Attendance:
Board Members: Loren Wood, Chairperson, William Ribich, member, and Jim Osten, member.
Staff: Sally Peacock, Town Accountant, Ralph Pecora, Water/Sewer Superintendent, Liz Tucker, Lead
Meter Forewoman, Beth LeBlanc, Utility Billing. Residents: Steven Vincent, 136 Worthen Road, Hong-
Mei Zhang, 21 North Street
8:00 am Call meeting to order
Mr. Wood called the meeting to order at 8:05 am.
• Review for approval Minutes of the Meetings from March 15, 2018
It was moved by Mr. Wood, seconded by Mr. Osten and voted unanimously to approve the
Minutes of the March 15, 2018 meeting as presented.
Status Report of Abatement Requests
• 14 Recommendations to be heard
• 60+ Recommendations pending
The WSAB member requested homeowners presence for abatement cases related to 136 Worthen Road
and 21 North Street.
After hearing from each homeowner regarding their specific cases the following actions were taken:
21 North Street: It was moved by Mr. Ribich, and seconded by Mr. Osten to approve this abatement as
noted.
136 Worthen Road: It was moved by Mr. Osten, and seconded by Mr. Ribich to approve this abatement
as noted.
The following cases were brought forward:

41 Baker Avenue
12 Cliffe Avenue
845 Emerson Gardens Road
11 Sylvia Street
136 Worthen Road
It was moved by Mr. Ribich, seconded by Mr. Osten and voted unanimously to approve all "Leak"
abatements as noted except for 41 Baker Avenue which was denied for lack of supporting materials.

Irrigation on Domestic Meter

It was moved by Mr. Ribich, seconded by Mr. Osten and voted unanimously to approve all "Irrigation
on Domestic Meter"abatements as noted.
Billing/Meter Issues
6 Paddock Lane
24 Grapevine Avenue
27 Farmcrest Avenue
27 Summer Street
31 Circle Road
40 Oak Street
50 Oak Street
It was moved by Mr. Ribich, seconded by Mr. Osten and voted unanimously to approve all "Billing/Me-
ter Issue" abatements as noted.
• Review recommended updates to Policies & Procedures
A brief discussion of the proposed changes to Rules and Regulations ensued. Staff will prepare two seg-
ments "Rules and Regulations" and "Abatement Policy/Procedures"with the hope that each segment
will augment the other.
Adjourn
It was moved by Mr. Osten, seconded by Mr. Wood and approved unanimously to adjourn the meeting
at 9:30 am.
