Town of Lexington " A Policy Manual Committee APPJLIFI � Minutes, Meeting of February 15, 2018 Committee Members: Scott Burson, Michelle Ciccolo, Jeanne Krieger, Hank Manz, Joseph Pato, Laurie Peck Members Absent: Deborah Brown The meeting was called to order at 8:00 AM. 1) The Committee reviewed and approved the meeting minutes of October 26, 2017 by unanimous vote. 2) Review of policy revision requests The chair observed that the Procedures, Policies, and Regulations Manual was last updated in 2005 and has not kept up with changes in state law in several areas. He will bring a set of proposed revisions to a future meeting. Battle Green Use policy The committee reviewed proposed changes to the Battle Green Use policy. Section 7 limits the issuance of permits for use of the Battle Green to Town-sponsored activities for the two weeks around Patriots' Day. Recent experience with weather-based cancellations forcing rescheduling suggest that this exclusive-use period is too short. The Committee voted unanimously to recommend changing the exclusive use period to April 5 through April 30. The potential for operation of drone aircraft over the Battle Green was then discussed. The committee consensus was that general operation of drone aircraft over the Battle Green was undesirable, but that use of drones for municipal or public safety purposes should be allowed. The Committee voted unanimously to recommend inserting the following item in section 3 as a new impermissible activity: "Operation of or overflight by drone aircraft over the Battle Green unless authorized by [municipal staff]." The committee noted that this language should be subject to legal review and that the appropriate authorized entity be specified rather than the generic term "[municipal staff]." In addition, the bounds of the Battle Green should be specified if not otherwise already identified. Other new and revised policies The chair outlined that the committee should expect to see proposals for new policies covering: Weapons Policy; ii. Sexual Harassment Policy for volunteers/committee members; Drone Policy. In addition, town staff are preparing revisions to Chapter 90-1 of the Towns bylaws to correct out of date language. 3) Discuss process for review of "dated" policies The chair will assign a few policies to each member to review prior to our next meeting.
