voted that the Town Treasurer be requested to take bids on a
loan of $170 ,000, in accordance with the vote passed by the
adjourned Town Meeting held on March 25, 1946 under Article
30 .
The Chairman informed the Board that it would be
necessary to request the Appropriation Committee to transfer
sufficient funds to the Engineering Department - Personal
Services Account to pay John Lichtenberg at the rate of
$34.50 per weak.
Mr. Paxton moved that the Appropriation Committee be
requested to transfer the sum of $204.75 from the Reserve
Fund to the Engineering Department - Personal Services
Account to take care of the salary increase from 28 per
week to $34.50 per week, approved for:-,john Lichtenberg.
Mr. Locke seconded the motion, and it was so voted.
At 7:55 p.m. Charles H. McLaughlin of the Custom
Built Homes, Inc. and Mr. Garrett appeared before the
Board.

It Board of Survey hearing was held on Monday, Custom
July 8, 1946 upon the application of Custom BuilBuilt Hms
Homes, Inc. but because of the fact that plans and Re: Board
profiles were not complete, the hearing was adjourned of Survey
for two weeks. Layout
Mr. McLaughlin explained that if he had to wait
for two weeks, it would be necessary for him to lay off
sixty men and he stated that he now had his plans ready,
also a bond in the amount of $1, 100 and an agreement required
by the Board of Survey.
The Chairman asked if Mr. McLaughlin felt that the
plans would conform to the area which they intend to lay
out at some future date, and Mr. McLaughlin replied in the
affirmative. Mr. Cosgrove confirmed this.
Mr. Garrett asked if the bond should be left with the
Board this evening .
The Chairman replied that the Board of Survey should have
the bond before the plans are signed.
Mr. Paxton said that the plans for drainage construction
conform to what the Engineers require, but that it will be
impossible for the Board to approve the plans this evening
because on Monday, July 8, 1946, the Board of Survey was
adjourned for two weeks. He said that if everything is in
order as it seems to be, according to the Town Engineer, Mr.
McLaughlin would have to assume the responsibility of going
any further with the development before the plans are signed.
Mr. Paxton also stated that the Building Inspector could
not make out a building permit until the layout has been
approved by the Board of Survey, but that he could inspect the
excavation and footings so that Mr. McLaughlin could continue
the cement pouring. Mr. Paxton further emphasized that Mr.
McLaughlin would have to take the chance himself in the event
that some objection would be voiced at the adjourned hearing.
Mr. Garrett mentioned the period of time in the agreement.
Mr. Paxton stated that that would depend upon Mr.
McLaughlin and Mr. DeFoe.
Mr. McLaughlin said that the bonding company recommends
an eighteen month period but he expects to have 250 houses
erected before that time. He said, however, that it is
impossible to tell how quickly material will come in.
Mr. DeFoe said that he believed the eighteen month period
would be all right.
Mr. Paxton said that the only thing for Mr. McLaughlin
to do now is to submit the plans to the Building Inspector
who will, through instructions from the Suptl of Public Works,
inspect the foundations. He stated that Mr. McLaughlin
could go ahead until the agreement is signed and then the
Building Inspector will issue permits, but this procedure will
be the responsibility of Mr. McLaughlin.
The group retired at 8 15 p.m.
