Minutes of Meeting
April 25, 2018
A meeting of the Recreation Committee was held on Wednesday,April 25, 2018 at 6:30pm in Estabrook
Hall of the Cary Memorial Building, 1605 Massachusetts Avenue, Lexington.
Members Present: Rick DeAngelis, Lisah Rhodes, Sandra Shaw, and Ruixi Yuan
Members Absent: Jason Denoncourt Shaw
Staff Present: Melissa Battite,Director of Recreation and Community Programs,Peter
Coleman, Assistant Director of Recreation, and Christine Dean, Community
Center Director
Others Present: Ellen Cameron(Council on Aging liaison) and Doug Lucente (Board of
Selectmen liaison)
1. Meeting Minutes from February 28,2018
Lisah Rhodes moved and Rick DeAngelis seconded approval of the Recreation Committee
Minutes of February 28, 2018. The Recreation Committee voted 3-0 to approve the minutes
of February 28,2018.

3. Liaison Reports
Sandra Shaw,liaison to the Bicycle Advisory Committee,reported that to commemorate the 25th
anniversary of the Minuteman Bikeway, a celebration will be held on Saturday, September 29th
There will be more details to come over the next few months. There was no update from the
Lincoln Park Sub-Committee as the Granite Forest project has not gone out to bid yet.
4. Capital 5 Year Plan
Melissa Battite,Director of Recreation and Community Programs,provided the Committee with
an update on the FY2018 capital improvement projects. The bid opening for the irrigation project
will be on May 15'and the new swing sets at Bow Street,Franklin, and Munroe are tentatively
scheduled to be installed within the next month.
Ms. Battite also reported on the FY2019 capital improvement projects that were recently voted on
at Town Meeting. In total, four of the five capital requests were approved. They were equipment
at Pine Meadows, feasibility study for the proposed renovation at the Old Reservoir bathhouse,
athletic facility lighting upgrades at the Center Recreation Complex, and the Center Track and
Field reconstruction project. The Center lighting upgrades project is scheduled to take place this
fall and a neighborhood meeting with the abutters will be scheduled for sometime within the next
month. Both Rick DeAngelis and Lisah Rhodes agreed to attend this meeting, if available. To
address the safety and playability concerns at Center#1/#2 for this season,the department will be

investing approximately$7,000 for repairs to the lighting system at these fields. Construction for
the Center Track and Field project is scheduled for Spring and Summer 2019 and Ms. Battite
indicated that there will be at least 1-2 public meetings with stakeholders and community
members as it will be important to be transparent and over-communicate on this project given the
high volume of use that this facility receives.
The one project that was not approved was the $250,000 request for the Community Center
campus expansion feasibility study. Ms. Battite stated that the old Pelham School will be
demolished and the demolition and construction of the new Lexington's Children Place(LCP)
will begin in the upcoming weeks. Moving forward, conversations with the Town Manager and
Board of Selectmen will be needed to determine what the next steps will be and how to approach
the Community Center campus expansion in the future.
Ms. Battite indicated that in FY2020, the recreational site acquisition request that has served as a
placeholder in recent years may be populated depending on the ongoing discussions between the
Town and the Minuteman Regional Technical High School. More information on this should
become available over the next 3-9 months. There will not be an indoor pool at the new
Minuteman Tech and that was a hot topic of conversation during Town Meeting, given that the
Lexington High School swim teams swim at Minuteman and will be without a pool when the new
school opens. Doug Lucente,liaison from the Board of Selectmen,informed the Committee that
there is a sununit scheduled for June 14'where an indoor pool will be the topic of discussion.
Representatives from the Board of Selectmen, School Committee, Capital Expenditures
Committee, and Appropriation Committee will be at this meeting and members of the Recreation
Committee expressed their interest in participating at this meeting as well.
5. Recreation Committee Terms
Melissa Battite reminded the Committee that Sandra Shaw and Jason Denoncourt will not be
returning to the Recreation Committee when their terms expire on May 31s',2018. Prior to the
start of the meeting, Rick DeAngelis, chairman of the Recreation Committee, took the
opportunity to recognize Sandra Shaw who will be stepping down after 28 years of service on the
Recreation Committee. Both on a personal level and on behalf of the Recreation Committee,Mr.
DeAngelis thanked Ms. Shaw for her mentorship over the years and commended for her
perseverance,passion, and perspective on Recreation and the Town of Lexington. A celebration
in honor of Sandra will be held prior to the Board of Selectmen meeting on Monday, May 7',
2018 at 6:00pm.
Several applications have been received,both from new applicants and those that expressed an
interest three years ago when there was a previous vacancy. The appointment of Lisa O'Brien to
fill one of the vacancies has been sent to the Town Manager and this appointment is scheduled to
be approved at the Board of Selectmen meeting on Monday, May 7". For the other vacancy,
interviews will be held and the goal is to have this vacancy filled prior to the June Recreation
Committee meeting. Once the vacancies have been filled,the Committee will need to decide who
will serve as a liaison to the Community Center Program Advisory Committee (CCPAC), Lincoln
Park Sub-Committee(LPSC), Community Preservation Committee(CPC), and the Bicycle
Advisory Committee (BAC). The terms for the CCPAC members are also coming to an end and
at this point Nancy Adler is the only member that has expressed they will not be returning to the
Committee. An attempt to stagger the terms of the CCPAC members will also be considered.
6. Reports
Melissa Battite provided the Committee with her monthly update. The March 2018 and April
2018 Recreation and Community Programs Report is included as an attachment to the minutes.
Ms. Battite announced that the dates for the Special Town Meeting in the fall are tentatively set

for November 13t"45th. The Recreation Committee goals for FY2018/FY2019 were distributed
and are attached to the minutes. The Committee's FY2019/FY2020 goals will be discussed at the
Recreation Committee meeting in May. While no Parlcs Report was given,Peter Coleman,
Assistant Director of Recreation,reported that DPW has installed the temporary fence between
the Center#1 baseball field and Center#2 softball field.
The next meeting of the Recreation Committee is scheduled to take place on Wednesday,May 16r",
2018 at 7:00pm in Room 237 of the Lexington Community Center.
The April 25, 2018 meeting of the Recreation Committee adjourned at 7:42pin.
