Tiers of Public Outreach

The purpose of conducting public outreach in the 2020 Vision process is to ensure
that the products developed as part of the comprehensive draft Vision for 2020 are useful
to and supported by a broad cross-section of the Lexington citizenry. Public outreach can
be organized in a three tier design. The first tier of outreach needs to be very specific, to
get feedback on ideas being generated by the topic -specific Work Groups. The next tier
of outreach needs to take into account the interaction of the six topic -specific Visions and
Goals, requiring feedback across these six topic areas. And finally, the purpose of the
last tier of outreach is to ensure that the synthesis of these six topic areas resonates with
the general public. This tier will require that a coherent draft synthesis report be
submitted to the public for review and comment.
The Work Groups, the Core Participant Group (CPG), and the Steering
Committee share responsibility for outreach on the draft components of the 2020 Vision.
It is important, both for credibility of the eventual products and efficiency with the time
of the volunteers and citizens involved, to coordinate outreach activities to avoid
duplication and/or confusion. The following chart outlines the three tiers of public
outreach and identifies who has major responsibility for each.
