SELECTMEN'S MEETING
January 22, 1945. '
A regular meeting of the Board of Selectmen was
held in the Selectmen's ROOM, Town Office Building, en
Monday evening, January 22, 1945, at 7:30 P.M. The
members were notified of this meeting by a notice mailed
January 18, 1945. Chairman Locke, Messrs. Potter, Rowse,
Sarano and Sheldon were present. The Clerk wan also
present.
Jurors At 7=30 P.M. Mr. James J. Carroll, Town Clerk,
appeared before the Board for the drawing of three jurors.
John E. Johnson, Roofer, 8 Cary Avenue, was drawn
to serve on the First Session, Criminal Business, at
Cambridge, beginning tuesday, March 6, 1945.
Frank J. Love, Jr. , Boston Edison Company, 3
Wallis Court, was drawn to serve on the First Session,
Civil Business, at Cambridge, beginning Mondgr , March 5, 1945.
Joseph Johnston, Greenskeeper, 14 Walnut Street,
itas drawn to serve on the Second Session, Civil Business,
at Cambridge, beginning Monday, March 5, 1945.
Mr. Carroll asked the Beard whether or not it would
Census be advisable to commence the Decennial Census Listing.
Listing He said that if he were to start now it would be necessary
to request a transfer because there is no money available
until the appropriation in March.
The Board felt that it would be better to wait until
after Town Meeting before expenses were incurred relative
to the Census.
Mr. Carroll retired at 7:45 P.M., and Mr. Paxton
appeared before the Board.
The Chairman stated that a hearing was scheduled to
be held on February 9, 1945 at 10:00 P.M. relative to
Hearing on the Bedford, Concord, Lincoln relocation of Virginia
Virginia Road in Concord, and requested Mr. Paxtbn to attend on
Road behalf of the Town.
Mr. Paxton retired at 8:05 P.M., and Mr. John A.
Lyons, Chairman of the Board of Public Welfare, appeared
before the Board.
The Chairman stated that the question had arisen
pertaining to the control of Civil Service over salaries.
Welfare Mr. Lyons stated that the Civil Service has a
Salaries Statutory right to set the salaries, and the schedule
calls for step-rate increase which become effective whether
the Board of Selectmen approve or not.

' Mr. Rowse asked if the bonus were added as a salary
increase would the Board of Publio Welfare give the Clerks
the advantage of a step-rate increase.
Mr. Lyons said that he would obtd. n full information
relative to the Civil Service increases and advise the
Board.
The Chairman said that in view of a r sport received Town
from Mrs. Casey the Board of Selectmen were in favor of Physician
discontinuing the appointment of a Town Physician at a
yearly salary, and to pay Whatever physician is called
for each visit.
Mr.. Lyons said that he would be infavor of this
fiction.
The Chairman read a letter from Stephen F. Hamblin
stating that there is a bill coming bn at the State
House requiring all Cities and Towns of a pertain population
to have an official officer for rehabilitation, under Official
state control in part, to meet all returned veterans. Officers

Mr. Lyohs said that this was the first he had heard
' of any such bill.
It was decided to contact Representative Ferguson,
and to ask him for a report relative to this matter.
Mr. Lyons retired at 8:25 P.M.
The Chairman read a letter from John Lamont,
Health Inspector, relative to an alledged complaint con-
cerning the use of the Newcomb & Dailey Garage on Bedford
Street. Mr. Lemont stated that the garage is owned by Newcomb &
Eugene Viano and rented to H. J. Halloran who uses it Daily
for the purpose of storing his trucks during the cold Garage
weather. He further stated that the garage is kept clean Report
and Mr. Halloran has agreed to vacate the premises not
later than April 1, 1945, at which time he will sprgy and
disinfect the building, and thus eliminate the possibility
of a nuisance from flies or any offensiww odor.
The Middlesex County Assessment for 1944 was received

A letter was received from harold T. Cowan offering
$50.00 for Lot 32:, Summit Avenue, Lexington.
Cowan Upon motion of Mr. Sheldon, seconded by Mr. Serene,
Tax Title it was voted to advise Mr. Cowan. that the lowe@t price
Offer acceptable to the Board for this particular lot is
$75.00.
Tax Title A letter was received from Helen H. May offering
Property $10.00 each for Lots 1, 3, 4, Block 73, Pine Street,
and lots 1-7 inclusive, block 74, Valley Road, Lexington.
The offer was held over for one week for further

Use of Sportsman's Club, I . for the use of Estabrook hall on
Hall the evening of January 31, 1945, from 8:00 P.Y.
to 10:00 P.M. for a meeting.
Mr. Rowse moved that the use of the hall be granted,
free of charge. Mr. Sheldon seconded. the motion, and
it was so voted.

Town Meeting finally decided to hold the Adjourned Town Meeting on
Monday evening, arch 28, 1945.
At 8:30 P.M. the following members of the Appropriation
Budgets Committee appeared before the Board to discuss. bu�gets :
Chairman Hoyt, Messrs. Winlock, J. Milton Brown, onald
Brown, ewhall, Hynes , and Mr. White Ex-officio and
Town Accountant.
The Clerk retired at 8:30 P.M. and returned to the
meeting at 8:50 P.Y.
Budgets were then considered, and the following

The salary of the Assistant Town Engineer was
approved in the amount of $50.00 plus 15%, making
a total of $2,902.09. The salary of the Transitman was
approved in the amount of $37.00 plus 15%, making
a total of #1,930.17.
The salary of the draftsman was approved in the
amount of $30.00 plus 15%, making a total of $1,741.25
