HomeMy WebLinkAbout2018-04-17-LEXHAB-min LexHAB Board Meeting April 17, 2018-7 AM 1620 Massachusetts Avenue, Unit 4, Lexington, MA The meeting opened at 7:00 a.m. Members present were Bill Kennedy, Bob Burbidge, Les Savage, Gerry Howell, Bob Phelan, Bill Hays, and Donna Leary., Henry Liu, Martha Wood. Also present Were Attorneys Pat Nelson and Bot') Pir a,,SiM&r) The Chairman Bill Kennedy presided MINUTES APPROVAL Meeting Minutes for March Meeting were accepted. Reviewed minutes of Special Meeting of March 23 accepted. FINANCIAL Gerry Howell- Karen Iverson is under weather—no financials to review. FARM VIEW Lester Savage—Town meeting went well. The Board discussed "value engineering" the bid specification to look for possible cost reductions prior to sending out for rebidding. WRIGHT FARM Pat Nelson — Section 40B application for a comprehensive permit has been prepared and only needs Selectmen's signature. ZBA application cannot be submitted until we have project eligibility letter from DHCD after it reviews the 40B application. Lester Savage—Lot line will change and was approved at Town meeting. REORGANIZATION RENTAL GUIDELINES DISCUSSION Board discussed the differences between units that have gone through the LIP process and have recorded regulatory agreement (DHCD Units), those on the State Affordable Housing Inventory list under Chapter 40B that do not have Regulatory Agreement("SHI")and those units owned by LExHAB and fall into neither of the above categories. Donna Leary— Reported that the town agrees to let Liz Rust help us with the guidelines. Liz Rust will be reviewing the DHCD and SHI units as part of her annual monitoring report conducting on behalf of the Town. Discussion of Child of current policy regarding child support payments: Child support payments currently not considered as a deduction but Child support income is as income. The Policy Task Force will review LExHAB policies overall for tenant qualification and certificate of rents. LEARY PROPERTY Discussion of steps to move forward on the development of the Leary property including meeting with potential project manager, consultation with Karen Mullins of the Conservation Commission, and preparation of site work. TOWN EMPLOYEE HOUSING Report on meeting attended by Bill Kennedy, Bill Daly, Pat and Carl Valenti exploring options to housing assistance for Lexington employees. Further meetings to be scheduled. NEXT MEETING Next Meeting will be held on May 15, 2017 EXECUTIVE SESSION The chairman then proposed that the Board go into executive session to consider tenant matters, stating that consideration of same in open session could have a detrimental effect on the negotiating position of a semi-public body, namely LexHAB, and might also affect adversely the privacy rights of tenants and that the Board not return open session at the end except to adjourn.
