HomeMy WebLinkAbout1944-03-13*x* SELECTMEN'S MEETING March 13, 1944 A regular meeting of the Board of Selectmen was held in the Selectmen's Room, Town Office Building, on Monday, March 13, 1944, at 7:15 P.M. Messrs. Rowse, Potter, Locke, Sarano and Sheldon were present. The Clerk was also present. It was decided to postpone organizing the Board until the next meeting to be held on Tuesday, March 14, 1944, due to the lack of time before Town Meeting. Mr. Rowse acted as Chairman. Application was received from Gretchen B. Reed for permission to use Estabrook Hall on March 27, 1944, from 2:30 P.M. until 4:30 P.M., for the purpose of organizing a Lexington League of Women Voters. Mr. Potter moved that the use of the hall for this purpose be denied. Mr. Sarano seconded the motion, and it was so voted. Mr. Rowse read a letter from John Lamont, Health Inspector, stating that the cesspool on the property at 84 Baker Avenue, Lexington, owned by John A. and Katherine A. Hilton of 70 Baker Avenue, was overflowing and causing a condition which is a menace to the public health. Mr. Lamont stated that Mr. Hilton had been requested to abate the nuisance, and given a ten- day period in which to comply with the request. He inspected the premises again today and found the condition unchanged. Mr. Lamont recommended that the Board of Selectmen, acting as the Board of Health, order that the condition be abated immediately. Mr. Potter moved that John A. and Katherine A. Hilton of 70 Baker Avenue, Lexington, owners of the property at 84 Baker Avenue, be ordered to remove the nuisance and source of filth within three days from the date of service of the order. Mr. Sheldon seconded the motion, and it was so voted. Letter was received from Stewart Cairns, Radio Aide of the Lexington Committee on Public Safety, requesting that the renewal application for the A.R.P. radio's be signed. Mr. Sheldon moved that the license be signed. Mr. Locke seconded the motion, and it was so voted. Letter was received from Rev. William J. Desmond, requesting permission to conduct the Sacred Heart Church's Annual Carnival on the Viano grounds, East Lexington, the week of June 11, 1944. 429 Use of Hall Hilton Cesspool Menace Order Letter was received from the Commonwealth of Massachusetts, Department of Agriculture, approving the nomination of Chester L. Blakely as Inspector of Animals for the Town of Lexington. Mr Potter moved that Dr. Blakelybe ap ointed Inspector of Animals for the year endingdMarchi 31, 1945. Mr. Sheldon seconded the motion, and it was so voted. A.RP. Radio License Sacred Heart Carnival 430 Mr. Potter moved that the request be granted, subject to the approvaloithe owner of the property. Mr. Locke seconded the motion, and it was so voted. Upon motion of Mr. Sheldon, seconded by Mr. Locke, it was voted to approve the following licenses: Louis J. Reynolds 1736 Mass. Ave. Overhanging Sign Sacco Rubbico Bowling Alleys 1770 Mass. Ave. " " John S. Burns 93 Mass. Ave. " " William Viano 1794 Mass. Ave. " " Edgar Thivierge 1752 Mass. Ave. a " Mr. Rowse said that he had come to the conclusion that the Town is not prepared for a decision on the location of the Central Fire Station. The Board discussed the matter and felt that the citizens should be given more time and more information before deciding this question, and a Town Meeting possibly could be called some- time prior to July 1, 1944, to consider the question. Mr. Sheldon moved that the Board of Selectmen recommend indefinite postponement of Articles 30,31,32 and 33, for the purpose of further study and consultation with the interested parties by the Board of Selectmen, in an endeavor to reach an agreement; the Board of Selectmen to call a special Town Meeting in the near future to consider the entire problem. Mr. Locke seconded the motion, and it was so voted. The item for Snow Removal - Expenses under Article 2 was changed from $12,500.00 to $9,000.00. Chief Rycroft appeared before the Board at 8:55 P.M. Mr. Rowse explained that the application for a peddler's license which came in a week ago from John B. MacDonald had been held over because of a conviction on February., 17, 1944 of short weight. Mr. Bidwell talked with the Clerk today and said that Mr. MacDonald had been operating without a license since the first of the year, and the case was coming up in court tomorrow morning. If he does not have a signed license, he will be Fined $100.00. Chief Rycroft said that Mr. MacDonald had been doing business in Boston for a number of years. He said that Mr. MacDonald advised him that one of his employees had sold short weight. There is no record in the Lexington Police Department pertaining to this man, and in 1942 he was granted a Peddler's License. Sarano moved that the license be granted. Mr..Locke seconded the motion, and it was so voted. The Chief retired at 7:50 P.M. The meeting adjourned at 7:58 P.M. A true record, Attest: Ao'ledf40"'141
