Chairman Mr. Locke Movie Permit SELECTMEN'S MEETING March 12, 1945 A regular meeting of the Board of Selectmen was held in the Selectmen's Room, Town Office Building, on Monday evening, March 12, 1945 at 7:30 P.M. The members were notified of this meeting by a notice mailed on March 9, 1945. Messrs. Locke, Rowse, Sarano, and Sheldon were present. The Clerk was also present. Mr. Sheldon moved that the Clerk be appointed Temporary Chairman pending the election of the permanent Chairman. Mr. Sarano seconded the motion, and it was so voted. Mr. Locke then moved that Mr. A. Edward Rowse be elected Chairman of the Board of Selectmen for the ensuing year. Mr. Rowse stated that he would prefer not to accept the nomination, inasmuch as it would be impossible for him to devote the time required. Mr. Locke said that, under the circumstances, he was willing to withdraw the motion. Mr. Rowse then moved that Mr. Errol H. Locke re-elected Chairman of the Board of Selectmen for coming year. Locke Mr. Locke thanked the Board for its continued faith in him, and said that he would be happy to continue to serve as Chairman for the coming year. He then presided over the meeting. At 7:40 P.M. Mr. Charles D. Allen appeared before the Board. Mr. Allen said that he planned to open up an eaectric appliance shop, and would like a permit to show movies on the progress of electricty in the rear of his store. In connection with the movies, there would be a loud speaker and the sound might possibly be heard on the street. Mr. Allen said that he wanted the permit for Friday and Saturday nights only, to advertise the open- ing of his store. 00 a 1 1 the the The Chairman said that if the movies were shown inside store and the sound machine were also operated inside building, there would he no need of a permit. Mr. Allen retired at 7:45 P.M. The Clerk submitted a list of the Annual Appointments. Upon motion of Mr. Sheldon, seconded by Mr. Sarano, it was voted that the following appointments, effective April 1, 1945, be made. Terms of one year unless otherwise noted. Mr. Rowse moved that the Lexington Visiting Nurse Association be written to determine whether or not that association would be willing to have a nurse placard houses upon receipt of notices of contagious diseases which require posting. Mr. Sheldon seconded the motion, and it was so voted. (Formerly a duty of the Town Physician) Mr. Rowse then moved that the Town Physician be advised that his services are no longer required. Mr. Sarano seconded the motion, and it was so voted. TOWN ARLINGTON BELMONT The Board decided to have Mr. John Lamont continue as Health Inspector and Milk Inspector until such times as a separate Board of Health is appointed. Mr. Paxton appeared before the Board at 8:00 P.M. He presented a schedule showing comparative prices on snow removal. The Chairman said that he had received complaints relative to the street lights being turned out so early in the morning. Mr. Paxton said that it would cost approx- imately $72.00 if the early morning street lighting were continued for the rest of the month. Mr. Sheldon moved that Mr. Paxton be author- ized to instruct the Boston Edison Company to continue early morning street lighting until April 1, 1945. Mr. Sarano seconded the motion, and it was so voted. 115 Continue Lamont Positions Snow Removal REMARK time & half for driver after 4:30 Early Morning Street Lighting 116 Mr. Paxton retired at 8:15 P.M. and Mr. Howard S. 0. Nichols, Chairman of the Board of Retirement appeared before the Board. Retirement He presented a letter from the Town Counsel System in reply to his inquiry regarding the effect of the proposed acceptance by the Board of Selectmen of G. L. Chapter 32, Sections 56 - 60, on the present Contributory Retirement System. Mr. Rowse asked what the difference was between the present Contributory Retirement System and the State Retirement System under Chapter 32. Mr. Nichols replied that this new system is more liberal. He informed the Board that the new system is non-contributory, and under the new plan, the entire expense would be borne by the Town. He further stated that the amount the Contributory Retirement System pays is fixed by the actuaries of the State and Board of Retirement has no author- ity to make any changes. He said that the Board of Retirement may satisfy themselves that an individual is incapacitated and qualified for retirement and than appeal to the State actuaries as to what the monthly payment will be. Mr. Nichols said that the new system would affect only veterans of the Spanish American War and World War I. Held Over The Board felt that this matter was of sufficient importance to be studied and more detailed information obtained. Mr. Sheldon suggested that comparative costs to the Town under Chapter 32, as compared with the Retirement retirement at the present time, be secured. The Chairman said that he would write A. Irving Dodge and advise him that a complete study would be made, after which he would be advised. Clothing Collection Certificate of Incorporation The Chairman read a telegram received from Henry J. Kaiser, Chairman of the National Clothing Collection, asking whether or not the local Rotary Club President had called in community leaders to form a representative committee. If not, the Chair- man of the Board of Selectmen would then be asked to accept Chairmanship of the Committee. The Chairman said that Mr. Bateman, President of the Rotary Club, has already received a telegram on the same subject, and had already commenced the organization of a committee. Notice was received from the Secretary.of the Commonwealth advising that application had -been made by the following individuals for a certificate of incorporation under the name of the Lexington Club, Inc. 00 ori 1 117 Thomas G. Mr. Rowse moved that the application be approved. Mr. Sheldon seconded the motion, and it was so voted. Application was received from the Lexington Choral Society requesting the use of Cary Memorial Use of Hall on the evening .of Thursday, April 26, 1945 Hall for a rehearsal and also on the evening of Friday, April 27, 1945 for a concert. Mr. Rowse moved that the use of the hall for the rehearsal be granted free of charge, and that the use of the hall for a concert be granted, subject to a twenty dollars charge. Mr. Sheldon seconded the motion, and it was so voted. At 8:50 P.M. Mr John A. Lyons, Chairman of the Board of Public Welfare, appeared before the Board, and stated that the Welfare Department Town Report would be ready March 19, 1945. Welfare Mr. Rowse asked Mr. Lyons if his board could Town Report approve a change in the salary schedule of one clerk in the Public Welfare Department without approving a change in the schedule for the other members of the department. Mr. Lyons replied in the affirmative. Salaries Mr. Lyons stated that the salary of the Temporary Senior Clerk could not be increased unless the new compensation plan were accepted. He said that most of the cities and towns have accepted the new compensation plan. Mr. Rowse asked Mr. Lyons if he would find out from other cities and towns what was being done for employee -8 in the Welfare Department relative to a bonus, and whether or not the Welfare Department were being handled separately from the rest of the Town employees. 118 19th of April Licenses Special Police Officers Mr. Rowse also asked if Mr. Lyons would find out whether or not the new salary schedule had been accepted by the other towns and,'1fr:so, would a bonus also be paid to the employees. Mr. Lyons retired at 9:10 P.M. The Chairman read a letter from the Citizens' Public Celebrations Association of Boston pertain- ing to the observance of Patriots' Day, April 19th, 1945. The Clerk was instructed to forward the cor- respondence to Mr. Albert G. Frothingham, Secretary of the Lexington Patriots' Day Committee.
