HomeMy WebLinkAbout2018-02-13-LEXHAB-min LexHAB Board Meeting February 13, 2018 Minutes of the meeting held at the offices of LexHAB at 1620 Massachusetts Avenue in Lexington on February 13, 2018. Members present were Bob Burbidge, Les Savage, Gerry Howell, Bob Phelan, Martha Wood, Bill Hays, Donna Leary, Patricia Nelson and Bill Kennedy via Conference Call remote. Absent—Henry Liu The Co-chairman, Bob Burbidge presided. MINUTES APPROVAL Meeting Minutes for December 2017 and January 2018 were reviewed and accepted. FINANCIAL Gerry Howell Reviewed P & L—January 2017 to January 2016 comparison • Garfield was removed as separate entity on the books • Garfield Repairs and Maintenance is now combined with other expenses Bryan—the old accountant-audited report andhis audit is still pending FARM VIEW Appeal has run and no appeal was filed. Comprehensive permit is final. Bob Phelan - Construction Bids are scheduled to be opened on 2/28 Bob Phelan- will attend a CPC meeting on 2/20 and 2/22 for additional Farm View construction funds Bill Kennedy- Discussed Updated application to CPC. Bids will open on 2/28. Costs will be available on the 28th. Town Meeting previously approved 1.2 million for this project Pat Nelson- LexHAB has approximately$135K from Keeler we can potentially use for Farm View WRIGHT FARM Pat Nelson Purchase and Sale agreement reviewed by Town; Selectman approved designation of LexHAB as agent to start renovation prior to execution of deed from the Town to LexHAB. Lester Savage No bids from qualified bidders were received. Plans are underway to rebid the project. Pat Nelson Waiting for revised plan with improved backyard plan prior to obtaining deed from Town to LexHAB. Under the provisions of the Purchase and Sale Agreement, LexHAB will be able to commence construction once we have a qualifying bid. REORGANIZATION Exec. Dir. - -No new resumes have come in Bill Kennedy Donna and Henry will schedule an interview with applicant who already applied. Bob Burbidge Motion to authorize Pearlene Varjabedian to sign leases on behalf of LexHAB. Seconded. Motion approved. POLICY TASK FORCE UPDATE Henry is ill and will table this item. Pat Nelson- We are now getting more applications for re-sale of Muzzey units. We are the designated Administrator. We need to review the pricing and income of the buyer. Forms are being updated. Need someone to sign Muzzey certification forms. In the process to handing it off to Pearlene Pat Nelson- Muzzey Resale verifications are in process - General release Forms - Employment Verification Forms Motion to authorize Pat Nelson to review maximum resale price and buyer income qualifications pursuant to Muzzey Condominium unit resales restrictions. Motion seconded and approved. FAIRVIEW Update on leasing of Fairview units. 85 EMERSON GARDENS ROAD Pat Nelson- Reported on purchase of 85 Emerson Gardens Condominium. Sale complete. Loan obtained from Patriot Bank for a portion of the cost of acquisition; loan secured by LexHAB Certificates of Deposit. Next meeting Friday March 16, 2018 7:00 AM Following Discussion, it was, on motion made and seconded, unanimously VOTED, each member having Been individually polled: • That a person or firm be retained on a temp basis to organize LexHAB's tenant files. Scope and product to be provided by Pearlene and Donna. • All new applications for the sale of owner occupied Muzzey units be referred to Pat,and all legal questions in connection with the above be referred to Pat Executive Session The chairman then proposed that the Board go into executive session to consider tenant matters, stating that consideration of same in open session could have a detrimental effect on the negotiating position of a semi-public body, namely LexHAB, and might also affect adversely the privacy rights of tenants and that the Board not return open session at the end except to adjourn.
