HomeMy WebLinkAbout2018-03-20-HPB-min Lexington Housing Partnership Meeting Minutes for Tuesday, March 20, 2018 Attendees: Harriet Cohen, Mary Haskell, Paul Linton, Wendy Manz, Rich McDonough, Bob Pressman, Melinda Walker, Betsey Weiss Guests: Melanie Thompson Absent: Nancy Corcoran-Ronchetti,Jeri Foutter The meeting was chaired by Melinda Walker and minutes were taken by Harriet Cohen.The meeting was called to order at 7:38 pm. 1. Approval of minutes of February 20,2018 Approval of the February 2018 minutes was postponed, pending updates to the minutes. 2. Continued discussion of Article 42: Citizen's Article: "Special Permit Residential Developments" The members expressed concern that developers would not see sufficient financial incentives to build special permit residential developments rather than building housing according to by-right zoning.A specific concern is that the requirement for accessible housing poses substantial additional burdens on the developer.The Partnership recommends that Mr. Daggett or the Planning Board obtain input from developers, who are key stakeholders in this proposal, be included in the process to help determine financial viability. Ms. Weiss volunteered to draft a statement capturing the points raised at the meeting. She will send the proposed statement to the Partnership.The Partnership will meet to vote on the statement. Ms. Walker will find out when Article 42 will be discussed at Town Meeting.That will help to determine the date of the next meeting. 3. Discussion of Article 10j: "Lowell Street/Farmview Affordable Housing Supplemental Funds." The request is for additional funding to construct the six housing units on Lowell Street. 4. Update on National Development's proposal for"senior housing"/Mr. McDonough Mr. McDonough did not have an update on the proposal. 5. Discussion: LHP& Foundation Planning/Board Appointments This agenda item has been tabled until a subsequent meeting. 6. Report on LexHAB/Mr. Pressman LexHAB has purchased an additional unit at Emerson Gardens.The BOS approved spending not more than $420,000 for the unit. 7. Any other affordable housing issues of note There were no additional housing issues. 8. New Business There was no new business. 9. Set next meeting date The next meeting is tentatively set for April 3. Ms.Walker will confirm this date.The purpose of this Lexington Housing Partnership meeting is to vote on the statement regarding the SPRD. The next full meeting is April 17. 10. Meeting adjournment Ms. Weiss moved adjournment of the meeting, Ms. Haskell seconded the motion.The motion passed unanimously.The meeting was adjourned at 9:20 pm.
